Minutes - 2013 - Design Review - 11/14/2013 - Regular 3A DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session November 14, 2013, Vice-Chairman Grubb presiding. 1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER, HULL, BRASHER. ABSENT: MC CULLOUGH, MARTIN, HASH. A quorum is present. 3. CONSENT AGENDA ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of October 24, 2013. B. Findings of Fact and Conclusions of Law for DR-57-13—Residential Apartment with Garage Parking Below—Evermore Investments LLC: Evermore Investments LLC, represented by James Gipson, is requesting design review approval to construct a residential apartment with garage parking below (1St floor garage and carport— 1,291-sqaure feet and 2nd floor residential apartment—936-square feet). The existing 965-sqaure foot residence is to remain. The 0.16-acre site is located on the south side of East Idaho Street approximately 100-feet east of 1st Street at 147 East Idaho Street. Sayer moves to approve the consent agenda. Seconded by Brasher. ALL AYE...MOTION CARRIES. 4. UNFINISHED BUSINESS: None. 5. NEW BUSINESS: A. DR-59-13—Common Area Landscaping within Lockey Subdivision- Somerset Farms, Inc.: Somerset Farms, Inc., represented by Chris Todd with TO Engineers, is requesting design review approval to construct the common area landscaping within Lockey Subdivision. The 20-acre site is located on the south side of West Beacon Light Road approximately 630-feet east of North Park Lane at 3633 West Beacon Light Road. Chris Todd, 3047 E. Shadow Wolf Drive, Eagle, Idaho, TO Engineers, reviews the application. City Planner Cerda reviews the application. Board discussion. K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-1 1-14-1 3MIN.doc 3A Grubb moves to approve DR-59-13—Common Area Landscaping within Lockey Subdivision- Somerset Farms, Inc. with the site specific and standard conditions of approval with the following amendments to the site specific conditions: Site specific condition#2: Strike in line one, at the end, four words, and the picnic shelter. Site specific condition#3: Strike entirely. Site specific condition#7: All sidewalks within the subdivision shall conform to widths per standard city code, to be approved by staff. A comment that the Design Review Board unanimously agrees that the loss of the amenities should be discussed with city staff and city council and the off set for the cost of 2 inch caliper trees to help reinstate some of those amenities. DR-60-13—Lockev Subdivision Entry Signage- Somerset Farms, Inc.: Somerset Farms, Inc., represented by Chris Todd with TO Engineers, is requesting design review sign approval to construct a monument sign at the entrance to Lockey Subdivision. The 20-acre site is located on the south side of West Beacon Light Road approximately 630-feet east of North Park Lane at 3633 West Beacon Light Road. Chris Todd, 3047 E. Shadow Wolf Drive, Eagle, Idaho, TO Engineers, reviews the application. City Planner Cerda has nothing to add. Board discussion.Further discussion with the applicant. Grubb moves to approve DR-60-13—Lockey Subdivision Entry Signage- Somerset Farms, Inc. with the site specific and standard condition of approval with the following site specific conditions: Site specific condition#4: Provide a revised drawing showing detail for relief of lettering on the sign as well as all design elements, colors, and materials to be approved by staff. Seconded by Brasher. ALL AYE...MOTION CARRIES. C. DR-61-13—Terrain Park Improvements—The City of Eagle: The City of Eagle, represented by Idaho Superparks, LLC, is requesting design review approval to complete improvements for the proposed terrain park to be located within the Eagle- Ada Sports Complex. The site is located on the east side of Horseshoe Bend Road approximately 1600-feet north of Floating Feather Road. Sayer moves to continue DR-61-13—Terrain Park Improvements—The City of Eagle to the next regularly scheduled meeting on December 12th. Seconded by Brasher. ALL AYE...MOTION CARRIES.
