MINUTES
The Design Review Board met in regular session April 11, 2013, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, SAYER,
BRASHER. ABSENT: GRUBB, COMSTOCK, HULL, MARTIN. A quorum is
present.
Martin arrives at 6:05 p.m.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

Brasher moves to approve the consent agenda as written. Seconded by Sayer. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR-10-13 —Exterior Building Remodel, Revised Parking, and Updated
Landscaping for Old King's Building—Guho Corporation: Guho Corporation,
represented by Kent Krohn with LKV Architects, is requesting design review
approval to modify the exterior building elevations of the Old King's Building. This
application also includes revising the parking and updating the landscaping for the
site. The 3.24-acre site is located on the northeast corner of West State Street and
Eagle Glen Lane at 300 West State Street.
Jason Densmer with the Land Group, 462 E. Shore Drive, reviews the application. Kent
Krohn with LKV Architects, 2400 E. Riverwalk Drive, Boise, reviews the application.
City Planner Cerda reviews the application. Board discussion.

McCullough moves to approve DR-10-13—Exterior Building Remodel, Revised
Parking, and Updated Landscaping for Old King's Building with the site specific
and standard conditions of approval with the following modifications:
Strike site specific condition #1 and replace it with the applicant will need to explore
and provide information regarding moving the telephone box at the southwest
corner of the project with regard to extending the sidewalk around the corner to
north Eagle Glen Lane. This proposal will be provided to staff and one member of
the Design Review Board for review.
Strike site specific condition #2.
Replace site specific condition #9 with the Design Review Board accepts the parapet
height proposed by the applicant on the east,west and southern elevations of the
building and also accepts that the north wall will be exempt from screening the
mechanical units on the roof.
Site specific condition #12: The Design Review Board supports the relaxation of the
following code sections regarding this project, set- backs, percentage of glazing,
street trees and grates, replacement tree mitigation, landscape requirements around
the trash enclosures and the orientation and location of parking in the front of the
building. The Design Review Board unanimously supports the relaxation of these
code sections. Seconded by Brasher. ALL AYE...MOTION CARRIES.
6. REPORTS:
A. Design Review Board: None.
B. Staff: Review changes from M3/Spring Valley for the 4/25 meeting. Next
meeting agenda items.
7. ADJOURNMENT:
Brasher moves to adjourn at 6:53 p.m. Seconded by Brasher. ALL
