Minutes - 2011 - Design Review - 06/23/2011 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session, June 23, 2011, Chairman McCullough presiding. 1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, KOCI, SAYER. ABSENT: GRUBB, BUTLER, PASCUA, HULL. A quorum is present. 3. CONSENT AGENDA • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. DR-22-11 —Multi-tenant Professional/Medical Office Building—Dr. Craig Ellison: Dr. Craig Ellison, represented by Doug Lasher with Doug Lasher Construction, is requesting design review approval to construct a multi-tenant professional/medical office building. The 0.74-acre site is located on the north side of West Chinden Boulevard within Castlebury West Business Park, approximately 250- feet west of North Meridian Road at 3225 West Bavaria Street. Bryan Murdock, PO Box 583, Meridian, with Doug Lasher Construction, reviews the application. Discussion with the applicant. City Planner Cerda reviews the application. Board discussion. McCullough moves to approve DR-22-11 —Multi-tenant Professional/Medical Office Building—Dr. Craig Ellison with the site specific and standard conditions of approval with the following modifications to the site specific conditions: K:ADESI REV\MINUTES\Temporary Minutes Work Area\DR-06-23-11 min.doc Site specific condition #2: Modify, right after the first landscape plan, so it would read provide a revised landscape plan showing separated sidewalks on the northwest and southeast sides of the building and continue on with showing greater plan variety,with regard and then interject regard to shapes of the planter beds and plant material and continue on with height, color, texture, etc. Site specific condition #10: The building will remain designed with shakes in the gables as presented this evening. Site specific condition #11: New elevations will be provided showing a wainscot of a third color on all four sides. Site specific condition #12: A new site plan will be provided showing a sidewalk connecting the three existing stalls near the trash enclosure to the proposed sidewalks around the building. Site specific condition #13: A new elevation will be provided for the southwest prospective showing additional mass and depth to the two pillars holding up the southwest gables. Seconded by Koci. Findings of Fact and Conclusions of Law for DR-22-11 —Multi-tenant Professional/Medical Office Building—Dr. Craig Ellison: Dr. Craig Ellison, represented by Doug Lasher with Doug Lasher Construction, is requesting design review approval to construct a multi-tenant professional/medical office building. McCullough moves to approve the Findings of Fact and Conclusions of Law for DR-22-11 —Multi-tenant Professional/Medical Office Building with the modifications to the site specific conditions provided in the application before. DR-32-10 MOD — Convert a Dance Studio to a Multi-tenant Retail-Pharmacy, Retail or Medical Office, and Storage Building Modification—Shah Afshar: Shah Afshar, represented by Walter Lindgren with Johnson Architects, is requesting design review approval to modify the above referenced application as it relates to the parking requirements within Eagle City Code. The 0.30-acre site is located on the south side of West State Street approximately 60-feet west of Olde Park Place at 149 West State Street. Applicant is not present. Discussion with City Planner Cerda. The applicant arrives at 6:36 pm. Site specific condition #19: The Design Review Board unanimously supports the approval of ZOA-02-11. Seconded by Koci. ALL AYE...MOTION CARRIES. 6. REPORTS: A.
