Minutes - 2010 - Design Review - 01/28/2010 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session January 28,2010, Chairman McCullough presiding. 1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, BARNES, BUTLER. ABSENT: GRUBB, WHITTAKER, KOCI and PASCUA. A quorum is present. 3. CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findine:s of Fact and Conclusions of Law for DR-74-03 MOD - Modification to The Master Sie:n Plan for 539 South Fitness Place. includine: a Buildine: Wall Sie:n for School of Rock - Jason Slatter: Jason Slatter, represented by Jim Stroo with Sign A Rama, is requesting design review approval to modify the master sign plan for the multi-tenant office building at 539 South Fitness Drive. In addition, this application is for the approval of a building wall sign for School of Rock. The site is located approximately 280-feet west of South Fitness Place at 539 South Fitness Place. C. Findine:s of Fact and Conclusions of Law for DR-40-09 - Common Area Landscapine: for Sulik Subdivision - Paul and Susan Sulik: Paul and Susan Sulik are requesting design review approval of the common area landscaping for Sulik Subdivision. The 10-acre site is located on the north side of Beacon Light Road approximately 2,600-feet east of Palmer Lane at 6344 Beacon Light Road. D. Findine:s of Fact and Conclusions of Law for DR-41-09 - Bank Facility for Capital Educators Credit Union with Drive-up Service and ATM Lanes- Capital Educators Credit Union: Capital Educators Credit Union, represented by Chad Slichter with Slichter Architects, is requesting design review approval to construct a 3,600-square foot bank facility with drive-up service and ATM lanes. The 0.92-acre site is located on the northeast corner of East Riverside Drive and Eagle Road at 80 East Riverside Drive within Eagle River Development. 1 E. Findine:s of Fact and Conclusions of Law for DR-42-09 - Three Buildine: Wall Sie:ns and Direction Sie:nae:e for Capital Educators Credit Union - Capital Educators Credit Union: Capital Educators Credit Union, represented by Chad Slichter with Slichter Architects, is requesting design review approval to construct three (3) building wall signs and directional signage for Capital Educators Credit Union bank facility. The 0.92-acre site is located on the northeast comer of East Riverside Drive and Eagle Road at 80 East Riverside Drive within Eagle River Development. DR-43-09 - Buildine: Expansion and Exterior Remodel to the Liquor Store - Dave Wae:ers: Dave Wagers, represented by Randy Haverfield with Architecture Northwest, is requesting design review approval to construct aI, 170-square foot building expansion to the liquor store facility for a total of 3,888-square feet. The applicant is also requesting approval to remodel the exterior elevations of the building. The 0.19-acre site is located on the northeast comer of West State Street and North Old Park Place at 174 West State Street. Randy Haverfield, 224 16th Ave. South, Nampa, reviews the application. Staff member Cerda reviews the application. Board discussion. McCullough moves to approve DR-43-09 - Building Expansion and Exterior Remodel to the Liquor Store with the site specific and standard conditions of approval with the following modifications: Site specific condition #1: Strike and replace with the Design Review Board recognizes that Old Park Place can accommodate more parking up to 6 spaces and the Design Review Board unanimously accepts the amount of parking as presented. Site specific condition #2: Strike completely. Site specific condition #5: Add a sentence to the end. The intent of this site specific condition is to have the agreement in place at such time that the neighboring property is willing to enter into said agreement. Site specific condition #16: The Design Review Board unanimously and strongly suggests that the parking space currently marked as #4 will be eliminated in order to create a larger planter for the existing tree. A new plan will be redrawn and approved by staff and one member of the Design Review Board. Site specific condition #17: All trees installed in the sidewalk will have city approved tree grates and root barrier installed for sidewalk protection. This will be noted on the redrawn plan and approved by staff and one member of the Design Review Board. Site specific condition #18: A cut sheet will be provided for all building lighting to be approved by staff and one member of the Design Review Board. 2 Site specific condition #19: City approved bollards matching the other bollards installed throughout the city will be installed at the corner of Old Park Place and West State Street. Site specific condition #20: The applicant had indicated the signage will be installed on the east and south sides of the building. The plan will be redrawn and indicated as such, to be approved by staff and one member of the Design Review Board. Seconded by Barnes. Discussion. McCullough moves to amend the motion: Site specific condition #20: Strike and replace with new elevations will be drawn indicating the type of glass to be installed on all faces of the building. This elevation to be approved by staff and one member of the Design Review Board. Site specific condition #19: Start with 3 city approved bollards. Second concurs. Discussion. McCullough moves to amend the motion: Site specific condition #21: The sidewalk along the existing tree running north and south should be a width of 5ft. Second concurs. ALL AYE.. .MOTION CARRIES. B. DR-44-09 - Two Buildine: Wall Sie:ns for the Liquor Store - Dave Wae:ers: Dave Wagers, represented by Randy Haverfield with Architecture Northwest, is requesting design review approval to install two non illuminated building wall signs on the Liquor Store facility. The 0.19-acre site is located on the northeast comer of West State Street and North Old Park Place at 174 West State Street. Butler moves to approve DR-44-09 - Two Building Wall Signs for the Liquor Store with the site specific and standard conditions of approval. Seconded by Barnes. ALL AYE.. .MOTION CARRIES. 6.
