Minutes - 2013 - Design Review - 12/12/2013 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session December 12, 2013 Vice-Chairman Grubb presiding. 1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER, MARTIN. ABSENT: MC CULLOUGH, HULL, BRASHER, HASH. A quorum is present. 3. CONSENT AGENDA • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of November 14, 2013. B. Findings of Fact and Conclusions of Law for DR-59-13—Common Area Landscaping within Lockey Subdivision - Somerset Farms, Inc.: Somerset Farms, Inc., represented by Chris Todd with TO Engineers, is requesting design review approval to construct the common area landscaping within Lockey Subdivision. The 20-acre site is located on the south side of West Beacon Light Road approximately 630-feet east of North Park Lane at 3633 West Beacon Light Road. C. Findings of Fact and Conclusions of Law for DR-60-13—Lockey Subdivision Entry Signage - Somerset Farms, Inc.: Somerset Farms, Inc., represented by Chris Todd with TO Engineers, is requesting design review sign approval to construct a monument sign at the entrance to Lockey Subdivision. The 20-acre site is located on the south side of West Beacon Light Road approximately 630-feet east of North Park Lane at 3633 West Beacon Light Road. Sayer moves to approve the consent agenda. DR-61-13—Terrain Park Improvements—The City of Eagle: The City of Eagle, represented by Idaho Superparks, LLC, is requesting design review approval to complete improvements for the proposed terrain park to be located within the Eagle- Ada Sports Complex. The site is located on the east side of Horseshoe Bend Road approximately 1600-feet north of Floating Feather Road. This item was continued from the November 14, 2013 meeting. Meg Leatherman, Director of Development Services for Ada County addresses the Board. As the owner of the property Ada County does not feel it is appropriate for the Board the make a decision on this application tonight since it has not been approved by the County. Joan Johnston, 10770 Janie Road, Boise, Idaho. Ms. Johnston asks questions about the staff report. Feels it is an incomplete application and should not be approved. Ryan Neptune, reviews the application and addresses the Board. City Planner Cerda reviews the application. Further discussion with Meg Leatherman. Board discussion. City Attorney Mimura addresses the Board. Grubb moves to approve DR-61-13—Terrain Park Improvements—The City of Eagle with the site specific and standard conditions of approval with the following modifications to the site specific conditions: Site specific condition #11: All future structures, buildings, amenities associated with this application will come back to the Design Review Board for approval. Site specific condition #12: Provide a revised drawing showing the transition from the pond liner to the viewable area by the general public, to be reviewed by staff and one member of the Design Review Board. Site specific condition #13: Provide cut sheets with color and size for the snow making equipment, specifically snow cannons,to be approved by staff and one member of the Design Review Board. Site specific condition #14: Provide additional details for fencing, temporary fencing, to be approved by staff and one member of the Design Review Board. Modify site specific condition #4, second sentence, ten words from end of last sentence, insert two members of the Design Review Board and continue with Zoning Administrator prior to issuance of zoning certificate. Site specific condition #15: The structures are of a temporary nature and therefore will be required to come back in front of the Design Review Board in the next two year period with the anticipation that they will become permanent structures and more closely follow guidelines for the city Design Review criteria. DR-63-13—Common Area Landscaping within Collina Bello Subdivision— Providence Properties, LLC: Providence Properties, LLC, represented by Tim Mokwa with KM Engineering, LLP, is requesting design review approval to construct the common area landscaping within Collina Bello Subdivision. The 9.57-acre site is located on the north side of West Floating Feather Road approximately 350-feet west of North Moon Bello Way at 1400 West Floating Feather Road. Grubb moves to continue DR-63-13—Common Area Landscaping within Collina Bello Subdivision—Providence Properties, LLC, to the next regularly scheduled meeting, per the applicants' request. Seconded by Sayer. ALL AYE....MOTION CARRIES. C. DR-64-13— Church Facility for the Church of Christ Temple Lot—Charlie Brain: Charlie Brain, represented by James Gipson, is requesting design review approval to construct a 2,103-square foot church facility. The 0.3-acre site is located on the south side of East Dunyon Street approximately 580-feet west of South Parkinson Street at 2225 East Dunyon Street. James Gipson, PO Box 219, Eagle reviews the application. City Planner Cerda reviews the application. Board discussion. Current pastor of the church addresses the Board. Grubb moves to approve DR-64-13—Church Facility for the Church of Christ Temple Lot—Charlie Brain DR-64-13 with the site specific and standard conditions of approval with the following modifications to the site specific conditions: Site specific condition #1: Strike first sentence 5 foot wide sidewalk with and 8 foot wide parkway planter strip and the rest of that sentence and provide revised site landscaping planting showing requirements indicated by ACHD. Site specific condition #8: Provide a revised south elevation showing increased architectural interest to address possibility of tapered columns,window elements and mimicking of the louver vents from the top peak to the lower peak. Site specific condition #9: Provide revised site plan showing alternate parking that saves the three existing trees, to be approved by staff and one member of the Design Review Board,with the trees and landscaping in the proper location. Comment that the applicant can talk to urban renewal about future plans in that area and future improvements at this time. Seconded by Sayer. ALL AYE...MOTION CARRIES. D. DR-19-13 MOD—Modification to the Eagle Tennis Facility—Kara Hoge: Kara Hoge, represented by Eric Anderson with ALC Architecture, is requesting design review approval to modify the Eagle Tennis Facility. The modification is specifically to add an additional 71,652-square feet of indoor area to the tennis facility and new building elevations showing the building overall building addition. I believe another developer will be stepping in to finish off the project, but until that time, we need to table the design review hearing for the landscaping. Is there any other documentation I need to give you in order to pull this of the 12.12 agenda? Sorry for the late notice...we thought the owner (Blake Mayes) was going to have us keep things moving, but I think he wants to wait until another developer steps in.
