DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session June 12,2008, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB,
BUTLER, NIBLETT, KOCI, COUNCIL LIAISON SHOUSHT ARIAN. ABSENT:
BARNES, WHITTAKER. A quorum is present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of May 22, 2008.
B. Findine: of Fact and Conclusions of Law for DR-22-08 - Master Sie:n Plan for a
Multi-tenant Office/Personal Improvement Buildine: - Gordon and Meredith St.
Clair: Gordon and Meredith St. Clair, represented by Scott Clark with ABC Drafting
and Design Services, are requesting design review approval of a master sign plan for a
multi-tenant office/personal improvement building. The 0.21-acre site is located on
the north side of East State Street approximately 200-feet east of Academy Avenue at
1334 East State Street.
Grubb moves DR-31-08 - Monument Sign for a Single Tenant Building to the
consent agenda. Seconded by Butler. Discussion. The applicant is present and has
no concerns with the staff report. ALL AYE...MOTION CARRIES.
Grubb moves to approve the consent agenda as written, including items 3A, 3B, and
newly added item 3C. Seconded by Butler. ALL AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR-120-06MOD - Modification to Add a Third Buildine: Wall Sie:n to the Bank
of the West Buildine: - Bank of the West: Bank or the West, represented by Lonni
Hale, is requesting design review approval to modify the building signage approved
on the bank facility by adding a third building wall sign for the Bank of the West.
The 0.93-acre site is located on the southeast comer of East Riverside Drive and

Eagle Road within the Eagle River Development at 47 East Riverside Drive.
John Lucci and Lonni Hale, 47 E. Riverside Drive, Eagle, reviews the application. Staff
member Cerda reviews the application. Discussion.
Butler moves to deny DR-120-06MOD - Modification to Add a Third Building Wall
Sign to the Bank of the West Building as it doesn't comply with the master sign
plan, more specifically it does not meet Eagle City Code and Eagle City Code has no
provision for a waiver or variance for this section of the code. Furthermore that
this Board recommends that the section in the master sign plan be amended to allow
a monument sign in this particular location and that as long as the design is similar
to other monuments in Eagle River that the applicant be allowed to come back to
the City and get staff approval instead of coming to the Board, actually staff
approval and approval of one Board member to have a monument sign on the
Riverside Drive side of the building. Seconded by Grubb. Discussion.
Butler moves to modify the motion to deny DR-120-06MOD - Modification to Add a
Third Building Wall Sign to the Bank of the West Building, but further recommend
that the applicant meet with staff and a staff level approval be permitted for a
monument sign as long as staff and one Board member are included in the approval
process. Second concurs. Discussion. ALL AYE...MOTION CARRIES.
B. DR-25-08 - Commercial/Retail Buildin2; for Spoons Kitchen Store - Jason and
Victoria Ritchie: Jason and Victoria Ritchie are requesting design review approval
to construct a two story, 2,864-square foot commercial/retail building for Spoons
Kitchen Store. The 0.28-acre site is located on the west side of Eagle Road
approximately 800- feet south of State Street at 221 South Eagle Road.
Member Niblett will step down from this application as he has been working with the
applicant. Byron Fallwell, 199 N. Capital Blvd, Ste. 602, Boise, reviews the application.
Staff member Vanegas reviews the application. Board discussion. Victoria and Jason
Ritchie review their application.
Butler moves to continue DR-25-08 - Commercial/Retail Building for Spoons
Kitchen Store to a time certain with the following 6 issues to be addressed:
1. Provide a written traffic report from an Idaho licensed traffic engineer,
addressing the proposed 12 ft. wide driveway with the building layout as
proposed for this site and its potential impacts on Eagle Road at this location.
Also provide accident history data for this section of Eagle Road.
2. The boxy style of the building as well as the footprint and layout on this narrow
site is not conducive to the prairie school architectural design style. The
proposal currently consists of a prairie school style roof over a modern style
building. The EASD book specifies that the prairie school architectural design
style is that of 1910-1925, not modern. It is however suited to being compatible
potentially with Italianaide Romanesque styles within the EASD book.
Therefore the elevation and roof elements shall be modified to comply with one
of these styles. Additionally in compliance thereof:

A. Provide a new building elevation and colored rendering showing said
revisions for Board review.
B. Provide new material boards for Board review.
C. Provide new color samples for Board review.
3. The applicant shall meet with the City of Eagle Arts Commission and present a
preliminary proposal to the Design Review Board to utilize the stark north face
of the building for an artistic design to allow the predominately visible wall to be
compatible with the City of Eagle downtown design standards.
4. Provide the 20% minimum lot coverage, 2,446 square feet minimum or apply for
a variance.
5. Provide a revised site plan showing a dumpster on the site.
6. Provide a revised elevation plan showing the roof top mechanical equipment in
elevational view to show screening per Eagle City Code.
Seconded by McCullough. Discussion. Butler moves to modify the motion to
continue to the first meeting in July, with draft findings to try to at least take a shot
at hammering through the findings to avoid a delay that would be great, if there is
no way we can have draft findings because it is so complicated, that would be fine
too. Then the applicants won't be delayed. The applicant relook at the design and
consider the comments with regard to trying to make this more prairie school for
whatever that interpretation is of the applicant from what Board members have
said. We do not need to go to Romanesque or Italianaide. The applicant should
show some information from a licensed traffic engineer addressing the temporary
access and how it may impact Eagle Road, or maybe work with the adjacent
property owners to get at least 20 ft. in width, 40 ft. back to allow room for two cars
to stack exiting, which would still allow room for vehicles to get in. Provide accident
history data which you can get from ACHD for this section of road so we can look at
that. Provide revised colored elevations, building plans, color samples, meet with
the Arts Commission, do what you can to meet 20% lot coverage, but we understand
that if it doesn't work maybe we can look at some way to give some leeway, on the
lot coverage, you are at 17% now, consider providing dumpster in back,
mechanical units shall be hidden and we need to see where they are. Second
concurs. Discussion. Staff indicates that the modifications would need to be to staff
by June 30th at noon. ALL A YE...MOTION CARRIES.
C. DR-26-08 - Two Buildine: Walls Sie:n for Spoons Kitchen Store - Jason and
Victoria Ritchie: Jason and Victoria Ritchie are requesting design review approval
for two (2) building wall signs for Spoons Kitchen Store. The 0.28-acre site is
located on the west side of Eagle Road approximately 800- feet south of State Street at
221 South Eagle Road.
Grubb moves to continue DR-26-08 - Two Building Walls Sign for Spoons Kitchen
Store to the first meeting in July. Seconded by McCullough. ALL AYE...MOTION
CARRIES.

D. DR-31-08 - Monument Sie:n for a Sine:le Tenant Buildine: - Barrv Peters: Barry
Peters, represented by Craig Jamieson with Lytle Signs, is requesting design review
approval to construct one (1) monument sign for a single tenant building. The 0.59-
acre site is located on the west side of North Eagle Glen Lane approximately 170-feet
north of West State Street at 101 North Eagle Glen Lane.
This item was approved as part of the consent agenda.
E. DR-30-07 MOD - Modification of Two Multi-tenant Retial/Restaurnat/Office
Buildine:s within Lonesome Dove Subdivision - Lonesome Dove. LLC: Lonesome
Dove, LLC, is requesting design review approval to modify the architectural design of
two previously approved multi-tenant retail/restaurant/office buildings within
Lonesome Dove Subdivision. The site is located on the southwest comer of East
Riverside Drive and Edgewood Lane at 1505 East Riverside Drive.
Cord Christensen, reviews the application. Staff member Vanegas reviews the
application. Discussion. Chairman McCullough calls for a 5 minute recess.
Butler recommends that staff draft a resolution, generally as follows: Amendment
to the EASD book to include the River District site architecture, with language
generally as follows: River District consisting of approximately 100 acres, as
bounded on the attached exhibit (will need to get exhibit) shall be developed with
design styles generally as depicted on exhibits A, B, C, D attached and attach the
elevation exhibits. That resolution be moved on to City Council with the Design
Review Board stating we recognize that this is good architecture but look to the
Council for this determination, if the Council approves this resolution then we
approve the architecture, if they do not then we deny the architecture as not being
consistent with the current EASD book. Seconded by Niblett. Discussion. Butler
moves to amend the motion to include a revised design lessening the glass on both
the commercial and club house building, maybe tying in something more from the
EASD book that is craftsman elements with approval from staff and two members,
essentially soften modern elements of architecture and redesign the tower. Second
concurs. ALL AVE...MOTION CARRIES.
F. DR-33-08 - Chane:e of Use from a Church to a Multi-tenant Retail/Office
Buildine: - Old Town I. LLC: Old Town I, LLC, represented by James Gipson with
James Gipson Associates, is requesting design review approval to change the use of a
2,450-square foot church to a multi-tenant retail/office building. The 0.16-acre site is
located on the north side of East State Street approximately 100- feet west of 2nd Street
at 164 East State Street.
Member Butler recuses himself from the next two items. Board discussion.
McCullough moves to approve DR-33-08 with the site specific and standard
conditions of approval with the following recommendation to City Council, that the
Design Review Board recognizes that there are issues with the compliance of certain
code elements and the Design Review Board would like to use our discretion to

suspend and or relax all those requirements and accept the project as presented.
Seconded by Grubb. ALL AYE...MOTION CARRIES.
G. DR-34-08 - Master Si2n Plan for a Multi-tenant Retail/Office Buildin2 - Old
Town I. LLC: Old Town I, LLC, represented by James Gipson with James Gipson
Associates, is requesting design review approval of a master sign plan for a multi-
tenant retail/office building. The O.16-acre site is located on the north side of East
State Street approximately lOa-feet west of 2nd Street at 164 East State Street.
McCullough moves to approve DR-34-08 - Master Sign Plan for a Multi-tenant
Retail/Office Building with the site specific and standard conditions of approval.
Seconded by Niblett. ALL A YE...MOTION CARRIES.

Dear Members:
I am wTiting on behalf of Eagle River and the Eagle River Architectural Review
Committee regarding Bank of the West's request to add an additional sign on the north
side of their building.
As indicated in a letter from John Swartz, dated April 2, 2008, Eagle River and the Eagle
River Architectural Review Committee has approved the addition of this third sign. As
you know, the Architectural Committee has always been very stringent on signage within
Eagle River and we have been diligent to ensure that our project remains the premier
mixed-use center in the Treasure Valley.
Our Goal in reviewing Bank of the West application was to help ensure that an Eagle
River business could continue to be a successful and contributing business to the overall
Eagle River project, while at the same time making sure that their signage request was in
keeping with the goals of the project as a whole. With this in mind, we carefully
considered the impact, not only of this individual sign, but of the precedent set by
approving a third signage face on a single-tenant building.
Our overall analysis was that this particular building sits on a very unique pad in that it
fronts two major streets (Eagle Road and Riverside Dr.) while also having its front
entrance face into the project and away from the street. Eagle River's overall design is to
create pockets or'`pods" of businesses. These pockets include multiple buildings all
facing inward to create a cluster of businesses rather than stand-alone buildings. As such,
the design of the entrance to Bank of the West was specifically crafted to face the interior
of the project, ensuring that the building itself would integrate seamlessly into the other
buildings and business around it. As a result,this building has the need to not only have
signage on the two major roads but also over its front entrance.
It was on this basis that we decided to approve Bank of the West's application for
additional signage. It is our belief that signage on the north face of this building is not
only necessary but is also the best choice from a design perspective, specifically because:

1) Drivers entering our project from Eagle Road onto Riverside Drive need to be
able to see what business occupies this building. At present they would need to
go beyond the building and into the parking lot before they would see the name of
the business.
2) Leaving the north face of the building empty is nor conducive to the active.
economically successful image we are striving to create within Eagle River—the
blank wall seen from Riverside Drive is, at best, unappealing, but at worst
conveys the look of an empty building.
3) Additional signage, as proposed by Staff, could be placed onto some sort of
monument signs to increase visibility of the Bank of the West name to drivers, but
the location of these monument signs (next to the Hilton Garden Inn on Eagle
Road and at the parking lot entrance well to the east of the building) would not be
highly effective in identifying the building itself They are just too far away from
the building and were designed more to achieve awareness of both Bardenay and
Hilton Garden Inn on the "interior" of the space. The Bank of the West building
has excellent exposure to roadways without the use of monument signs.
4) In addition to the ineffectiveness of the monument signs, these signs were
designed specifically for the Hilton Garden Inn and Bardenay. The signs are not
designed for multiple names, nor are they intended to be expandable. Adding
additional signage onto these is not only infeasible, it would also have significant
repercussions on our agreements with those businesses.
5) Finally, in reviewing the possibility of adding Bank of the West to a monument
sign, it was determined that this would be overall detrimental to the project.
While we have approval for monument signs in several locations, we have been
very selective in how these signs are used. Our belief is that the project is a far
better, more refined project due to the lack of cluttered monument signs. While
some projects, such as the retail center to the north of Eagle Road, have chosen to
put up multi-tenant monument signs, it is our film belief that this is not the image
that we wish to convey and the proliferation of this type of signage is not
beneficial to Eagle River or the City of Eagle as a whole.
In short, after careful consideration of the various options, we believe that a sign on the
north face of the building is not only beneficial to Bank of the West and their ongoing
success as an Eagle business, but it is also the right choice for Eagle River as a whole.
We are in full support of Bank of the West's application and approve both the proposed
signage location as well as the sign design itself If there are any questions please do not
