MINUTES
The Design Review Board met in regular session April 25th, Vice-Chairman Grubb presiding.
1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, HULL,
COMSTOCK, BRASHER. ABSENT: MC CULLOUGH, MARTIN. A quorum is
present.
3. CONSENT AGENDA
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of April 11, 2013.
B. Findings of Fact and Conclusions of Law for DR-10-13 —Exterior Building
Remodel, Revised Parking, and Updated Landscaping for Old King's Building—
Guho Corporation: Guho Corporation, represented by Kent Krohn with LKV
Architects, is requesting design review approval to modify the exterior building
elevations of the Old King's Building. This application also includes revising the
parking and updating the landscaping for the site. The 3.24-acre site is located on the
northeast corner of West State Street and Eagle Glen Lane at 300 West State Street.
Brasher moves to add DR-45-12—Master Sign Plan for a Multi-tenant
Retail/Office Building, Including Building Wall Signage for Virtual IT to the
consent agenda. Seconded by Sayer. ALL AYE...MOTION CARRIES.
Grubb moves to approve the consent agenda as revised. Seconded by Comstock.
ALL AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR-66-12—M3/Spring Valley—Spring Valley Design Guidelines:
M3Eagle/Spring Valley, is requesting design review approval of the Design
Guidelines for the M3/Spring Valley Development in accordance with the Pre-
Annexation and Development agreement (PADA) for the project. The 6,015-acre site
is generally located on the east side of State Highway 16 and west of Willow Creek
Road (approximately 1.5 miles north of Beacon Light Road). This item was continued from
the March 20, 2013 meeting.

City Planner Baird-Spencer reviews the application. Jerry Robbins, M-3 Companies, 533
E. Riverside Drive reviews the application. Board discussion.
Grubb moves to approve DR-66-12 —M3/Spring Valley—Spring Valley Design
Guidelines with the site specific and standard conditions of approval with the
following modifications:
Strike the proposed street light cut sheet luminaire SEG by US Architectural
lighting that had been previously submitted. I also move that we recommend the
City Council require M3/Spring Valley comply with the city hearing requirements
for the Design Review Board and just like other developments for all future PUMPS
and PUDS and preliminary plats, the applications that are governed by the Eagle
City Council 8-2A or its equivalent to development standards. Seconded by
Comstock. ALL AYE...MOTION CARRIES.
B. DR-67-12—M3/Spring Valley—Spring Valley PUMP (Planning Unit Master
Plan) No. 1: M3Eagle/Spring Valley, is requesting approval of the Environmental
Planning Unit Master Plan(Landscape, Signage and Habitat Mitigation Plans) for the
Phase No. lof the development consisting of 236 lots and 196 residential units. The
181.11-acre site is generally located on the east side of State Highway 16 at Equest
Lane (approximately 1 mile north of Beacon Light Road). This item was continued from the
March 20, 2013 meeting.
Grubb moves to approve DR-67-12—M3/Spring Valley—Spring Valley PUMP
(Planning Unit Master Plan) No. 1 as written. Seconded by Brasher. ALL
AYE...MOTION CARRIES.
5. NEW BUSINESS:
A. DR-45-12 —Master Sign Plan for a Multi-tenant Retail/Office Building,
Including Building Wall Signage for Virtual IT—Tavis and Brooke Reche:
Tavis and Brooke Reche, represented by Walter Lindgren with Johnson Architects,
are requesting design review approval of a master sign plan for a multi-tenant
retail/office building, including building wall signage for Virtual IT. The site is
located on the northeast corner of North 1St Street and Idaho Street at 120 North 1 st
Street.
This item was moved to the consent agenda.
B. DR-14-13—Revnard Subdivision Common Area Landscaping and Pool House—
Foxtail Partners, LLC: Foxtail Partners, LLC, represented by Mark Tate, are
requesting design review approval of the common area landscaping and pool house
within Reynard Subdivision. The 80.02-acre site is located on the north side of West
Chinden Boulevard approximately 1,300-feet east of Linder Road at 990 West
Chinden Boulevard.
Mark Tate, M3 Companies, 533 E. Riverside Drive reviews the application. City Planner
Cerda reviews the application. Board discussion.

Grubb moves to continue DR-14-13—Reynard Subdivision Common Area
Landscaping and Pool House—Foxtail Partners, LLC with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #1: Strike and insert provide a revised landscape plan
showing an average of 12-14 trees per 100 feet. The revised landscape plan shall be
reviewed and approved by the Design Review Board prior to the city signing the
final plat.
Site specific condition #2: Strike.
Site specific condition #3: Strike.
Site specific condition #11: Provide revised elevation of the pool house showing
modified architectural interest in the roof line and entry to be reviewed and
approved by the Board.
The Design Review Board recommends modification to the fencing specifically with
reference to the open fence common areas, certain areas of this project, the Design
Review Board feels it would be appropriate to have a solid fence. The Design
Review Board also would be open to alternate method to comply with fencing, other
than cedar. Seconded by Hull. ALL AYE...MOTION CARRIES.
C. DR-15-13—Revnard Subdivision Monument Signage—Foxtail Partners, LLC:
Foxtail Partners, LLC, represented by Mark Tate, are requesting design review sign
approval to construct monument signage for Reynard Subdivision. The site is located
on the north side of West Chinden Boulevard approximately 1,300-feet east of Linder
Road at 990 West Chinden Boulevard.
Grubb moves to remand DR-15-13—Reynard Subdivision Monument Signage to
staff. Second by Comstock. ALL AYE...MOTION CARRIES.

• Successful transplanting is not guaranteed
• These trees will be relocated to common areas and
buffers, particularly the area between Reynard and the
Eagle Island Marketplace, park areas, and landscape
islands
Tree Retention

we overlaid the land plan and grading plan on the tree
survey.
• Many trees were unable to be retained due to grading
cuts and fills, streets, sidewalks, planter strips, building
envelopes, driveways, pool, playground, and berms.
• Most of the trees that could be retained are on Targe
Tots in the north that did not require significant
grading
• 11 trees will be retained in open space areas and 35
trees will be retained on Tots
