MINUTES
The Design Review Board met in regular session April 14, 2011, Vice-Chairman Grubb
presiding.
1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:05 p.m.
2. ROLL CALL: The following members were present: GRUBB, BUTLER, KOCI,
PASCUA, SAYER. ABSENT: MC CULLOUGH, WHITTAKER. A quorum is
present.
3. CONSENT AGENDA
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of March 24th, 2011.
Butler moves to approve the consent agenda as written. Seconded by Koci. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR-75-02 MOD—Modification to the Master Sign Plan for Eagle Professional
Park, Including a Building Wall Sign and A-Frame Sign for Switcharooz—
Switcharooz Children's Resale: Switcharooz Children's Resale, represented by
Gene Lopez, is requesting design review approval to modify the master sign plan for
the Eagle Professional Park. The applicant is also requesting approval of a building
wall sign and a-frame sign for Switcharooz Children's Resale. The site is located on
the west side of North Stierman Way approximately 180-feet north of East State
Street at 125 and 151 North Stierman Way.
The applicant is not present at this time. This item will be moved to the end of the
agenda, after item 5E.

Butler moves to approve DR-75-02 MOD—Modification to the Master Sign Plan for
Eagle Professional Park, Including a Building Wall Sign and A-Frame Sign for
Switcharooz with the site specific and standard conditions of approval with the
following additions and modifications:
Site specific condition #3: Regarding the special portable A-frame sign shall be
amended so the first sentence remains and the second and third sentence are
modified so the second sentence reads the special portable A-frame sign shall in all
other respects comply with Eagle City Code. Delete 3rd sentence.
Site specific condition #5: The Board approves the perpendicular sign extending as
it does with the measurement being from the fascia, not the face of the building and
therefore it does not exceed the 3 ft maximum.
Site specific condition #6: That the applicant consider darkening the color on the
font of the perpendicular sign to add more contrast.
Site specific condition #7: That option 1, moving the trash can,which is a heavy
commercial trash can over to the spot underneath the perpendicular sign is
acceptable due to the fact that there is already a screen wall between that spot and
the roadway and the Board does not believe another planter is necessary in that
location.
Seconded by Pascua. ALL AYE...MOTION CARRIES.
B. DR-07-11 —Office Building—Spring Creek Office, LLC: Spring Creek Office,
LLC, represented by Mike Fairchild, Architect, is requesting design review approval
to construct a 2,442-square foot office building within Winding Creek Subdivision.
The 0.22-acre site is located on the north side of East State Street approximately 350-
feet west of Hill Road at 971 East Winding Creek Drive.
Mike Fairchild, Donnelly, Idaho reviews the application. City Planner Cerda addresses
the Board. Board discussion.
Grubb moves to approve DR-07-11 —Office Building—Spring Creek Office, LLC
with the site specific and standard conditions of approval with the following
modifications:
Site specific condition #3: At the end of the first sentence add "by removing the new
planter on the west joined property line". At the end of the condition please add the
applicant is to work with adjacent property owner to accomplish possible joint ADA
parking.
Site specific condition #12: Submit color samples for building architecture including
roofing, paint, block, stone, stucco and trellis material to be approved by staff and
one member of the Design Review Board.
Seconded by Pascua. ALL AYE...MOTION CARRIES.
C. DR-08-11 —Two Building Wall Signs and a Monument Sign for Spring Creek—
Spring Creek Office, LLC: Spring Creek Office, LLC, represented by Mike
Fairchild, Architect, is requesting design review approval to construct two non
illuminated building wall signs and a monument sign. The site is located on the north

side of East State Street approximately 350-feet west of Hill Road at 971 East
Winding Creek Drive.
Mike Fairchild, Donnelly, Idaho reviews the application. Staff has nothing to add. Board
discussion.
Butler moves to approve DR-08-11 —Two Building Wall Signs and a Monument
Sign for Spring Creek DR-08-11 with the site specific and standard conditions of
approval with the following modifications:
Add site specific condition #3: The landscape plan shall be that which is date
stamped March 10, 2011. Seconded by Pascua. ALL AYE...MOTION CARRIES.
D. DR-09-11 —Humphrey Medical Office Building—Humphrey Shoulder Clinic:
Humphrey Shoulder Clinic, represented by Rob Powell with Dave Evans
Construction, is requesting design review approval to construct a 2,992-square foot
medical office building within Castlebury West Business Park. The 0.74-acre site is
located on the north side of West Chinden Boulevard approximately 465-feet west of
North Meridian Road at 3357 West Bavaria Street.

6. REPORTS:
A. Design Review Board:
Board discussion on DR-13-09 Eagle Island Marketplace change that is being requested.
The applicant originally had a masonry screen wall made out of CMU blocks and would
like to change that to a slim tech system which is a concrete wall. The Board is in favor
of this change as requested.
Discussion on sign regulation meeting with chamber.
B. Staff: Next meeting. Customedica changes to plan that need to be reviewed.

I am writing to request City of Eagle approval for a material substitution associated with the Eagle Island
Marketplace Design Review approval (file DR -13-09).
As was proposed with the Design Review application, the project will construct a screening fence along the
northern perimeter of the project. As shown on the conceptual cross-section below, the screening fence is
located at the top of a 3 -ft tall berm, with dense landscaping on both sides.

The basis of design for the design review submittal showed the screening fence to be a pre -cast, colored
concrete fence as manufactured by Verti-Crete. This application requests that Rock Wall Fence as
manufactured by Simtek of Orem, UT be an allowed substitution as an "or equal" product.

We find that the Simtek fence provides an equal aesthetic appeal, equal durability and similar if not better
noise -reduction characteristics.
For your consideration, I am enclosing manufacturer data on the advantages of the Simtek fence system,
together with a "Sound Transmission Loss Test Report" showing the product achieves a sound transmission
class (STC) rating of 26, blocking 98% of direct sound. In reviewing the product data, please consider the
following characteristics of the Simtek fence that we see as clear advantages over a pre -cast concrete fence:
1. Excellent Sound Barrier.
2. Fade resistance will help the material maintain its appealing color throughout the life of the project.
3. Environmentally responsible recycled and recyclable materials are used in its construction.
4. Graffiti Resistance allows easy removal with a pressure washer. Removal of graffiti from concrete
products is often difficult.
5. Lifetime warranty for the product shows the manufacturer's confidence.
We are confident that the Simtek Rock Wall fence will provide a durable, aesthetic and appropriate screen
at the north perimeter of the Eagle Island Marketplace development. We are well aware of the neighboring
property owner's concerns which prompted the original Verti-crete screen, and look forward to showing
how the Simtek product will provide an equally satisfactory buffer.

The attached .pdf was copied from the manufacturer's site for the Simtek Rock Wall fencing product we have proposed
for substitution at the Eagle Island Marketplace project. The color proposed is Brown Granite, as shown on page 4 of
the product literature.
The supplier is also providing me with a material sample of the Rock Wall fence, which I should receive tomorrow or
Thursday morning. I hope to be able to show the material at the Design Review meeting on Thursday evening.
In the meantime, I thought you might to see the product information available on the Simtek fence website at:

cleaning and removing graffiti, and general aesthetics.
