MINUTES
The Design Review Board met in regular session April 12, 2012, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, SAYER,
HULL, COMSTOCK, BRASHER. ABSENT: GRUBB, PASCUA. A quorum is
present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of March 22, 2012.
B. Findings of Fact and Conclusions of Law for DR-02-12—Exterior Remodel to
McDonalds Restaurant with Drive Thru—Baumgart Construction,Inc.
McDonalds USA, LLC, represented by Randy Gayler with Baumgart Construction,
Inc., is requesting design review approval to remodel the exterior building elevations
of the McDonalds restaurant with drive thru. The 0.95-acre site is located on the
northeast corner of South Eagle Road and East Plaza Drive at 178 South Eagle Road.
C. Findings of Fact and Conclusions of Law for DR-08-12—Restaurant with Drive
Thru for McDonald's—McDonald's USA, LLC: McDonald's USA, LLC,
represented by Stillman Norton with Keller Associates, Inc., is requesting design
review approval to construct a 3,590-square foot restaurant with drive thru. The 1.02-
acre site is located within the Eagle Island Marketplace at the northeast corner of
Chinden Boulevard and Linder Road.
D. Findings of Fact and Conclusions of Law for DR-12-12—Commercial Building
with Residential Apartment—Fusions Glass Studio: Linda Crouch, represented by
Walter Lindgren with Johnson Architects, is requesting design review approval to
construct a 5,528-square foot two story commercial/apartment building (1st floor—
3,061-square feet for an art studio and gallery and 2" floor—2,467-square feet for an
apartment). The 0.16-acre site is located on the southwest corner of North 2" Street
and East Idaho Street at 135 North 2" Street.

E. Findings of Fact and Conclusions of Law for DR-13-12—Two Building Wall
Signs For Fusions Glass Studio—Fusions Glass Studio: Linda Crouch,
represented by Walter Lindgren with Johnson Architects, is requesting design review
approval to construct two halo illuminated building wall signs for Fusions Glass
Studio. The 0.16-acre site is located on the southwest corner of North 2"d Street and
East Idaho Street at 135 North 2"a Street.
Brasher moves to approve the consent agenda as written. Seconded by Comstock.
ALL AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR-03-12—Building Wall, Menu Board, and Monument Signage for McDonalds
—Idaho Electric Signs: McDonalds USA, LLC, represented by Neil Caldwell with
Idaho Electric Signs, is requesting design review sign approval to construct building
wall, menu board, and monument signs for McDonalds. The 0.95-acre site is located
on the northeast corner of South Eagle Road and East Plaza Drive at 178 South Eagle
Road. This item was continued from the March 22, 2012 meeting.
Clint Cameron, 12131 113th Ave,NE, Kirkland, Washington, McDonalds Corporation,
addresses the Board. City Planner Cerda reviews the application. Member Hull is
recusing himself from this project. Board discussion.
McCullough moves to approve DR-03-12—Building Wall, Menu Board, and
Monument Signage for McDonalds—Idaho Electric Signs with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions:
Site specific condition #1: Strike and replace with the elevation height of the
monument sign provided, date stamped 4/2/12 is unanimously accepted by the
Design Review Board. The exception to the height over the center line of Eagle
Road is due to the sign location. The sign is placed on a 2 ft. high berm and the
Design Review Board would rather allow the exception to the relation of center line
than lose the berm or place the sign in a hole.
Site specific condition #3: Strike and replace with provide revised elevation plans of
the welcome point gateway and drive thru twin pole canopy showing the color to be
specified as Alexandria Beige BM-HC77. This elevation will be approved by staff
and one member of the Design Review Board.
Site specific condition #6: A new elevation will be provided of the monument sign
showing that the crown matches the profile of the crown on the building and also
matches the color of the crown on the building. This elevation will show the body of
the monument sign color to also match the body of the building color. This
elevation will show the elimination of the two horizontal bands either side of the
McDonalds logo. This elevation will be approved by staff and one member of the
Design Review Board.
Site specific condition #7: The Design Review Board accepts the building wall
signage, presented, date stamped 4/2/12. Seconded by Brasher. ALL

B. DR-08-12—Revised Building Elevations for the Restaurant with Drive Thru for
McDonald's—McDonald's USA,LLC: McDonald's USA, LLC, represented by
Stillman Norton with Keller Associates, Inc., is requesting design review approval of
the building elevations for the restaurant facility with drive thru for McDonald's. The
1.02-acre site is located within the Eagle Island Marketplace at the northeast corner of
Chinden Boulevard and Linder Road.

McCullough moves to approve DR-08-12—Revised Building Elevations for the
Restaurant with Drive Thru for McDonald's—McDonald's USA, LLC with the site
specific and standard conditions of approval with the following modifications to the
site specific conditions:
Site specific condition #15: Strike completely and replace with the Design Review
Board unanimously accepts the barrel vault building elevations, date stamped
4/9/12. This elevation satisfies the three requirements previously requested, the
pillar design, the grid design (grids in the windows) and the exception to the roof
cap element.
Site specific condition #16: The new elevation will be provided for the western side
of the building showing the down spout to be painted the same color as the body of
the building. This elevation will be approved by staff. Seconded by Comstock.

C. DR-09-12—Building Wall, Menu Board, Drive Thru, and Monument Signage for
McDonald's—McDonald's USA,LLC: McDonald's USA, LLC, represented by
Neil Caldwell with Idaho Electric Signs, is requesting design review sign approval to
construct building wall, menu board, drive thru, and monument signs for
McDonald's. The 1.02-acer site is located within the Eagle Island Marketplace at the
northeast corner of Chinden Boulevard and Linder Road. This item was continued
from the March 22, 2012 meeting.

McCullough moves to approve DR-09-12—Building Wall, Menu Board, Drive Thru,
and Monument Signage for McDonald's—McDonald's USA, LLC with the site
specific and standard conditions of approval with the following modifications to the
site specific conditions:
Site specific condition #1: Strike and replace with the elevations of the barrel vault
design, date stamped 4/9/12 is accepted unanimously by the Design Review Board
for the building wall signage and the positioning of the window position signs.
Site specific condition #2: Strike and replace with provide revised elevation plans
showing the directional signs to be located on a solid base that matches the ledge
stone style and ledge stone color that are on the building and show that the
directional signs are not internally illuminated. These elevations will be approved by

staff and one member of the Design Review Board.
Site specific condition #4: Strike and replace with provide revised elevation plans of
the welcome point gateway and drive thru twin point canopy showing the color of
the vertical structure to be Alexandria Beige BM-HC77. These elevations will be
approved by staff and one member of the Design Review Board. Seconded by
Brasher. McCullough amends his motion to strike site specific condition #3. Second
concurs. ALL AYE...MOTION CARRIES.
5. NEW BUSINESS:
A. DR-21-12 — Building Addition to the Wild West Restaurant — Naomi Preston:
Naomi Preston is requesting design review approval to construct a 154-square foot
building addition to the Wild West restaurant for an outdoor cooking area. The 0.12-
acre site is located on the south side of East State Street approximately 150-feet east
of Eagle Road at 83 East State Street.
McCullough moves to remand this item back to staff. Seconded by Sayer. ALL
AYE...MOTION CARRIONS.
