MINUTES
The Design Review Board met in regular session March 8, 2012, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB,
PASCUA, SAYER, COMSTOCK, BRASHER. Absent: HULL. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of February 23, 2012.
B. Findings of Fact and Conclusions of Law for DR-05-12—Childcare Facility for
Active Minds Child Care and Preschool—Active Minds Child Care and
Preschool: Active Mind Child Care and Preschool, represented by Robert Powell
with Dave Evans Construction, is requesting design review approval to construct a
3,661-square foot childcare facility. The 0.62-acre site is located south of West
Bavaria Street approximately 750-feet west of Meridian Road at 3405 West Bavaria
Street within Castlebury West Business Park.
C. Findings of Fact and Conclusions of Law for DR-06-12—Two Building Wall
Signs and a Tenant Panel for the Monument Sign for Active Minds Child Care
and Preschool—Active Minds Child Care and Preschool: Active Mind Child Care
and Preschool, represented by Robert Powell with Dave Evans Construction, is
requesting design review sign approval to construct two (2)non-illuminated building
wall signs and a panel on the monument sign for Active Minds Child Care and
Preschool. The site is located south of West Bavaria Street approximately 750-feet
west of Meridian Road at 3405 West Bavaria Street within Castlebury West Business
Park.
D. Findings of Fact and Conclusions of Law for DR-81-07MOD—Modification to
the Master Sign Plan for Eagle Island Crossing—The Gardner Company: The
Gardner Company, represented by Eric Williams with YESCO, is requesting design
review approval to modify the Master Sign Plan for Eagle Island Crossing. Eagle
Island Crossing is located on the north side of East State Street approximately 1260-
feet east of Park Lane.

Grubb moves to approve the consent agenda as written, items A, B, C, and D.

4. UNFINISHED BUSINESS:
A. DR-02-12—Exterior Remodel to McDonalds Restaurant with Drive Thru—
Baumgart Construction,Inc.: McDonalds USA, LLC, represented by Randy Gayler
with Baumgart Construction, Inc., is requesting design review approval to remodel the
exterior building elevations of the McDonalds restaurant with drive thru. The 0.95-acre
site is located on the northeast corner of South Eagle Road and East Plaza Drive at 178
South Eagle Road. This item was continued from the February 23, 2012 meeting.
McCullough introduces the item.
Randy Gayler representing McDonalds USA is requesting this item be continued to the
next regular meeting.

Idaho Electric Signs, is requesting design review sign approval to construct building
wall, menu board, and monument signs for McDonalds. The 0.95-acre site is located
on the northeast corner of South Eagle Road and East Plaza Drive at 178 South Eagle
Road. This item was continued from the February 23, 2012 meeting.
Grubb moves to continue DR-03-12—Building Wall, Menu Board, and Monument
Signage for McDonalds—Idaho Electric Signs to the next regularly scheduled
meeting. Seconded by Pascua. ALL AYE...MOTION CARRIES.
5. NEW BUSINESS:
A. DR-08-12 —Restaurant with Drive Thru for McDonald's—McDonald's USA,
LLC: McDonald's USA, LLC, represented by Stillman Norton with Keller
Associates, Inc., is requesting design review approval to construct a 3,590-square foot
restaurant with drive thru. The 1.02-acer site is located within the Eagle Island
Marketplace at the northeast corner of Chinden Boulevard and Linder Road.
Chairman McCullough introduces the item.
Stillman Norton, 131 SW 5th Ave. Meridian, Idaho, representing McDonald's USA. Mr.
Norton reviews the application and the revised elevations that were submitted for
consideration. He has reviewed the standard and site specific conditions of approval and
does not have issue with any of them.
City Planner Cerda reviews the staff report and the site specific conditions of approval.

Discussion amongst the Commission. Grubb review the different zoning located within
Eagle and the different design requirements associated with them. Having said that, the
downtown McDonalds would have different design criteria than the one to be located at
the Eagle Island Marketplace. Discussion of color, awnings, the pedestrian walkway that
was previously discussed to go through the retaining wall along Chinden Blvd. Increase
the planting size of arborvitae plantings, address roof mounted mechanical units and
screening they need to be reviewed to confirm compliance with Eagle City Code.
General discussion.
Mr. Norton states he did review the walkway and verified that it would be able to be
ADA compliant.
McCullough moves to continue DR-08-12—Restaurant with Drive Thru for
McDonald's to the next regularly scheduled meeting,with the site specific and
standard conditions as well as the following direction for the applicant.
1. The Design Review Board unanimously approves the added brick wainscot on
the elevation provided tonight.
2. The Design Review Board is encouraging the applicant to follow or more closely
follow the 2nd revised elevations for the downtown McDonalds for this location as
well. That elevation is date stamped 2/17/12, more closely following the architecture
and most importantly the color of those elevations.
3. What is indicated as the front elevation on the elevations presented tonight,
eliminate the giant curved french-fry from the top.
4. Work with staff to determine that the roof mounted mechanical units are
completely screened from view.
5. A new landscape plan will be provided showing cheek walls and gradients of the
sidewalk penetration through the retaining wall on the south boundary as well as
indicating that the initial planted size of the emerald green arboreta on the west
boundary (drive through side)will be a minimum of 4-5 feet tall at planting.
Seconded by Grubb. Discussion.
Grubb does like on this rendering the additional adding of the vertical columns
throughout and the cornice reveal. Pascua would like to mention also the aluminum
going to a wood toned color or even a bronze. Also would like to touch on grids in the
windows and bronze windows rather than the aluminum as well.
McCullough amends the motion to include a little bit more direction.
6. The Design Review Board supports the cornice reveal on the new elevations
presented tonight as well as the vertical columns and encourages the applicant to
redesign with the use of aluminum band/awnings to be more of a wood tone or
bronze as well as the grids on the windows on the elevations of the Feb. 17th
presentation. Second concurs. ALL AYE...MOTION CARRIES.

McDonald's—McDonald's USA, LLC: McDonald's USA, LLC, represented by
