DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session March 12,2009, Member Butler presiding.
1. CALL TO ORDER: Member Butler calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BUTLER, WHITTAKER, KOCI.
ABSENT: MC CULLOUGH, GRUBB, BARNES, NIBLETT. A quorum is present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

Whittaker moves to approve the consent agenda as presented. Seconded by Koci.

5. NEW BUSINESS:
6. A. DR-2-09 - Master Si2n Plan for Ea2le Industrial Center - Aspen Apartments.
LLC: Aspen Apartments, LLC, represented by Sue Cook with Sue Cook Design,
Inc., is requesting design review approval for a master sign plan for the Eagle
Industrial Park. The sign is located on the north side of East State Street
approximately 520-feet east of Edgewood Lane at 1750 - 1788 East State Street.
The applicant is not here yet, so this item will be heard out of order.
Whittaker moves to continue DR-2-09 - Master Sign Plan for Eagle Industrial
Center to the March 26, 2009 meeting since the applicant was not at this meeting.
Seconded by Koci. ALL AYE...MOTION CARRIES.
B. DR-03-09 - Convert a Residential Dwellin2 to a Church Facility and Construct a
Buildin2 Addition - Abundant Life Baptist Church: Abundant Life Baptist
Church, represented by Jim Main with Design West Architects, is requesting design
review approval to convert an existing 2,622-square foot residential dwelling into a
church facility and to construct a 3,207-square foot building addition. The 5.78-acre
site is located on the south side of West Floating Feather Road approximately 1,000-
feet east of Park Lane at 3633 West Floating Feather Road.

Butler moves to approve DR-03-09 - Convert a Residential Dwelling to a Church Facility
and Construct a Building Addition with the site specific and standard conditions with the
following modifications:
Site specific condition #3: Modify after first sentence, and add provide a revised landscape
plan showing all the trees that are planned to be maintained showing the tree type and sizes
for review by the Board.
Site specific condition #4: Modify to remove the word hedge, after evergreen in second line
and to place the word trees instead of hedge and to add following language after the word
land so that it reads, provide a revised landscape plan, showing a 20 ft. wide strip of land,
adding the words between the building and the east property line, then goes on to say
planted with evergreen trees or dense plantings of evergreen shrubs not less than 4 ft. in
height. Modify the last sentence to remove the words staff and two members of, so that it
says the revised landscape plan shall be reviewed and approved by the Design Review
Board prior to the City issuing a zoning certificate for the site.
Site specific condition #6: Which asks for any building and occupancy permits, for the little
building which is on the north-west corner to just add the words Ada County Building and
Occupancy permits, just to clarify that they would be through the county I believe.
Site specific condition #15: The owner shall work with adjacent property owners upon
future development to consider pedestrian connections between this site and the adjacent
properties if and when they may develop.
Site specific condition #16: The building at the southeast corner of the principal structure
may be permitted to be retained on site until future development of the property occurs.
Site specific condition #17: Provide a revised landscape plan showing the minimum
planting and landscaping required per Eagle City Code along a street frontage, along
Floating Feather Road to be reviewed by the Design Review Board prior to issuance of a
zoning certificate.
Site specific condition #18: The entry drive shall be 26 ft. wide unless a lesser width is
approved by the Eagle Fire Department and a letter is submitted to the city from them
stating that. In no case shall the driveway be less than 20 feet and the 15 ft. radius
pavement tapers shall be installed along Floating Feather as required by the Ada County
Highway District.
Site specific condition #19: Any future development of the site shall require a Design
Review application submitted to the city for review by the Board and Council.
Site specific condition #20: The undeveloped land area between the parking lot and
Floating Feather Road shall be either maintained either in a manicured manner or shall be
maintained as farm ground and shall be kept free of weeds and any unsightly plant growth.

C. DR-04-09 - One Monument Si2n for abundant Life Baptist Church - Abundant
Life Baptist Church: Abundant Life Baptist Church, represented by Jim Main with
Design West Architects, is requesting design review approval to construct a
monument sign for the Abundant Life Baptist Church facility. The 5.78-acre site is
located on the south side of West Floating Feather Road approximately 1,000-feet
east of Park Lane at 3633 West Floating Feather Road.
Jim Main, applicant, reviews the application. Staff member Cerda reviews the
application. Board discussion.
Whittaker moves to approve DR-04-09 - One Monument Sign for Abundant Life
Baptist Church with the site specific conditions as written. Seconded by Koci. ALL
AYE...MOTION CARRIES.
D. DR-24-05 MOD - Modification to the Common Area Landscapin2 within Senora
Creek Subdivision No.2 (formerlv Ea21e Creek Subdivision) - Javo
Construction. Inc.: Jayo Construction, Inc., represented by Phil Hull with The Land
Group, Inc., is requesting design review approval to modify the common area
landscape buffer along North Park Lane within Senora Creek Subdivision No.2
(formerly Eagle Creek Subdivision). The 0.37-acre site is located on the west side
North Park Lane approximately 1 ,975-feet north of State Highway 44.
Whittaker moves to continue DR-24-05 MOD - Modification to the Common Area
Landscaping within Senora Creek Subdivision No.2 (formerly Eagle Creek
Subdivision) to the next meeting. Seconded by Koci. ALL A YE...MOTION
CARRIES.
