MINUTES
The Design Review Board met in regular session April 10, 2014, Vice-Chairman Brasher
presiding.
1. CALL TO ORDER: Vice-Chairman Brasher calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BRASHER, SAYER, HULL.
ABSENT: GRUBB, MARTIN, HASH, MC CULLOUGH. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of March 27, 2014.
B. Findings of Fact and Conclusions of Law for DR-12-14—Common Area
Landscaping within Ashbury Subdivision No. 2 —SCS Brighton LLC: SCS
Brighton LLC, represented by Michael Wardle, is requesting design review approval
to construct the common area landscaping within Ashbury Subdivision No. 2. The
42.19-acre site is located approximately 1/4-mile west of Meridian Road and 1/4-mile
north of Chinden Boulevard.
C. Findings of Fact and Conclusions of Law for DR-14-14—Automotive Washing
Facility for Epic Shine Car Wash—Doug Atwood: Doug Atwood, represented by
John Day with Radix Construction Inc., is requesting design review approval to
construct a 5,251-square foot automotive washing facility for Epic Shine Car Wash.
The 1.04-acre site is generally located on the northeast corner of North Linder Road
and Chinden Boulevard at 6520 North Linder Road within Eagle Island Marketplace.
D. Findings of Fact and Conclusions of Law for DR-15-14—Building Wall Signage,
Menu Board and Directional Signage for Epic Shine Car Wash—Nate Sampson:
Nate Sampson, represented by Elmo Llewellyn with Aim Signs, is requesting design
review sign approval to construct three (3) building wall signs, menu board and
directional signage for Epic Shine Car Wash. The 1.04-acre site is generally located
on the northeast corner of North Linder Road and Chinden Boulevard at 6520 North
Linder Road within Eagle Island Marketplace.
Sayer moves to approve the consent agenda. Seconded by Brasher. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.

5. NEW BUSINESS:
A. DR-17-14—Common Area Landscaping within Creek Water Subdivision—Bill
Barros: Bill Barros, represented by Jon Breckon with Breckon Land Design, is
requesting design review approval of the common area landscaping within Creek
Water Subdivision. The 12.7-acre site is located on the south side of West Floating
Feather Road approximately '/4-mile east of Park Lane at 3577 and 3395 West
Floating Feather Road.
Rodney Evans, 1081 E. 50th Street, reviews the application. City Planner Cerda has
nothing further to add. Board discussion.
Brasher moves to approve DR-17-14—Common Area Landscaping within Creek
Water Subdivision—Bill Barros with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #6: The applicant is to provide revised landscape plans
indicating that the fence posts are to be of a composite wood material and not of
natural wood,to be reviewed by staff. Seconded by Sayer. ALL AYE...MOTION
CARRIES.
B. DR-18-14—Entry Signage and Directional Signage for Edgewood Spring Creek
Eagle Island—Gardner Company: Gardner Company, represented by Talena Baer
with Baer Design Group, LLC, is requesting design review approval for two (2) entry
signs and directional signage for Edgewood Spring Creek Eagle Island. The site is
located on the south side of West Flint Drive approximately 860-feet east of North
Park Lane at 3065 West Fling Drive.
Talena Baer, 539 S. Fitness Place, Eagle reviews the application. City Planner Cerda
reviews the application. Board discussion.
Brasher moves to approve DR-18-14—Entry Signage and Directional Signage for
Edgewood Spring Creek Eagle Island—Gardner Company with the site specific
and standard conditions of approval as written. Seconded by Hull. ALL
AYE...MOTION CARRIES.
6. REPORTS:
A. Design Review Board: Signage over Eagle Road.
B. Staff: Cross Fit update. Next meeting discussion.
7. ADJOURNMENT:

RE: Response to Creek Water Subdivision Design Review Site Specific Conditions
DR-17-14
Dear Ms. Cerda,
We have received your conditions of approval of the aforementioned development and would like to accept and clarify our
plans for your use prior to the hearing. The following is a clarification of our response to your conditions as well as a
discussion of some of the conditions made:
1. We will comply with any applicable conditions of Creek Water Subdivision (A-02-13/RZ-03-13/PP-03-13).
2. Landscape Plans will be revised to show a detail for the proposed open style fencing. See Attachment "A" and "B"
for the detail and the locations of the proposed open style fencing.
3. We will revise the landscape plans to identify a pressure irrigation stub to Lot 7, Block 2, access for landscape
maintenance and the addition of the of the open style fencing to the north boundary. See #4 below for additional
information.
4. Access to Common Lot 7, Block 2 will be through Common Lot 13, Block 2. Lot 13 is a 20 feet wide and aligns with
the current road/culvert location and will be shown on the Final Plat as an access to Drainage Ditch No.2's existing
easement/right of way. Lot 7 is a continuation of Drainage District No.2's easement and will be shown as access on
the Final Plat.
As an additional note, the civil engineer, Bryan Martin, of Rock Soild Civil met with Drainage District No. 2 (and
attorney Bryce Farris - Sawtooth Law Offices) at their monthly Board Meeting in February. Bryan presented the
proposed lot layouts and access locations. They gave Bryan verbal concurrence/approval of the proposed layouts
and were willing to accept pre -development storm water flow rates. A License Agreement will be entered into with
the developer/HOA. Bryan also suggests that specific language be added into the License Agreement allowing HOA
access thru their existing easement and into Common Lot 7, Block 2. See Attachment "C" for the Record of Survey
for the adjacent parcel showing the existing Drainage District's easement/right-of —way.
5. We will provide a separate design review sign application prior to any signs being constructed.
