DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session October 23,2008, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB,
BARNES, WHITTAKER, NIBLETT, KOCI, COUNCIL LIAISON SHOUSHTARIAN.
Absent: BUTLER, Council Liaison Shoushtarian. A quorum is present.
3. CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findine:s of Fact and Conclusions of Law for DR-57-0S - Two Buildine: Wall
Sie:ns for Handmade Too The Art Studio - Golden West Advertisine:: Carol
Swig, represented by Roger Llewellyn with Golden West Advertising, is requesting
design review approval to construct two building wall signs for Handmade Too The
Art Studio. The site is located on the east side of South Eagle Road approximately
100-feet south of State Street at 60 south Eagle Road.
C. Findine:s of Fact and Conclusions of Law for DR-5S-0S - Common Area
Landscapine: within Three Oaks Plaza includine: a Wale:reens Store-
Cottonwood Capital LLC: Cottonwood Capital LLC, represented by Cindy
Huebert with BRS Architects, is requesting design review approval for the common
area landscaping within Three Oaks Plaza and to construct a 14,820-square foot
Walgreens store with a drive up service lane. The 3.87-acre site is located on the
west side of Eagle Road approximately 350-feet north of State Highway 44 at 235,
247,265, and 403 South Eagle Road.
D. Findine:s of Fact and Conclusions of Law for DR-59-0S - Two Buildine: Wall
Sie:ns and One Sie:n located within the Tower for Wale:reens - Cottonwood
Capital LLC: Cottonwood Capital LLC, represented by Cindy Huebert with BRS
Architects, is requesting design review approval to construct two building wall signs,
a sign located within the tower, and directional signage for Walgreens. The 3.87-
acre site is located on the west side of Eagle Road approximately 350-feet north of
State Highway 44 at 235,247,265, and 403 South Eagle Road.

E. Findine:s of Fact and Conclusions of Law for DR-60-08 - Common Area
Landscapine: for Sprine:haven Subdivision - Beacon Lie:ht Homestead. LLC:
Beacon Light Homestead, represented by Talena Dovel with The Land Group, Inc, is
requesting design review approval for the common area landscaping within
Springhaven Subdivision. The 14.36-acre site is located approximately 1,984 feet
east of the intersection of North Eagle Road and East Beacon Light Road at 671 East
Beacon Light Road.
Barnes moves to approve the consent agenda as presented. Seconded by Grubb.
ALL A YE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS: None.
6. REPORTS:
A. Design Review Board: No report.
B. Council Liaison: absent
C. Staff: City Planner, Ted Vanegas states that staff is trying to put a workshop
together on the cinemas and will follow up with the Board members in the next
week. City Planner Vanegas briefs the Board on the items coming forward at
their next regularly scheduled meeting. Whittaker notes that she will not be here
on the 15th.
7. ADJOURNMENT: Whittaker moves to adjourn. Seconded by Barnes. ALL
AYE...MOTION CARRIES. Meeting adjourned at 6:07 p.m.
