Minutes - 2012 - Design Review - 03/22/2012 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session March 22, 2012, Chairman McCullough presiding. 1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB, SAYER, BRASHER. ABSENT: PASCUA, HULL, COMSTOCK. A quorum is present. 3. CONSENT AGENDA ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. DR-02-12—Exterior Remodel to McDonalds Restaurant with Drive Thru— Baumgart Construction,Inc.: McDonalds USA, LLC, represented by Randy Gayler with Baumgart Construction, Inc., is requesting design review approval to remodel the exterior building elevations of the McDonalds restaurant with drive thru. The 0.95-acre site is located on the northeast corner of South Eagle Road and East Plaza Drive at 178 South Eagle Road. This item was continued from the March 8, 2012 meeting. Steve Trout, Trout Architects, 110 N. 27th, Boise addresses the Board and reviews changes that have been made. Board discussion. City Planner Cerda has nothing to add. McCullough moves to approve DR-02-12—Exterior Remodel to McDonalds Restaurant with Drive Thru—Baumgart Construction, Inc. with the site specific and standard conditions of approval with the following modifications: Strike site specific condition #2 completely. Site specific condition #12: The Design Review Board unanimously accepts the elevations presented, date stamped 3/16/12, as the accepted elevations for construction of this project. A sample of that new field stone will be presented and approved by staff and two members of the Design Review Board. Seconded by Grubb. ALL AYE...MOTION CARRIES. B. DR-03-12—Building Wall, Menu Board, and Monument Signage for McDonalds —Idaho Electric Signs: McDonalds USA, LLC, represented by Neil Caldwell with Idaho Electric Signs, is requesting design review sign approval to construct building wall, menu board, and monument signs for McDonalds. The 0.95-acre site is located on the northeast corner of South Eagle Road and East Plaza Drive at 178 South Eagle Road. This item was continued from the March 8, 2012 meeting. Clint Cameron, representative from McDonalds Corporate addresses the Board. Idaho Electric signs representative is not present. City Planner Cerda reviews the application with the Board. Grubb moves to continue DR-03-12—Building Wall, Menu Board, and Monument Signage for McDonalds—Idaho Electric Signs with the following recommendation that the applicant revise the elevations to currently represent the new design. DR-08-12—Restaurant with Drive Thru for McDonald's—McDonald's USA, LLC: McDonald's USA, LLC, represented by Stillman Norton with Keller Associates, Inc., is requesting design review approval to construct a 3,590-square foot restaurant with drive thru. The 1.02-acer site is located within the Eagle Island Marketplace at the northeast corner of Chinden Boulevard and Linder Road. This item was continued from the March 8, 2012 meeting. Nathan Clayber with Keller and Associates reviews the application and changes made. City Planner Cerda reviews the application. Board discussion. McCullough moves to approve DR-08-12—Restaurant with Drive Thru for McDonald's—McDonald's USA, LLC with the site specific and standard conditions of approval with the following modifications: Strike site specific condition #2,#3, #4 and #5. Add site specific condition #14: A new landscape plan will be provided indicating the emerald green arborvitae to be 4 feet tall at time of planting. That should be indicated within the plant schedule. That landscape plan will be approved by staff and one member of the Design Review Board. Site specific condition #15: New elevations will be provided showing the alternate darker color or different building materials on the pilasters on all elevations. These same new drawings will provide grids within the windows. These same elevations will show the large french fry above the McDonalds text on the south elevation to be removed. DR-09-12 —Building Wall, Menu Board,Drive Thru, and Monument Signage for McDonald's—McDonald's USA, LLC: McDonald's USA, LLC, represented by Neil Caldwell with Idaho Electric Signs, is requesting design review sign approval to construct building wall, menu board, drive thru, and monument signs for McDonald's. Grubb moves to continue DR-09-12—Building Wall, Menu Board, Drive Thru, and Monument Signage for McDonald's—McDonald's USA, LLC to the next regularly scheduled meeting with the following direction to the applicant to provide a revised packet with the updated current status of the building and options for the drive thru menu board sign colors. Seconded by Brasher. ALL AYE...MOTION CARRIES. 5. NEW BUSINESS: A. DR-12-12—Commercial Building with Residential Apartment—Fusions Glass Studio: Linda Crouch, represented by Walter Lindgren with Johnson Architects, is requesting design review approval to construct a 5,528-square foot two story commercial/apartment building (1st floor—3,061-square feet for an art studio and gallery and 2' floor—2,467-square feet for an apartment). The 0.16-acre site is located on the southwest corner of North 2' Street and East Idaho Street at 135 North 2nd Street. Walter Lindgren, 1115 E Pastoral Ct., Eagle reviews the application. City Planner Cerda reviews the application. Board discussion. McCullough moves to approve DR-12-12—Commercial Building with Residential Apartment—Fusions Glass Studio with the site specific and standard conditions of approval with the following modifications: Strike site specific #1: Replace with the Design Review Board unanimously accepts the elevations date stamped 2/16/12 as an acceptable amount of glass on the building. Site specific condition #10: The site plan presented, date stamped 2/16/12 is unanimously accepted by the Design Review Board for the exceptions to the project not meeting the zero set backs and the parking location. Site specific condition #11: A new site plan will be provided showing a new method of screening for the northern most parking lot, preferably a 3 foot solid wall to match the building and potentially a combination of a 3 foot screen wall and a physical green screen similar to what was done at the Customedica site. This landscape plan will be approved by staff and two members of the Design Review Board. Site specific condition #12: A new elevation will be provided of the southern most view showing the cornice wrapping the western corner. The elevation will be approved by staff and one member of the Design Review Board. DR-13-12—Two Building Wall Signs For Fusions Glass Studio—Fusions Glass Studio: Linda Crouch, represented by Walter Lindgren with Johnson Architects, is requesting design review approval to construct two halo illuminated building wall signs for Fusions Glass Studio. The 0.16-acre site is located on the southwest corner of North 2nd Street and East Idaho Street at 135 North 2nd Street. Walter Lindren, 1115 E. Pastoral Ct., Eagle Idaho reviews the application.
