DESIGN REVIEW BOARD
MINIJTES
The Design Review Board met in regular session May 28,2009. Vice-Chairman Grubb
presiding.
1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROI..L CALL: The following members were present GRUBB, BARNES,
WI UTTAKER. BUTLER, NIBLETT, KOCL RIMBEY. ABSENT: MC CULLOUGH.
A quorum is present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are aeted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff. or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence detcrmined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

5. NEW BUSINESS:
A. DR-09-09 - Pump House No.8 for Eagle Water Company - Eagle Water
Company: Eagle Water Company, reprcsented by Jerry Teal with Teal Architects
P.A.. is requesting design rcview approval to construct a 580-square foot pump house.
The 0.23-acre site is located on the east side of South Ancona A venue approximately
930-feet south of State llighway 44.
The applicant is not present.
Grubb moves to continue DR-09-09 - Pump House No.8 for Eagle Water Company
to ncxt regularly scheduled meeting. Scconded by Whittaker. ALL

B. DR-ll-09 - Master Sign Plan for Banbury Mcadows Subdivision Entry Sienaee,
including Signage for Banbury Golf Course: Banbury Meadows Homeowners
Association. represented by Talena Dovel with The I ,and C;roup, Inc., is requcsting
design review approval of a master sign plan for the entry signage for Banbury
Meadows Subdivision, including signage for Banbury (Jolf Course. The monument
signs will be located at the Colchester Drive and Eagle Road intcrsection,
Oakhampton Drive and Eagle Road intersection, and approximately 2,800-feet north
of Chinden Boulevard on the west side of Locust Grove Road.
This item was approved on the consent agenda.
C. DR-12-09 - Expansion to the W oodriver Cellars to include Open-Air
Amphitheater - NJN II, Inc.: NJN II, Inc., represcnted by Billy Ray Strite with
BRS Architects, is requesting design review approval to construct a 50,000-square
foot open-air amphitheater at the W oodri ver Cellars event center. The 21.2-acre site
is located on the west side of State Highway 16 approximately I ,600-feet north of
Beacon Light Road at 3705 North F~mmett Highway.
Dave Buich 3100 Glen Stewart Lane, Eagle Idaho reviews the application. Discussion.
Member Koci is recusing himself from this application. Creston Thornton 757 W.
Bankside Drive, Eagle addresses the Board.
Butler moves to approve DR-12-09 - Expansion to the Woodriver Cellars to include
Open-Air Amphitheater with the following conditions:
Site specific condition #1: Remains as is.
Site specific condition #2: Remains as is.
Site specific condition #3: A-F Amended as follows: 3B remains with the
modification changing 2010 to 2014. 3C is deleted, we're not regulating the number
of events. 3d is deleted, we are not regulating the number of people. 3E is deleted,
the code stands on its own as far as the noise ordinance goes. 3F is modified to read,
prior to issuance of a zoning certificate instead of prior to each and every event with
a line added at the end that if additional modifications to plans are needed or
required by any of these agencies they shall be provided to the city of eagle.
Site specific condition #4: Modify so it says a dust mitigation operation plan instead
of just an operation plan.
Site specific condition #5: Remains as is.
Site specific condition #6: Remains as is.
Site specific condition #7: Remains as is and all the rest remain as they are with the
standard conditions remaining as they are.
Seconded by Grubb.
Further discussion. Butler amends the motion to have item 3D modified so it says
the number of patrons permitted shall not exceed the fire district that has
jurisdiction. Second concurs.
Roll call vote as follows:
Koci-abstain, Barnes-nay, Grubb-approve, Whittaker-nay, Butler-approve,
Rimbey- approve. Item approved.
D. DR-13-09 - Common Area Landscaping within Eagle Island Marketplace.
including .Fred Mever and Eight Multi-tenant Retail/Restaurant Buildings -
Eisenberg Company: Eisenberg Company, represented by Van Elg and Phil Hull
with The Land Group, Inc., is rcquesting design review approval of the common area
landscaping within Eagle Island Marketplace, incl uding a 187, 931-square foot Fred

Meyer Store and eight (8) multi-tenant retail/restaurant buildings which total 139.439-
square feet. The 38.39-acre site is located on the northeast corner of West Chinden
Boulevard and Linder Road at 1240 West Chinden Boulevard.
F. DR-14-09 - Master Sign Plan for Eagle Island Marketplace - Eiscnberg
Company: Eisenberg Company, rcpresented by Eric Williams with VESCO, is
requesting design review approval of the master sign plan for Eagle Island
Marketplace. The 38.39-acre site is located on the northeast corner of West Chin den
Boulevard and Linder Road at 1240 West Chinden Boulevard.
F. DR-15-09 - Master Sign Plan for Fred Mcyer - Eiscnbcrg Company: Eisenberg
Company. represented by Van Fig and Phil Hull with The Land Group, Inc., is
rcquesting design rcvicw approval of the master sign plan for hed Meyer within
Eaglc Island Marketplace. The 38.39-aere site is located on the northeast corner of
West Chinden Boulevard and Linder Road at 1240 West Chinden Boulevard.
