Minutes - 2013 - Design Review - 10/24/2013 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session, October 24, 2013, Member Brasher presiding. 1. CALL TO ORDER: Member Brasher calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: SAYER, HULL, BRASHER, MARTIN. ABSENT: MCCULLOUGH, GRUBB, HASH. A quorum is present. 3. CONSENT AGENDA ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of October 10, 2013. B. Findings of Fact and Conclusions of Law for DR-50-13—Eagle Towne Plaza Master Sign Plan, Including Signage for the Idaho Youth Ranch —Guho Corporation: Guho Corporation, represented by Nick Guho, is requesting design review sign approval for the master sign plan for Eagle Towne Plaza, including signage for the Idaho Youth Ranch. The site is located on the northeast corner of West State Street and Eagle Glen Road at 300 West State Street. Sayer moves to approve the consent agenda. Seconded by Martin. ALL AYE...MOTION CARRIES. 4. UNFINISHED BUSINESS: None. 5. NEW BUSINESS: A. DR-57-13 —Residential Apartment with Garage Parking Below—Evermore Investments LLC: Evermore Investments LLC, represented by James Gipson, is requesting design review approval to construct a residential apartment with garage parking below (1St floor garage and carport— 1,291-sqaure feet and 2nd floor residential apartment—936-square feet). The existing 965-sqaure foot residence is to remain. The 0.16-acre site is located on the south side of East Idaho Street approximately 100-feet east of 1st Street at 147 East Idaho Street. James Gipson, PO Box 219, Eagle, Idaho addresses the Board and reviews the application. Mark Butler, 1675 E Bishop Way, Eagle addresses the Board and possible ACHD issues. K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-10-24-13MIN.doc Brasher moves to approve DR-57-13—Residential Apartment with Garage Parking Below—Evermore Investments LLC with the site specific and standard conditions of approval,with the following additions: Site specific condition #9: Due to the phased nature of this project it is impractical and reasonable to allow the second phase of the project to comply with the DDA requirements of set-back restrictions, lot coverage and glazing. Site specific condition #10: The Design Review Board for the City of Eagle unanimously agrees that ACHD recommendations for the street improvements be delayed until the second phase of the project, due to the likelihood of the second phase damaging the improvements if they are made at this time and the degradation of the usability of the site until the second phase is made, due to the fact that it would deny access to the driveway. Site specific condition #11: The Design Review Board recommends that the applicant add architectural features to the alley elevation, alley facing elevation, such as wall pop outs or false gables or true gables or dormers and to the interior elevation by adding architectural elements such as built out columns or corbals, knee braces at the columns and decorative doors.
