DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session January 10,2008 Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB,
BARNES, WRIGHT, WHITTAKER, BUTLER. A quorum is present. ABSENT:
WEBER.
3. CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findine:s of Fact and Conclusions of Law for DR-IO-03 MOD - Ree:e:ie's Vee:e:ies
Produce Market - Re2:e:ie & Gia States: Reggie & Gia States, represented by Bill
Waite of Design Resources, PLLC, is requesting design review approval to construct
a 783-square foot building addition to the rear of the existing building and to repaint
the entire building. The site is located on the south side of East State Street
approximately 109-feet east of the 2nd Street at 257 East State Street.

Signs, is requesting design review approval of a modification to a master sign plan for
a two story multi tenant office building, including two building wall signs for Capitol
Business Centres. The site is loc~ted on the north side of East Riverside Drive
approximately 75-feet east of East Shore Drive at 776 East Riverside Drive (Lots 10
& 11, Block 3, Mixed Use Subdivision No.5).
Grubb moves to add items SB, SC and SF to the consent agenda. Seconded by
Barnes. Applicant for SB agrees with the staff report. Applicant for SC agrees with

A. DR-16-07 - Master Sie:n Plan for a Multi-tenant Office Buildine: - Westminster
Homes: Westminster Homes, represented by Chris Real of Real Custom Signs, is
requesting design review approval ofa master sign plan for a 1,328-square foot multi-
tenant office building. The site is located on the southeast comer of South Eagle
Road and East Aikens Street at 128 South Eagle Road. This item was continued from
the December 13, 2007 meeting. (DMA)
McCullough moves to remand items 4A and 4B to staff. Seconded by Barnes. ALL

B. DR-71-07 - Buildine: Expansion for an Indoor Sports Academy Facility at the
Rocky Mountain Fitness and Recreation Facility - Reid Merrill: Reid Merrill is
requesting design review approval to construct a 24,000-square foot building
expansion for an indoor sports academy to include an indoor athletic field, a
mezzanine area for classrooms, offices and spectator seating area for Rocky Mountain
Fitness and Recreation. The site is located on the south side of East Plaza Drive
approximately 240-feet west of East Iron Eagle Drive at 875 East Plaza Drive. This
item was continued from the December 13, 2007 meeting. (TED)

5. NEW BUSINESS:
A. DR-61-07 - Master Sie:n Plan for the Kine:'s Shoppine: Center Includine: One
Buildine: Wall Sie:n for Kine:'s - Pinewick Investment Company: Pinewick
Investment Company, represented by Jim Rehberg with Idaho Electric Signs, is
requesting design review approval of a master sign plan for the King's Shopping
Center, including one building wall sign for Kings. The 0.33-acre site is located on
the north side of West State Street approximately 921- feet west of Eagle Road at 300-
344 West State Street. (TED)

McCullough moves to approve DR-61-07 - Master Sign Plan for the King's
Shopping Center Including One Building Wall Sign for King's with the site specific
and standard conditions of approval with the following modifications to the site
specific conditions:
Within the master sign plan criteria, item 1B-under wall signs, the words "area
determined by" shall be interjected right after the word "of' so the sentence will
read tenant signs shall not exceed 10% of the area determined by the total width of
the tenant space multiplied by 12 feet. The same verbiage shall be used to modify
item 2A-the parallel wall signs.
Site specific condition #5: A new elevation shall be drawn with the reflection of the
drawing modified by the Design Review Board this evening showing the area above
the tenant signs with a small band to help lose the void. This elevation will be
approved by staff and one member of the Design Review Board. Seconded by
Grubb. Discussion. McCullough amends the motion to modify under the site

specific conditions in the master sign plan criteria, item 2, to change developer to
owner or managing entity. Second concurs. ALL A YE...MOTION CARRIES.
B. DR-12-03 MOD - Buildine: Addition to Reed Cycle Shop - Bill and Tami Reed:
Bill and Tami Reed are requesting design review approval to construct a 1,350-square
foot building addition to the Reed Cycle Shop. The site is located at the north side of
East State Street approximately 50-feet west of 2nd Street at 238 East State Street.

C. DR-78-07 - Common Area Landscapine: within Tranquil Estates Subdivision -
Gary and Janette Drew: Gary and Janette Drew, represented by Angela Cornish, is
requesting design review approval for the common area landscaping within Tranquil
Estates Subdivision. The 7- acre site is located on the south side of West Beacon
Light Road and 300-feet west of North Ballantyne Lane at 2141 West Beacon Light

D. DR-79-07 - Multi -Tenant Office/Flex Space Buildine: - Robert L. Pederson:
Robert Pederson is requesting design review approval to construct a 14,133- square
foot multi-tenant officelflex space building. The 1.00-acre site is located on the south
side of East Hill Road, approximately 255-feet west of Horseshoe Bend Road at 3055
East Hill Road. (DMA)
Member Barnes and Member Wright are acquainted with Mr. Pederson but have had no
knowledge of this application prior to this meeting.
Rob Pederson, 834 W. Two Rivers Lane, Eagle reviews the application. Staff member
Alvord reviews the application.
Grubb moves to continue DR-79-07 - Multi -Tenant Office/Flex Space Building to
the next regularly scheduled meeting with the following recommendations for the
applicant to address for the next meeting.
1. Add stone to the northwest corner of the building under the three windows.
2. Provide architectural interest to the rear elevation of the building using the roof
line or planer change or material change.
3. Provide planter bed between parking lot and sidewalk at the north of the site.
4. Provide revised landscaping plan addressing the screening of the HV AC units.
5. Provide revised landscaping plan with variety of colors and shrubs.
6. Provide revised landscape plan addressing thickness of all plant material on the
north, south, east and west of the building.
7. Provide cut sheets on garage doors.
8. Address rain drainage gutters for the building. Seconded by Whittaker. ALL

E. DR-80-07 - Master Sie:n Plan for a Multi-Tenant Office/Flex Space Buildine: -
Robert Pederson: Robert Pederson is requesting design review approval of a master
sign plan for a multi-tenant officelflex space building. The 1.00-acre site is located

CSHQA Architects, is requesting design review approval to modifY the entry signage
for Laguna Pointe Subdivision. The site is located on the east side of South Eagle
Road approximately 4,000-feet north of Chinden Boulevard at 2260 South Eagle

Development: Gardner Ahlquist Development, represented by Leslie Brown with
Young Electric Sign Company, is requesting design review approval for a master sign
plan for Eagle Island Crossing. The 1.035-acre site is located on the north side of
State Highway 44 approximately 1,300-feet east of Park Lane at 3300 West State
Street within Eagle Island Crossing Subdivision. (BAC)
Butler abstains from the next 11 applications for conflict of interest.

McCullough moves to approve DR-81-07 with the site specific and standard
conditions of approval with the following modifications to the site specific
conditions:
Strike site specific condition #5 completely.
Add site specific condition #12: The Design Review Board unanimously agrees with
the two 8 foot tall signs on each side of the entrance as presented this evening in lieu
of the code allowed 15 ft. sign. Seconded by Grubb. ALL AYE...MOTION

H. DR-82-07 - Multi-tenant Retail Buildine: - BRS Architects: Gardner Ahlquist
Development, represented by Doug Racine with BRS Architects, is requesting design
review approval to construct a 3,305-square foot multi-tenant retail building. The
0.451-acre site is located on the north side of State Highway 44 approximately 1,300-
feet east of Park Lane at 3300 West State Street within Eagle Island Crossing
Subdivision. (TED)
McCullough moves to approve DR..82-07 - Multi-tenant Retail Building with the site
specific and standard conditions of approval with the following modifications to the
site specific conditions:
