MINUTES
The Design Review Board met in regular session January 24, 2013,Vice-Chairman Grubb
presiding.
1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, HULL,
COMSTOCK, BRASHER, MARTIN. ABSENT: MC CULLOUGH. A quorum is
present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of January 10, 2013.
B. Findings of Fact and Conclusions of Law for DR-62-12—Mace River Ranch
Subdivision—Mace River Ranch LLC: Mace River Ranch LLC, is requesting
design review approval to install the common area landscaping within Mace River
Ranch Subdivision. This application also includes the approval of a 1,776-square
foot club house. The 192.76-acre site is generally located on the north side of West
Mace Road, north of Two Rivers Subdivision, at 800 West Mace Road.
Brasher moves to approve the consent agenda. Seconded by Comstock. Grubb
moves to add DR-43-98 MOD4 and DR-27-97MOD2 to the consent agenda. Second
concurs. ALL AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR-59-12—Entry Structure with Subdivision Signage for Henry's Fork
Subdivision—BHH Investments I LLC: BHH Investments I, LLC, represented by
Matt Schultz, is requesting design review sign approval to construct an entry structure
with subdivision signage for Henry's Fork Subdivision(formerly Shaunessy or Park
Place Gardens). The site is located on the east side of Park Lane approximately
2,200-feet north of Floating Feather Road. This item was continued from the January 10, 2013
meeting.
Matt Schultz 1025 S. Ridgeway, Eagle reviews the changes made to the project. City
planning staff has nothing further to add. Board discussion.

Grubb moves to approve DR-59-12—Entry Structure with Subdivision Signage for
Henry's Fork Subdivision with the site specific and standard conditions of approval
as written. Discussion. Grubb would like to amend the motion to add site specific
condition #5: The applicant will provide samples of the stone to be reviewed by one
member of the Design Review Board and staff. Seconded by Hull. SIX AYE...ONE
NAY(COMSTOCK)....MOTION CARRIES.
B. DR-60-12—Bank Facility with Drive-up Service within Eagle Island
Marketplace—Idaho Central Credit Union: Idaho Central Credit Union,
represented by Alexis Townsend with LCA Architects, is requesting design review
approval to construct a 3,300-square foot bank facility with drive-up service for Idaho
Central Credit Union. The 0.95-acre site is located on the east side of North Linder
Road approximately 550-feet north of Chinden Boulevard within Eagle Island
Marketplace at 6620 North Linder Road. This item was continued from the January 10, 2013
meeting.
Steve Christensen. LCA Architects, 1221 Shoreline Lane, Boise reviews changes made to
application. City Planner Cerda adds comments. Board discussion.
Grubb moves to approve DR-60-12—Bank Facility with Drive-up Service within
Eagle Island Marketplace with the site specific and standard conditions of approval
with the following modifications:
Item#2 at the end of the sentence add "the light poles can be lowered to appropriate
height to compliment the building".
Site specific condition #11: The Design Review Board unanimously approves the
modified drawings date stamped 1/17/13. Seconded by Brasher. ALL
AYE...MOTION CARRIES.
C. DR-61-12—Building Wall and Monument Signage for Idaho Central Credit
Union—Idaho Central Credit Union: Idaho Central Credit Union, represented by
Greg Llewellyn with Golden West Signs, is requesting design review sign approval to
construct two building wall signs and a monument sign for Idaho Central Credit
Union. The 0.95-acre site is located on the east side of North Linder Road
approximately 550-feet north of Chinden Boulevard within Eagle Island Marketplace
at 6620 North Linder Road. This item was continued from the January 10, 2013 meeting.

Grubb moves to approve DR-60-12—Bank Facility with Drive-up Service within
Eagle Island Marketplace with the site specific and standard conditions of approval
with the following modifications:
Site specific condition #1: Scratch the first sentence and insert the drawing date
stamped 1/1013 is approved by the Design Review Board. Seconded by Brasher.

5. NEW BUSINESS:
A. DR-43-98 MOD4—Modification to the Master Sign Plan for Eagle Pavilion
Shopping Center—Pete Loya: Pete Loya is requesting design review approval to
modify the master sign plan for the Eagle Pavilion Shopping Center. The site is
located on the northeast corner of S. Eagle Road and State Highway 44 at 480 S.
Eagle Road.
This item was approved as part of the consent agenda.
B. DR-27-97 MOD2—Modification to the Master Sign Plan for Eagle Plaza
Shopping Center—Pete Loya: Pete Loya is requesting design review approval to
modify the master sign plan for the Eagle Plaza Shopping Center. The site is located
on the north side of East Plaza Drive between Eagle Road and 2nd Street at 228 East
Plaza Drive.
This item was approved as part of the consent agenda.
C. DR-69-12—Common Area Landscaping within Lions Gate Subdivision—
Lazarus,LLC: Lazarus, LLC, represented by Talena Baer with Baer Design Group,
LLC, is requesting design review approval of the common area landscaping within
Lions Gate Subdivision. The 27.38-acre site is generally located on the southwest
corner of Ballantyne Lane and West Floating Feather Road.
Board member Sayer states that she has had previous discussions with the developer and
others on this project, however she states that she can remain impartial with her decision.
Talena Baer, Baer Design, 99 E. State Street, Ste. 203, Eagle, reviews the application.
City Planner Cerda reviews the application. Board discussion.
Grubb moves to approve DR-69-12—Common Area Landscaping within Lions Gate
Subdivision with the site specific and standard conditions of approval as written,
with following modifications:
Site specific condition #5: The applicant shall provide elevations for any
maintenance facilities or structures such as pump houses to be approved by staff
and one member of the Design Review Board.
Site specific condition #6: The applicant shall provide a revised plan showing 2 inch
caliper trees to be approved by staff and one member of the Design Review Board.
Seconded by Comstock. ALL AYE...MOTION CARRIES.
D. DR-70-12— Entry Structure with Signage for Lion's Gate Subdivision—
Lazarus,LLC: Lazarus, LLC, represented by Talena Baer with Baer Design Group,
LLC, is requesting design review sign approval to construct an entry structure with
subdivision signage for Lion's Gate. The site is generally located on the southwest
corner of Ballantyne Lane and West Floating Feather Road.

Cerda has nothing to add. Board discussion.

Grubb moves to approve DR-70-12—Entry Structure with Signage for Lion's Gate
Subdivision with the site specific and standard conditions of approval with the
following modifications:
Site specific condition#5: Provide revised elevations showing a side view of the sign
and incorporating comments as discussed about the lions heads and the three
support structures to be reviewed by two members of the Design Review Board and
staff. Seconded by Hull. ALL AYE...MOTION CARRIES.
E. DR-66-12—M3/Spring Valley —Spring Valley Design Guidelines:
M3Eagle/Spring Valley, is requesting design review approval of the Design
Guidelines for the M3/Spring Valley Development in accordance with the Pre-
Annexation and Development agreement(PADA) for the project. The 6,015-acre site
is generally located on the east side of State Highway 16 and west of Willow Creek
Road (approximately 1.5 miles north of Beacon Light Road).
The Board has a round table discussion with M3/Spring Valley in regard to this
application.
F. DR-67-12—M3/Spring Valley —Spring Valley PUMP (Planning Unit Master
Plan)No. 1: M3Eagle/Spring Valley, is requesting approval of the Environmental
Planning Unit Master Plan(Landscape, Signage and Habitat Mitigation Plans) for the
Phase No. lof the development consisting of 236 lots and 196 residential units. The
181.11-acre site is generally located on the east side of State Highway 16 at Equest
Lane (approximately 1 mile north of Beacon Light Road).
The Board has a round table discussion with M3/Spring Valley in regard to this
application.
