Minutes - 2013 - Design Review - 01/10/2013 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session January 10, 2013, Vice-Chairman Grubb presiding. 1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER, COMSTOCK, BRASHER. ABSENT: MC CULLOUGH, HULL. A quorum is present. 3. CONSENT AGENDA ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. NEW BUSINESS: A. DR-59-12—Entry Structure with Subdivision Signage for Henry's Fork Subdivision—BHH Investments I LLC: BHH Investments I, LLC, represented by Matt Schultz, is requesting design review sign approval to construct an entry structure with subdivision signage for Henry's Fork Subdivision(formerly Shaunessy or Park Place Gardens). The site is located on the east side of Park Lane approximately 2,200-feet north of Floating Feather Road. Matt Schultz, 1025 S. Ridgeway, Eagle reviews the application. Grubb moves to continue DR-59-12—Entry Structure with Subdivision Signage for Henry's Fork Subdivision with additional comments that the text of the sign is approved by the Design Review Board based on the consideration that it is an entry structure, not a monument sign. DR-60-12—Bank Facility with Drive-up Service within Eagle Island Marketplace—Idaho Central Credit Union: Idaho Central Credit Union, represented by Alexis Townsend with LCA Architects, is requesting design review approval to construct a 3,300-square foot bank facility with drive-up service for Idaho Central Credit Union. The 0.95-acre site is located on the east side of North Linder Road approximately 550-feet north of Chinden Boulevard within Eagle Island Marketplace at 6620 North Linder Road. Grubb moves to continue DR-60-12—Bank Facility with Drive-up Service within Eagle Island Marketplace with the following modifications: Site specific condition #2: At the end of site specific condition #2, please add which can be lowered to compliment the building and modifications to the wattage of the light poles. After site specific condition #10, add a comment,that we would request the applicant provide revised elevations utilizing the comments discussed this evening about the architectural design to be brought back before the Board. DR-61-12 —Building Wall and Monument Signage for Idaho Central Credit Union—Idaho Central Credit Union: Idaho Central Credit Union, represented by Greg Llewellyn with Golden West Signs, is requesting design review sign approval to construct two building wall signs and a monument sign for Idaho Central Credit Union. The 0.95-acre site is located on the east side of North Linder Road approximately 550-feet north of Chinden Boulevard within Eagle Island Marketplace at 6620 North Linder Road. DR-62-12—Mace River Ranch Subdivision—Mace River Ranch LLC: Mace River Ranch LLC, is requesting design review approval to install the common area landscaping within Mace River Ranch Subdivision. This application also includes the approval of a 1,776-square foot club house. The 192.76-acre site is generally located on the north side of West Mace Road, north of Two Rivers Subdivision, at 800 West Mace Road. Grubb moves to approve DR-62-12—Mace River Ranch Subdivision with the site specific and standard conditions as written,with the following modifications: Site specific condition #2: Strike on first sentence 35 ft. and insert 20 ft. wide landscape buffer. Site specific condition #8: Staff will approve the nature trail aspect of the development. Civic Eagle, Idaho 83616 Re: Mace River Ranch Subdivision - Rezone/PUD/Preliminary Plat and Design Review Considerations Dear Ms. Cerda and Mr. Williams: On behalf of Mace River Ranch LLC, we are providing the following additional analysis of the elements related to the Planned Unit Development application for Mace River Ranch Subdivision. We appreciate your assistance and work on this matter. We will bring complete copies of this document to the Design Review Meeting tonight. Electronic versions of the exhibits are transmitted herewith and hard copies will be provided tonight as well. We wanted to follow up with both of you regarding certain a few items that we feel need greater clarification subsequent to the Action of the Eagle Planning and Zoning Commission's action on our applications that on Monday, January 7, 2012 that impact Mace River Ranch's design review application. Following the Commission's action, as we take into consideration direction from the Commission as well as the public, there are certain design elements of the Mace River Ranch plan that we want to clarify and address in more detail. 1. Because of public confusion over the nature of this park (it was intended to be retained in its natural condition), as well as concerns expressed by the Commission regarding the timing for closing the intersection, the desirability of the park, Mike Williams and Barb Cerda January 10, 2013 Page 2 and public safety, at this time we believe that it is best to remove this component from the initial phase of development. This park site was always intended to be retained in its natural condition and it will in fact be so retained, so we can revisit this issue at a later date in a subsequent phase application. Mace River Ranch will be submitting a revised landscaped plan that shows the removal of the park and parking area at the location of the existing Mace Road/Eagle Road intersection. This will be consistent with the depiction in Exhibit A. Mace River Ranch will construct the greenbelt pathway at this point and make the connection to the existing greenbelt at Eagle Road as part of its initial phase of development. 2. Additionally, Mace Road will be obliterated and access eliminated as part of Phase 1. That is in fact depicted on the preliminary plat, but to avoid any confusion and to address the concerns raised by members of the Commission, it will not be utilized for construction access and will be eliminated as soon as reasonably appropriate in undertaking site work for Mace River Ranch. 3. There was also some confusion as to the timing of the development of the proposed pathway, parkway, greenbelt and habitat area on Lot 1, Block 1. The ultimate design of this area is as depicted on Exhibit B. However, based upon discussion before the Commission, it is clear that we will need to provide a phasing plan for the ultimate completion of this area. Prior to the hearing before the City Council, we will provide a revised phasing plan and this Lot will actually be platted as multiple common Tots tied to those phases. 4. In its conditions of approval, the Commission recommended that Mace River Ranch be permitted to utilize 2 inch caliper trees as opposed to the 3 inch caliper trees required under the Eagle City Code. We are in agreement with this proposed recommendation and would ask the Design Review Board to agree with this recommended modification. We propose the following condition: Applicant shall provide revised landscape plans showing the use of 2 inch caliper shade trees. 5. Additionally, Mace River Ranch has proposed a twenty foot wide landscape buffer adjacent to the north side of Mace Road. Mace River Ranch recognizes that current Eagle City Code requires a thirty five foot wide landscape buffer. Mace River Ranch has proposed this due to the fact that (a) the existing landscape Mike Williams and Barb Cerda January 10, 2013 Page 3 buffer to the south constructed by Two Rivers is in fact twenty feet wide and (b) due to the fact that ACHD's right of way requirements for a collector provide for a significant additional area for detached sidewalks and planting strip behind the edge of the curb or edge of the pavement. The proposed section is set forth in Exhibit C. Mace River Ranch proposes that the Design Review Board adopt one of the following alternative conditions in lieu of the first sentence of Site Specific Condition 2: Applicant shall provide a revised landscape plan showing a twenty foot (20') foot wide landscaped buffer adjacent to the edge of the ACHD right of way along the length of Mace Road. or Applicant shall provide a revised landscape plan showing a thirty five (35') foot wide landscaped buffer adjacent to the edge of pavement along the length of Mace Road, and shall grant ACHD such easement as may be necessary over that buffer lot for sidewalks, drainage areas, or other facilities located that would typically be located within ACHD's right of way.
