DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session February 22, 2007, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB,
BARNES, WRIGHT, MACDONALD. MY AC member is also present. ABSENT:
WEBER, WHITTAKER, COUNCIL LIAISON BASTIAN. A quorum is present.
3. CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findinl!s of Fact and Conclusions of Law for DR-02-07 - Common Area
Landscapinl! within Overton Acres Subdivision - William and Wanda Overton:
William and Wanda Overton, represented by Richard Beck with SLN Planning, Inc.,
is requesting design review approval for the common area landscaping within Overton
Acres Subdivision. The 4.66-acre site is located on the west side of North Locust
Grove Road approximately 1,000 feet north of Chinden Boulevard at 6799 North
Locust Grove Road.
Grubb moves to approve the consent agenda as written, items 3A and 3B. Seconded
by Wright. ALL A YE...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR-OI-07 - Common Area Landscapinl! within Lonesome Dove Subdivision -
Lonesome Dove, LLC: Lonesome Dove, LLC, represented by Walter Lindgren with
Johnson Architects, is requesting design review approval for the common area
landscaping within Lonesome Dove Subdivision. The site is located on the south side
of East Riverside Drive at 1505 East Riverside Drive. This item was continued {rom
the February 8'h, 2007 meeting. .
Paul Norberg, project landscape architect, 6001 W. State Street, Boise, Idaho reviews the
application. Board discussion. Staff member Cerda has nothing further to add.

McCullough moves to approve DR-OI-07 - Common Area Landscaping within
Lonesome Dove Subdivision with the site specific and standard conditions of
approval with the following addition of site specific conditions:
Site specific condition #11: The Design Review Board accepts and approves the new
landscape plan provided by the applicant, date stamped 2/14/07.
Site specific condition #12: A meeting will be set up between the landscape architect
and the City Forester where a new plan will be provided to show more diversity on
the southern end of the property. The City Forester will provide the final approval
of the diversity plan.
Seconded by MacDonald. ALL AYE...MOTION CARRIES.
5. NEW BUSINESS:
A. DR-137-06 - Common Area Landscaping for Cabra Creek Subdivision - Donald
and Tricia Flvnn: Donald and Tricia Flynn, represented by Shawn Nickel with SLN
Planning, Inc., are requesting design review approval of the common area landscaping
within Cabra Creek Subdivision. The site is located on the west side of North Linder
Road approximately 1400-feet north of State Highway 44 at 341 and 499 North
Linder Road.
Richard Beck, with SLN planning, 148 N. Second Street, Eagle, reviews the application.
Staff member Cerda reviews the application. Board discussion.
McCullough moves to approve DR-137-06 - Common Area Landscaping for Cabra
Creek Subdivision with the site specific and standard conditions of approval with
the following addition of site specific conditions:
Site specific condition #12: Material samples of the 6 ft. cultured stone wall shall be
provided to staff and one member of the Design Review Board for approval.
Site specific condition #13: Cross sections of the two detention ponds will be
provided showing all measurements in three dimension, keeping in mind the design
of the detention ponds should be as broad and as shallow as possible. This cross
section will be approved by staff and one member of the Design Review Board.
Site specific condition #14: A new landscape plan will be provided showing the
grading and drainage for the water access to the detention ponds. This grading and
drainage plan will be approved by staff and one member of the Design Review
Board. Seconded by MacDonald. ALL A YE...MOTION CARRIES.
