MINUTES
The Design Review Board met in regular session June 14, 2012, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, SAYER,
HULL, COMSTOCK, BRASHER. ABSENT: GRUBB, PASCUA. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

5. NEW BUSINESS:
A. DR-33-12 —Bank Facility with Drive-up Service—Idaho Central Credit Union:
Idaho Central Credit Union, represented by Alexis Townsend with LCA Architects, is
requesting design review approval to construct a 3,400-square foot bank facility with
drive-up service for Idaho Central Credit Union. The 0.69-acre site is located on the
northwest corner of East State Street and North Palmetto Avenue at 768 East State
Street within Aquila Village Subdivision.
Alexis Townsend with LCA Architects, 1221 Shoreline Lane, Boise, reviews the
application. Jeff Johnson, 408 E. Parkcenter Blvd., electrical engineer reviews lighting for
this facility. Dusty Wolstonhill, Chubbuck corporate office manager addresses the Board.
City planner Cerda reviews the application. Board discussion. Further discussion with
the applicant.
McCullough moves to approve DR-33-12—Bank Facility with Drive-up Service—
Idaho Central Credit Union with the site specific and standard conditions of
approval with the following modifications to the site specific conditions:

Site specific condition #2: Scratch additional street trees in that first sentence and
replace with two trees proposed on the current landscape plan and that will
continue on to be planted between the two existing trees, etc.
Site specific condition#11: The Design Review Board unanimously accepts the
smaller lot coverage as proposed on the plan date stamped 5/10/12.
Site specific condition #12: A new landscape plan will be provided showing the
additional height and thickness of screening to intend to screen the vehicle lights
from surrounding properties as the cars are circling around to the drive thru. This
landscape plan will be reviewed approved by staff and one member of the Design
Review Board.
Site specific condition #13: A new landscape plan will be provided showing a note
that the Linden trees planted in the vision triangle will have no branches below
seven feet above the ground. This plan will be approved by staff and one member of
the Design Review Board.
Site specific condition #14: The Design Review Board unanimously accepts and
offers this direction to city council,that the presentation of the use of LED lights be
accepted on this project and considered as an accepted standard for some future
projects.
Site specific condition #15: The applicant has indicated that the LED lights will
have a CCT of no more than 3000 degrees Kelvin. A final cut sheet will be provided
to staff indicating this specification.
Site specific condition #16: The Design Review Board unanimously would like to
direct staff to come up with language to revise the code to reflect the acceptance of
LED lighting. Seconded by Hull. ALL AYE...MOTION CARRIES.
B. DR-34-12—Monument Sign and Drive Thru Signage for Idaho Central Credit
Union—Idaho Central Credit Union: Idaho Central Credit Union, represented by
Alexis Townsend with LCA Architects P. A., is requesting design review approval for
a monument sign and drive thru signage for Idaho Central Credit Union. The 0.69-
acre site is located on the northwest corner of East State Street and North Palmetto
Avenue at 768 East State Street within Aquila Village Subdivision.
Alexis Townsend, LCA Architects address the Board. The applicant states that they have
reviewed the staff report and have no issues. City Planner Cerda reviews the application.
Board discussion. Further discussion with the applicant.
McCullough moves to approve DR-34-12—Monument Sign and Drive Thru Signage
for Idaho Central Credit Union—Idaho Central Credit Union with the site specific
and standard conditions of approval with the following modifications to the site
specific conditions:
Site specific condition #3: The Design Review Board unanimously accepts the
overall size of the sign and the exception to the height limitation. The Design
Review Board came to this conclusion due to the fact that this is the only sign
exposure that the applicant is requesting.

Site specific condition #4: New elevations will be drawn and presented showing the
side columns to be thickened to wrap the face. These columns will be in stucco in
color to match the building.
Site specific condition #5: The applicant is encouraged to review the location in
relation to the right of way.
Site specific condition #6: The applicant is encouraged to reorient the sign to be
perpendicular to the right of way for better visibility.
Site specific condition #7: A new landscape plan will be provided showing
additional landscaping around the base of the sign to help anchor the sign into the
landscape. This plan will be approved by staff and one member of the Design
Review Board.
Site specific condition #4: Modify to add elevation to be approved by staff and one
member of the Design Review Board.

6. REPORTS:
A. Design Review Board: None.
B. Staff: Smoky Mountain mural discussion. City Planner Cerda reviews the mural
that was chosen by the Arts Commission and asks for comments.
The Design Review Board unanimously accepts the mural as presented this evening.

We are writing this letter on behalf of Idaho Central Credit Union regarding their Design Review
application for a proposed Bank Facility to be located on their property at the corner of State
Street and N. Palmetto Avenue in the City of Eagle, State of Idaho. The purpose of this letter is
to request a variance to the requirements for Site Lighting as found in the currently adopted
edition of the Eagle City Code, specifically referencing Section 8-4-4-2: Additional Design and
Maintenance Regulations and Requirements.
This letter has been prepared by Eidam and Associates Consulting Engineers, which has been
retained by the Architect of Record for this project, LCA Architects, to provide electrical
engineering consulting services. Our office will be the Electrical Engineer of Record for this
project.
VARIANCE REQUEST
Utilize LED (Light Emitting Diode) Source luminaires for the parking lot areas of the proposed
development and on the exterior of the proposed building in lieu of sources approved in Section
8-4-4-2, Subsection A.6 and A.7.
SUPPORTING INFORMATION/DESIGN DATA
Attached to this request, we have included our preliminary design analysis information based on
the proposed utilization of LED as the source for site lighting in the parking areas and on the
building exterior of the proposed development. Design analysis information includes a
photometric analysis of the site, construction details for the specified products, and the
manufacturer's literature for said products.
In general summary, the lighting design as proposed is intended to comply with all of the
requirements of Subsection A of the code with the exception of the approved source
requirements. The attached design data indicates the design is in compliance with the following
adopted requirements:
• The parking areas are illuminated (Subsection A.1).
• Site illumination is arranged to reflect the light away from the adjoining property(s)
(Subsection A.2).

• Proposed products being specified are dark -sky compliant (full cut-off) luminaires that
direct all emitted light in a downward fashion and can be shielded (Subsection A.3).
• Pole mounted luminaires are specified to be a maximum height of 16'-0" above grade
(including base construction) and are located greater than 50'-0" away from property
lines for residentially zoned parcels of land or land used for residential purposes
(Subsection A.5.a and A.5.d).
JUSTIFICATION FOR VARIANCE REQUEST
Idaho Central Credit Union (ICCU) has standardized on LED technology for their site and
building lighting since 2010. The benefits of using LED technology for their site lighting
applications can be summarized as follows:
• Energy Efficiency Considerations. Environmental stewardship is another justification
for the use of LED technology for the applications stated in the variance request. We
have compared the proposed LED lighting solution to a baseline design utilizing 150W
HPS in compliance with the requirements of Subsection A.6 and have determined that
the proposed design with LED would translate to a 42% reduction in energy usage
compared to the HPS solution with no reduction in the illumination calculations for the
site. This is a significant potential for energy savings that naturally benefits ICCU in
terms of operational costs, but also is a considerable benefit to the community in general
as a sustainable stewardship solution related to environmental concems.
• Controllability Considerations. Unlike high intensity discharge sources like HPS or
metal halide, LED is an instant on/off source; there is no restrike time associated with
LED. For site lighting considerations, this is an important aspect in terms of
controllability and provides considerably more options to ICCU to control their lighting
system in an efficient, productive manner. Having a lighting source that can be instantly
tumed on allows flexibility in their control schemes and can ultimately be utilized as an
additional energy -efficiency tool for the lighting system.
• Maintenance Considerations. Based on life -cycle -cost analysis comparing LED
technology to other commonly used lighting sources for exterior lighting, LED technology
is a considerable savings over the life of the product. The rated life of LED technology
can be up to twice that of other conventional sources (HPS, Metal Halide, etc.) and over
the life of the LED technology, maintenance costs can be significantly reduced creating a
benefit to ICCU.
• Color Rendering Considerations. Color Rendering Index (CRI) is a basic measure of
how true/accurate colors are rendered under different light sources. LED technology
typically has a CRI of around 0.80 (on a scale of 0.0 — 1.0). Comparatively, high
pressure sodium generally has an index of 0.22, and metal halide an index of 0.65. In
general terms, the higher the CRI, the more true or accurate colors are rendered to their
actual colors as seen under incandescent light. As can be seen from the general
numbers stated, LED is a considerably superior source for color rendering, especially
compared to HPS. This improved color rendering index benefits ICCU specifically as it
relates to their security plans. As a financial institution, security concems are always a
very high priority and ICCU employs state of the art equipment to maintain proper
security at their facilities including license plate recognition cameras, high. resolution site
cameras, etc. for the protection of their members. Being able to determine if the vehicle
in question on a security tape is red or orange is an important operational concem for

ICCU and is a primary reason for utilizing a high CRI source such as LED. It is
important to note that CRI is not the same thing as color temperature (CCT). LED is a
source that can be provided in a variety of color temperatures, but each color
temperature option has generally the same CRi value within the LED line of products.
• Color Temperature Considerations. As stated above, LED technology allows for a
variety of color temperature options. The color of a light source is rated on a Corrected
Color Temperature (CCT) scale and is determined in units of Kelvin degrees. in general,
the whiter the source, the higher the color temperature. in accordance with Subsection
A.6, HPS is the desired source within the City of Eagle. HPS has a CCT of 2100. Metal
Halide, also an approved source within the City (with specific restrictions as outlined in
Subsection A.7), generally has a CCT of 3600. The LED Lighting proposed by ICCU
falls generally between these two approved ranges. LED technology is not limited to a
specific color temperature like HID sources because the diodes can be filtered with
phosphors integrated into the optics of the diode to create a variety of different color
temperatures. LED lighting has the ability to generally match the color temperature of
the standard HPS lamp, creating a warmer toned light source that is harmonious and
appropriate in appearance with other lighting solutions on adjacent properties.
• Color Temperature Permanence. Another benefit of LED technology is that there is
not a color shift in the light over the life of the source. Color shift is a limitation of metal
halide sources specifically where the light source will shift to blue or pink as the lamp
ages. The use of LED's allows for a color temperature more in tune with the approved
source and does not run the risk of shifting over the life of the source.
• Other Considerations. It is important to note that the proposed lighting design is using
the City approved street lighting luminaires with HPS source for the decorative street
lights along the property lines of the development in order to promote the harmony and
appropriate appearance with adjacent properties and to meld into the Cityscape in a
consistent fashion.
• Precedence. There is a precedent for the acceptance of LED Lighting in the City of
Eagle. According to information found on its website, the City of Eagle installed
approximately 125 LED luminaires in the last two years, with at CCT specified as
between 4000K and 5000K as part of its participation in the Energy Efficiency and
Conservation Block Grant. The lighting proposed by ICCU may be 3000K, which is
much closer to the approved ranges.
Idaho Central Credit Union is excited to be looking at an opportunity to build in the City of Eagle.
Over 2,500 ICCU members live within the immediate service area (3 mile radius) for this branch.
Idaho Central Credit Union's nearest branch is almost 5 miles away. Building a small, efficient
and attractive branch to serve those members is a high priority for iCCU.
ICCU admires City of Eagle's stated values and objectives of building a well planned, forward
thinking, economically strong, environmentally aware community that protects the property
rights of its citizens while striving to maintain ties to its rural roots.
Idaho Central Credit Union was organized on June 28, 1940, in Boise, Idaho. Today, ICCU
members have 18 full-service locations throughout the Treasure Valley, Magic Valley, and

After considerable research, as well as a couple years of real world testing, Idaho Central Credit
Union has determined that LED lighting is both a superior product and aligned with the best
interests of their membership. ICCU also believes LED lighting, with reasonable adaptations in
CCT, is aligned with the mission, objectives and values of the City of Eagle.
Based on this information, we request approval of this variance request. If you have any
