Minutes - 2008 - Design Review - 03/13/2008 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session March 13, 2008, Vice-Chairman Grubb presiding. 1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, WRIGHT, WHITTAKER, BUTLER, COUNCIL LIAISON SHOUSHT ARIAN. ABSENT: MCCULLOUGH, BARNES. A quorum is present. 3. CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. DR-07-08 - Dental Office Buildinl! - Dr. Jacob Brown: Dr. Jacob Brown, represented by Todd Meyers with Morgan Construction, is requesting design review approval to construct a 4,668-square foot single story, with basement, dental office building (main floor - 3,440-square feet, basement - 1 ,228-square feet). The 0.288- acre site is located on the northwest comer of Chinden Boulevard (Highway 20/26) and North Meridian Road at 6615 North Meridian Road within Castle bury West Business Park. Todd Meyers, 5145 S. Heybum Drive, Idaho Falls reviews the application. Jay Rice, 5145 S. Heybum Drive, Idaho Falls reviews the application. Jacob Brown, Meridian reviews some of the architectural features. Dave Yorgason, 6200 N. Meeker Place, developer of the project addresses parking. Staff member Vanegas reviews the application. Grubb moves to approve DR-07-08 - Dental Office Building with the site specific and standard conditions of approval with the following modifications: Site specific condition #2: First sentence, remove, "enhanced including" and put "enlarged" and at end of that sentence remove "fascia". Site specific condition #8: Provide revised colored drawing and stain samples reflecting a contrast in materials for the wood, to be reviewed by staff and two members of the Design Review Board. Site specific condition #9: Provide revised elevations showing cultured stone to be terminated at all inside corners. Wall Sil!ns for Castleburv Dental Office Buildinl! - Dr. Jacob Brown: Dr. Jacob Brown, represented by Sue Cook with Sue Cook Design, is requesting design review approval to construct two (2) building wall signs for the Castlebury Dental Office Building. The 0.62-acre site is located on the northwest comer of West Chinden Boulevard (SH 20/26) and North Meridian Road at 6615 North Meridian Road (within Castlebury West Business Park). Wall Sil!nal!e and Monument Sil!nal!e for Saint Alphonsus Eal!le Health Plaza - Saint Alphonsus Rel!ional Medical Center: Saint Alphonsus Regional Medical Center, represented by James G. Murray, is requesting design review approval to modify the building wall signage for the Saint Alphonsus Regional Medical Center to include six additional building wall signs stating "Emergency" with the Saint Alphonsus logo and to add the text "Emergency" to the two monument signs. The site is located on the northeast comer of East Riverside Drive and East Shore Drive within Eagle River Development at 323 East Shore Drive. Theresa Preston, CSHQA, reviews the application and site specific conditions of approval. Staff member Cerda reviews the application. Butler moves to approve DR-43-04 MOD 2 - Modify Building Wall Signage and Monument Sign age for Saint Alphonsus Eagle Health Plaza - Saint Alphonsus Regional Medical Center with the site specific and standard conditions of approval with the following modifications: Site specific condition #1: Delete. Site specific condition #2: Delete. Site specific condition #4: Delete. Site specific condition #6: The signage as proposed with this application shall be 2 approved in accordance with Eagle City Code 8-2A-8, section M, paragraph 3. It is the Boards opinion with regard to that section that this signage is considered non- advertising signage and is in the best interest of the public health, safety and welfare and should be permitted. Seconded by Wright. ALL AYE...MOTION CARRIES. 6. REPORTS: A. Design Review Board: Welcome Bobby Niblett to the Board. Code discussion. Possible round table discussion between staff and Board members to discuss code and EASD book. Dawn will be leaving the Board after the next meeting. B. Council Liaison: Thanks to the Design Review Board members. C. Staff: We will be selecting a new person to replace member Wright. Legacy signage and pool house approval. 7. State Street Route to: Eagle, Idaho 83616 RE: Castlebury Dental Design Review application City of Eagle Design Review Board and Staff: We are submitting these comments in support of the design review application for Castlebury Dental's building in the Castlebury West Business Park. We ask that the Design Review Board approve the building as submitted, without increasing the amount of timber or other specific craftsman accents on the building. We are currently developing the Castlebury West Subdivision (on the northeast corner of Meridian Road and Highway 20/26) and we also own the 100 +/- acres surrounding the business park on the north and west at the northwest corner of Meridian Road and Highway 20/26. The architectural guidelines for Castlebury West Subdivision require a minimum of seventy-five percent(75%) stone or stucco on the front elevations. In reality, nearly all of the homes in the subdivision have one hundred percent(100%) stone and/or stucco on their front elevations. The future subdivision on the west side of Meridian Road will have similar architectural requirements. As we stated during our approval process, the business park is the entrance to the Castlebury West subdivisions and it has always been our intent that the buildings within the business park retain a complimentary,residential feel. We are concerned that affixing rigid craftsman-style guidelines to the Castlebury Dental building will adversely affect the future neighboring residential development. It should also be noted that the business park is located in a transitional area and the amounts of stone and stucco, as presently shown, will better enable the transition from limited commercial to the neighboring residential projects. We recognize that some buildings will likely have a true craftsman look, but we would hope the Board would recognize the need for some flexibility so that the business park can appropriately transition with the adjacent properties.
