DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session, March 8, 2007, Vice-Chairman Grubb
presiding.
I. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:05 p.m.
2. ROLL CALL: The following members were present: GRUBB, BARNES, WRIGHT,
WEBER, WHITTAKER. ABSENT: MCCULLOUGH, MACDONALD, COUNCIL
LIAISON BASTIAN. A quorum is present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of February 22, 2007.
B. Findings of Fact and Conclusions of Law for DR-OI-07 - Common Area
Landscaping within Lonesome Dove Subdivision - Lonesome Dove. LLC:
Lonesome Dove, LLC, represented by Walter Lindgren with Johnson Architects, is
requesting design review approval for the common area landscaping within Lonesome
Dove Subdivision. The site is located on the south side of East Riverside Drive at
1505 East Riverside Drive.
C. Findings of Fact and Conclusions of Law for DR-137-06 - Common Arca
Landscaping for Cabra Creek Subdivision - Donald and Tricia Flvnn: Donald
and Tricia Flynn, represented by Shawn Nickel with SLN Planning, Inc., are
requesting design review approval of the common area landscaping within Cabra
Creek Subdivision. The site is located on the west side of North Linder Road
approximately 1400-feet north of State Highway 44 at 341 and 499 North Linder
Road.
Barnes moves to accept the consent agenda as written, items 3A, 3B and 3C.

5. NEW BUSINESS:
A. DR-IO-07 - Eagle United Methodist Church - Eagle United Methodist Church:
Eagle United Methodist Church, represented by Cole and Poe Architects, is
requesting design review approval for a 23,500-square foot building expansion. The
4.63-acre site is located on the west side of Eagle Road and Y2-mile north of State
Street at 651 North Eagle Road.
Barnes moves to continue DR-1O-07 - Eagle United Methodist Church to the ncxt
regularly scheduled Design Review Board meeting, 3/22/07. Sccondcd by Wright.

B. DR-3-07 - Idaho Velodrome within Eagle Sports Community Park - City of
Eagle: The City of Eagle, represented by Doug Russell with The Land Group, Inc., is
requesting design review approval to construct a velodrome bicycle track within the
Eagle Sports Community Park. The 33.65-acre side is located near the northeast
corner of Horseshoe Bend Road and Floating Feather Road at 3151 Goose Creek
Road.
The applicant's representative is not present. Staff member Williams reviews the
application. Board discussion.
Grubb moves to approve DR-3-07 - Idaho Velodrome within Eaglc Sports
Community Park with the site specific and standard conditions of approval with thc
following modifications:
Site specific condition #6: Provide more detail with reference to the Rcd Fescu
Hatching detail on sheet L1.3.
Site specific condition #7: Increase seeding application to 25-30 lbs per acre.
Site specific condition #8: Provide elevations on contour lines on sheet L1.3.
Secondcd by Barnes. Discussion. Grubb wants to add that these conditions are to
be approved by staff and one member of the Design Review Board.

C. DR-04-07 - Multi-tenant Office Building - Gale Poolev: Gale Pooley is requesting
design review approval to construct a I ,872-square foot multi-tenant office building.
The 0.18-acre site is located on the south side of Winding Creek Drive approximately
430-feet west of Hill Road at 979 Winding Creek Drive.
Wright would like to note on the record that she is acquainted with Mr. Pooley.

member Williams reviews the application. Board discussion.
Grubb moves to continue DR-04-07 - Multi-tenant Office Building to the ncxt
regularly scheduled Design Review Board meeting, 3/22/07, with the site spccific and
standard conditions of approval with the following modifications:
Site specific condition #2: At the end of 1 sl sentence, aftcr down spouts, add and
colors.

Site specific condition #8: Incorporate City Forester recommendations in the letter
dated 2/23/07 into the landscape plan.
Site specific condition #9: Provide details on color and pattern on stampcd concretc.
Site specific condition 10: Provide more landscape screening around air
conditioning and utility meter.
Site specific condition #11: Provide metal edging between sod and planting beds.
** Add as a note to reconsider the small areas of sod.

D. DR-05-07 - Master Sign Plan for a Multi-tenant Office Building - Gale Poolcy:
Gale Pooley is requesting design review approval of a master sign plan for a multi-
tenant office building. The 0.18-acre site is located on the south side of Winding
Creek Drive approximately 430-feet west of Hill Road at 979 Winding Creek Drive.
Grubb moves to continue DR-05-07 - Master Sign Plan for a Multi-tenant Office
Building. Seconded by Wright. ALL AYE.. .MOTION CARRIES.
E. DR-06-07 - Bank Facility with Three Drive-up Service Lanes - Farmers and
Merchants: Farmers and Merchants, represented by David Glancey with BRS
Architects, is requesting design review approval to construct a 3,327-square foot bank
facility with three drive-up service lanes. The site is located on the northeast corner
of East State Street and Hill Road at 110 I East Winding Creek Drive.
David Glancey with BRS, 1010 S. Allante Place, Boise, reviews the application. Staff
member Williams has nothing further to add.
Grubb moves to approve DR-06-07 - Bank Facility with Three Drivc-up Service
Lanes with the site specific and standard conditions of approval with the following
modifications:
Site specific condition #8: Provide revised color for the store front windows and
gutters to be a more toned down green, to be approved by staff and 2 mcmbers of
the Design Review Board.
Site specific condition #9: Provide samples of stone to bc approved by staff and onc
member of the Design Review Board.
Site specific condition #10: Provide a revised landscape plan showing planting
species on the berm and sizes to be approved by staff and onc membcr of thc Dcsign
Review Board.

F. DR-07-07 - Building Wall Signs and Monument Sign for Farmers and Merchants
Bank - Farmers and Merchants: Farmers and Merchants, represented by David
Glancey with BRS Architects, is requesting design review approval of two building
halo illuminated building wall signs and one monument sign for the Farmers and
Merchants Bank facility. The site is located on the northeast corner of the East State
Street and Hill Road at 1101 East Winding Creek Drive.

Grubb moves to continue DR-07-07 - Building Wall Signs and Monument Sign for
Farmers and Merchants Bank with the site specific and standard conditions of
approval to the next regularly scheduled Design Review Board meeting with the
following recommendations to the applicant:
Provide color samples of all materials that will be used on all signs. Incorporate the
building signage into the building architecture, possibly thc use of some wrought
iron on the sides to add architectural interest. Review the code, in rcfercnce
specifically to the cabinet sign, the metal background is not what we a looking for on
that signage. Use building materials and apply the signage to that. Nced a sample
of the keystone wall color and scale of the sign. Seconded by Barnes. ALL
AYE...MOTION CARRIES.
G. DR-08-07 - Common Area Landscaping within Countrvland Subdivision -
Countrvland Subdivision: JLJ Enterprises, Inc, represented by Jeremy Ainsworth
with The Land Group, Inc., is requesting design review approval for the landscaping
within Countryland Subdivision. The site is located on the north side of State
Highway 44 approximately 'I.-mile West of Ballantyne Lane at 2556 West State
Street.
Phil Hull with The Land Group, 462 E Shore Drive, Eagle, Idaho reviews the application.
Staff member Alvord reviews the application. Discussion with staff member Williams.
Board discussion.
Grubb moves to approve DR-08-07 - Common Area Landscaping within
Countryland Subdivision with the site specific and standard conditions of approval
with the following modifications:
Site specific condition #2: At the end of condition, rcmove thc words submittal of
and insert signing of the final plat.
Sitc specific condition #7: Strike.
Site specific #8: Strike.
Site specific condition #11: Provide details of curb and gutter to be rcvicwed by
staff and one member of the Design Review Board prior to the signing of thc final
plat.
Site specific condition #12: Provide details on drainage to be approved by staff and
one member of the Design Review Board prior to signing the final plat.
Site specific condition #13: Please work with ACHD for approval to install a spccd
bump.
Site specific condition #14: Use feeder street that is connectcd currently to Statc
Street as construction access for this project.

Site specific condition #15: If new pump facility is to be constructed it is to bc of a
low profile structure type with heavy landscape screening and colored in the carth
tones to be approved by staff and one member of the Design Review Board.
Site specific condition #16: Incorporate the City Foresters letter dated 2/20/07 into
the landscape plan to be reviewed by the City Forester and staff.
Site specific condition #17: Provide a revised canopy structure to be more
aesthetically pleasing and more substantial to be approved by staff and one mcmbcr
of the Design Review Board.
Seconded by Barnes. Discussion with staff.
Grubb amends the motion to change signing of final plat to prior to approval of
final plat in site specific conditions, except for site specific condition #2.
The Design Review Board recommends to the Council that the applicant should not
have to replace the caliper inches in trees where the ACHD strcets will bc conncctcd.

H. DR-09-07 - Common Area Landscaping within Eagle Creek Wcst - J. L. J.
Enterprises, Inc.: J. L. J. Enterprises, Inc., represented by Phil Hull with The Land
Group, Inc., is requesting design review approval for the common area landscaping
within Eagle Creek West. The site is located on the west side of North Linder Road
approximately 1,640-feet north of State Highway 44 at 839 North Linder Road.

member Williams reviews the application. Board discussion.
Grubb moves to approve DR-09-07 - Common Arca Landscaping within Eaglc
Creek West with the site specific and standard conditions of approval with the
following modifications:
Site specific condition #2: At the end of the condition remove submittal and insert
signing.
Site specific condition #4: At the end of condition remove signing and insert
approval.
Site specific condition #5: At the end of condition remove signing and insert
approval.
Site specific condition #7: In the beginning insert if needed and continue on.
Site specific condition #11: Provide revised design for canopy for re-submittal for
approval by staff and one member of the Design Review Board. Canopy to be morc
architecturally pleasing and substantial.
Site specific condition #12: Provide concrete or metal edging between grass and
planting beds.
Site specific condition #13: Incorporate into the landscape plan the City Forester
letter dated 2/21/07, with the exception of the issue of trees encroaching on Linder to

be approved by staff and one member of the Design Review Board. Seconded by
Barnes.
