DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session November 8,2007, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB,
BARNES, WRIGHT, WEBER, WHITTAKER, BUTLER, COUNCIL LIAISON
BASTIAN. A quorum is present. Weber absent.
3. CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findine:s of Fact and Conclusions of Law for DR-48-03 MOD - Modification to
the Master Sie:n Plan for Eae:le CenterShoppine: Center Inciudine: Modification
to the Monument Sie:n and the Buildine: Wall Sie:ns - Ken Friedman: Ken
Friedman, represented by Noel Weber with Classic Design Studio, is requesting
design review approval of a master sign plan modification for the Eagle Center
Shopping Center. The site is located on the south side of East State Street
approximately 1,550-feet east of Eagle Road at 601 - 625 East State Street.
Straff member Vanegas would like to modify item B.
McCullough moves to remove 3B for discussion. Seconded by Barnes. ALL
AYE...MOTION CARRIES.
Grubb moves to add DR-07-07MOD - Two Building Wall Signs and One Monument
Sign for Bank of the Cascades - Bank of the Cascades to the consent agenda.

McCullough moves to approve the modified consent agenda as item A, minutes of
October 25, 2007 and new item B. Seconded by Barnes. ALL A YE...MOTION

approval of a master sign plan modification for the Eagle Center Shopping Center. The
site is located on the south side of East State Street approximately 1,550-feet east of
Eagle Road at 601 - 625 East State Street.
McCullough moves to approve the new Findings of Fact and Conclusions of Law for
DR-48-03 MOD - with the full acceptance of the Design Review Board for the
monument sign presented and date stamped October 30, 2007 and let the Findings
of Facts and Conclusions of Law reflect that change. Seconded by Wright.

4. UNFINISHED BUSINESS:
A. DR-16-07 - Master Sie:n Plan for a Multi-tenant Office Buildine: - Westminster
Homes: Westminster Homes, represented by Chris Real of Real Custom Signs is
requesting design review approval of a master sign plan for a 1,328-square foot
single-story multi-tenant office building. The site is located on the east side of South
Eagle Road at the intersection of East Aikens Street and South Eagle Road at 128
South Eagle Road. This item was continuedfrom the October 25.2007 meeting.
Staff is requesting that this item be continued to the 12/13/07 meeting.
Barnes moves to continue DR-16-07 - Master Sign Plan for a Multi-tenant Office
upon recommendation of staff to the next regularly scheduled Design Review Board
meeting, December 13,2007. Seconded by Grubb. ALL A YE...MOTION
CARRIES.
B. DR-56-07 - Master Sie:n Plan for a Multi-tenant Office Buildine: - J&S
Properties. LLC: J & S Properties, LLC, represented by Bob Niblett is requesting
design review approval of a master sign plan for a single-story, 4,059-square foot
multi-tenant office building. The site is located on the north side of East State Street
approximately 278-feet east of Hill Road within Winding Creek East Subdivision at
1155 East Winding Creek Drive (Lot 4, Block 1, Winding Creek East Subdivision).
This item was continuedfrom the October 25, 2007 meeting.
Bob Niblett, 3629 N. Cole, Boise, Idaho addresses the Board. Board discussion. Staff
member Alvord reviews the application.
Grubb moves to approve DR-56-07 - Master Sign Plan for a Multi-tenant Office
Building with the site specific and standard conditions of approval as written.

Worship Center: Eagle Family Worship Center, represented by Angelina Bunnell of
Young Electric Sign Company is requesting design review approval of a monument
sign for the Eagle Family Worship Center. The site is located on the northeast comer
at the intersection of Floating Feather Road and Park Lane at 3838 North Floating
Feather Road. This item was continuedfrom the October25, 2007 meeting.
McCullough moves to continue DR-68-07 - Monument Sign for Eagle Family
Worship Center to 12/13/07, the next regularly scheduled Design Review Board
meeting. Seconded by Barnes. ALL AYE...MOTION CARRIES.
5. NEW BUSINESS:
A. DR-72-07 - Common Area Landscapine: Vie:ne d' Aquila Subdivision - Aquila
LLC: Aquila LLC, represented by Doug Russell with The Land Group, is requesting
design review approval for the common area landscaping within the Vigne d' Aquila
Subdivision. The26.22-acre site is. generally located on the north east comer of North
Ballantyne Road and West Beacon Light Road at 1964 West Beacon Light Road.
Doug Russell, with The Land Group, 462 E. Shore Drive reviews the application. Zoning
Administrator Vaughan discusses the application with the Board. Board discussion.
McCullough moves to approve DR-72-07 - Common Area Landscaping Vigne d'
Aquila Subdivision with the site specific and standard conditions of approval with
the following modifications to the site specific conditions:
Site specific condition #3: Strike the word meandering.
Site specific condition #4: All references to gravel should be replaced with road-
mix.
Site specific condition #5: Should read provide a revised final plat showing a 50 ft.
wide (continue on and fill in a 35 ft. easement along W. Beacon Light Road abutting
the site).

Site specific condition #6: Should read place note on final plat which states the 50
ft. wide easement abutting Ballantyne Road and the 35 ft. wide easement abutting
Beacon Light Road.
Site specific condition #9: First sentence will be stricken and replace with
referencing the plan notes regarding the tree protection plan provided by the
designer shall be implemented and continue on.
Site specific condition #11: Strike.
Site specific #16: The pump house design, elevations and colors will be presented to
staff for approval.
Site specific condition #17: The Design Review Board unanimously agrees it will be
up to applicants discretion to install the berming from the elevation of zero up to
two feet to allow for land movement, entirely up to the applicants discretion.
Seconded by Barnes. Discussion.
McCullough moves to amend the motion to modify site specific conditions #5 & 6
with reference to the measurements of the landscape easements to provide the final
plat showing the landscape easement consistent with the upper areas shown on the
approved landscape plan.
Modify site specific condition#17: Change from elevation of zero to 1 ft. to 2 ft. of
land movement. Second concurs. Discussion. ALL A YE...MOTION CARRIES.

Reggie & Gia States (Reggie's Veggies & Mrs. Veggies), represented by Bill Waite
of Design Resources, PLLC, is requesting design review approval to construct a 783-
square foot addition to the rear of the existing building and to repaint the entire
building once the addition has been completed. The site is located on the south side of
East State Street approximately 109-feet east of the South 2nd Street and East State
Street intersection at 257 East State Street.
Rocky ToBen with Design Resourcers, 1014 LaPoint Street, Boise reviews the

McCullough moves to continue DR-IO-03MOD - Reggie's Veggies Produce Market
to the next regularly scheduled design review meeting with the following direction to
the applicant. These comments will be not limited to these comments but the entire
comments during the meeting. Draw new elevations to show additional elements of
interest on the east and west elevations, following more of a historic theme. Address
the roll up door issues to help tie it into the historic theme. A new landscape plan
needs to be drawn to reflect the foresters plans and comments. The new windows
on the addition shall match the styles of the existing windows. The trash enclosure,
provide some elevations and material samples. New lighting cut sheets will need to
be provided for approval. Work with the City staff regarding options for code
variations on the parking, as well as work with City staff regarding the relocation or
assimilation of the cooler. Seconded by Barnes. ALL AYE...MOTION CARRIES.
C. DR-07-07MOD - Two Buildine: Wall Sie:ns and One Monument Sie:n for Bank of
the Cascades - Bank of the Cascades: Bank of the Cascades, represented by Darryl
Cox with Carlson Sign, is requesting design review approval to construct two (2)
externally illuminated building wall signs and one (1) monument sign. The site is
located on the northeast comer of East State Street and Hill Road at 1101 East
Winding Creek Drive.
This item was moved to the consent agenda and approved.
