DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session September 27, 2007, Vice-Chairman Grubb
presiding.
1. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, WRIGHT,
WHITTAKER, BUTLER, COUNCIL LIAISON BASTIAN. ABSENT:
MCCULLOUGH, BARNES, WEBER. A quorum is present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of September 13,2007.
B. Findine: of Fact and Conclusions of Law for DR-33-07 - Common Area
Landscapine: within Eae:le Gateway South Subdivision - Cornerstone LLC:
Cornerstone LLC, represented by Walter Lindgren with Johnson Architects, is
requesting design review approval of the common area landscaping within Gateway
South Subdivision. The site is located on the southeast corner of East Riverside Drive
and State Highway 44 at 1650 East Riverside Drive.
C. Findine: of Fact and Conclusions of Law for DR-46-07 - Two StOry Multi-tenant
RetaillOffice/Residential Buildine: - Old Town I. LLC: Old Town I, LLC,
represented by James Gipson with James Gipson and Associates, is requesting design
review approval to construct a 5, III-square foot two story multi-tenant
retail/office/residential building. The 0.18-acre site is located on the west side of
South 2nd Street approximately 150-feet south of East State Street at 65 South 2nd
Street.
D. Findine: of Fact and Conclusions of Law for DR-47-07 - Master Sie:n Plan for a
Multi-tenant RetaillOffice/Residential Buildine: - Old Town I. LLC: Old Town I,
LLC, represented by Heather Pascua with Life Style Interiors, is requesting design
review approval of the master sign plan for a multi-tenant retail/office/residential
building. The 0.18-acre site is located on the west side of South 2nd Street
approximately 150- feet south of East State Street at 65 South 2nd Street.
E. Findine: of Fact and Conclusions of Law for DR-55-07 - Multi-tenant Office
Buildine: - J&S Properties. LLC: J&S Properties LLC, represented by Bob Niblett

is requesting design review approval to construct a 4,059-square foot, single-story,
multi-tenant office building. The site is located on the north side of East State Street
approximately 278-feet east of East Hill Road within Winding Creek East
Subdivision at 1155 East Winding Creek Drive (Lot 4, Block 1 ,Winding Creek East
Subdivision).
Mr. Butler will abstain from voting.
Grubb moves to approve the consent agenda as written, items 3A, 3B, 3C, 3D and
3E. Seconded by Wright. ALL A YE...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR-53-07 - Sine:le-tenant Office Buildine: within Castlebury West Business
Park - Steed Construction: Steed Construction, represented by Stan Cole with
Steed Construction, is requesting design review approval to construct a 7,800-square
foot single story, single-tenant office building. The 0.62-acre site is located on the
northwest corner of West Chinden Boulevard (SH 20/26) and North Meridian Road at
6615 North Meridian Road (within Castlebury West Business Park). This item was
continuedfrom the September 13, 2007 meeting.
Stan Cole, 1250 E. Iron Eagle Drive, Eagle, reviews changes made to application.
Staff member Vanegas reviews modifications. Board discussion. Mr. Butler will
abstain from voting on this item.
Grubb moves to approve DR-53-07 - Single-tenant Office Building within
Castlebury West Business Park with the site specific and standard conditions of
approval as written:
Site specific condition #6: Applicant to submit color samples for stucco and roofing
material to be approved by staff and one member of the Design Review Board.
Site specific condition #7: Applicant to submit revised drawing showing roof
drainage as well as shingles behind the arch at the entry.
Site specific condition #8 The Board approves the drawings with the previous
modifications as stated, date stamped, 9/20/07, building elevation #1.
Site specific condition #9: All the added features of building elevation #1 will be
carried to all four sides of the building. Seconded by Whittaker. Discussion.
Modify site specific condition #6: Add also provide sample of shingles and color.
Modify site specific condition #7: Under the eve at entry replace with the word
arch. Second concurs. ALL A YE...MOTION CARRIES.

B. DR-54-07 - Two Buildine: Wall Sie:ns for Oasis Medical Center - Steed
Construction: Steed Construction, represented by Golden West Advertising, is
requesting design review approval to construct two (2) building wall signs for the
Oasis Medical Center Building. The 0.62-acre site is located on the northwest corner
of West Chinden Boulevard (SH 20/26) and North Meridian Road at 6615 North
Meridian Road (within Castlebury West Business Park). This item was continued
from the September 13, 2007 meeting.
Grubb moves to approve DR-54-07 - Two Building Wall Signs for Oasis Medical
Center as written. Seconded by Wright. Butler abstains. ALL A YE...MOTION
CARRIES.

Grubb moves to continue DR-56-07 - Master Sign Plan for a Multi-tenant Office
Building to the next regularly scheduled meeting with the following direction to the
applicant:

Provide revised monument sign that meets all codes for sizing. Provide sign that
shows all colors including backgrounds as anticipated to be build and provide
revised drawing showing tile cap with comments from tonight. Seconded by

engineering on file. Handmade ale units not screened by landscaping. EASD
book and code changes that may need to be made.
