DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session December 14, 2006, Vice-Chairman Grubb
presiding.
I. CALL TO ORDER: Vice-Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, WRIGHT,
WHITTAKER. ABSENT: MCCULLOUGH, BARNES, MACDONALD, WEBER,
COUNCIL LIAISON BASTIAN. A quorum is present. Council Liaison Bastian arrives
late.
3. CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
Representative for items 3C and 3D, Jim Murray would like to pull these items off of the
consent agenda. These items will be placed under unfinished business as items 4B and
4C. Grubb would like to remove item 3E from the consent agenda. It will be added to
unfinished business as item 4A.

B. Findine:s of Fact and Conclusions of Law for DR-41-04 MOD - Master Sie:n Plan
for a Multi-tenant Commercial Buildine: - Yesterday Properties, LLC: Yesterday
Properties, LLC, represented by Shawn Nickel with SLN Planning, Inc., is requesting
design review approval of a master sign plan for a multi-tenant commercial building.
The application includes the approval of a building wall sign for Briano's Home
Decor and Eagle Babies Childcare. The site is located on the west side of North Eagle
Road approximately 600-feet north of State Street at 223 North Eagle Road.
C. Findine:s of Fact and Conclusions of Law for DR-I04-06 - Convert Apartment
Buildine:s Into Residential Condominiums - 727 East State Street: 727 East State
Street, LLC, represented by James G. Murray, AlA with CHSQA, is requesting design
review approval to convert ten apartment buildings into 88 residential condominiums
and construct a I ,387-square foot clubhouse facility. The site is located on the south
side of East State Street, approximately 160-feet west of Palmetto Avenue at 727 East
State Street.

The sign will be located on the south side of East State Street approximately 160-feet
west of Palmetto A venue at 727 East State Street.

Landscavine: within Sylvan Woods Subdivision - Svlvan Wood I, LLC: Sylvan
Wood I, LLC, represented by Phil Hull with The Land Group, Inc., is requesting
design review approval of the common area landscaping within Sylvan Woods
Subdivision. The site is generally located on the southwest corner of North
Ballantyne Lane and West Floating Feather Road at 843 North Ballantyne Lane.
F. Findine:s of Fact and Conclusions of Law for DR-I07-06 - Two Multi-tenant
Retail Buildine:s - Jason Mayer: Jason Mayer is requesting design review approval
to construct two multi-tenant retail buildings. The site is located on the north side of
West State Street approximately 400-feet east of Hill Road within Winding Creek
East (Lots 4 and 5, Bock 1) at 1155 and I 193 East Winding Creek Drive.
G. Findine:s of Fact and Conclusions of Law for DR-I08-06 - Master Sie:n Plan for
Two Multi-Tenant Retail Buildine:s - Jason Mayer: Jason Mayer is requesting
design review approval of a master sign plan for two multi-tenant retail buildings.
The site is located on the north side of East State Street approximately 350-feet east
of Hill Road within Winding Creek East (Lots 4 and 5, Bock I) at 1155 and I 193 East
Winding Creek Drive.
H. Findine:s of Fact and Conclusions of Law for DR-I09-06 - Entry Feature and
Monument Sie:n for Lae:una Pointe Subdivision - CSHQA Architects: Laguna
Pointe, LLC, represented by James G. Murray with CSHQA Architects, is requesting
design review approval of an entry structure and monument sign for Laguna Pointe
Subdivision. The site is located on the east side of South Eagle Road approximately
4,000-feet north of Chinden Boulevard at 2260 South Eagle Road.
Grubb moves to approve the consent agenda as items 3A, 3B, 3F, 3G and 3H as

4. UNFINISHED BUSINESS:
A. Findine:s of Fact and Conclusions of Law for DR-I06-06 - Common Area
Landscapine: within Sylvan Woods Subdivision - Svlvan Wood I, LLC: Sylvan
Wood I, LLC, represented by Phil Hull with The Land Group, Inc., is requesting
design review approval of the common area landscaping within Sylvan Woods

Grubb moves to revise DR-I06-06 with the addition of site specific condition #17 as
follows: Provide a revised landscape plan showing the 9 ft. wide compacted gravel

shoulder adjacent to Floating Feather to be used as a pedestrian pathway. The
revised landscape plan shall be reviewed and approved by staff prior to the City
accepting a final plat application for this site. Seconded by Wright. ALL

B. Findine:s of Fact and Conclusions of Law for DR-104-06 - Convert Avartment
Buildine:s Into Residential Condominiums - 727 East State Street: 727 East State
Street, LLC, represented by James G. Murray, AlA with CHSQA, is requesting design

Idaho Street approximately 200-feet east of Eagle Road at 172 East Idaho Street. Staff
is requesting this item be remanded to staff.
Grubb moves to remand this item back to staff. Seconded by Wright. ALL

Architects, is requesting design review approval to construct an 8,370-square foot
multi-tenant retail/restaurant building. The site is located on the southeast comer of
Hill Road and East Winding Creek Drive within Winding Creek East (Lot I, Block I)
at 1117 East Winding Creek Drive.

Grubb moves to approve DR-121-06 - Multi-tenant RetailIRestaurant Building-
Retail Development NA, LLC with the site specific and standard conditions of
approval as written with the following additions to the site specific conditions:
Site specific condition #7: Provide detailed cut sheets for the patio fountain to be
approved by one member of the Design Review Board and staff prior to issuance of
a building permit.
Site specific condition #8: Provide specifications on plaza and details on plaza
concrete to be approved by one member of the Design Review Board and city staff
prior to issuance of a permit.
Site specific condition #9: Provide specifications and details on borders between
planters and grass area to be reviewed by one member of the Design Review Board
and staff.
Site specific condition #10: Provide note on plans indicating no spray on the
building.
Site specific condition #11: Colors HC-51 and HC-110 to be toned down and to be
approved by one member of the Design Review Board and staff prior to issuance of
building permit.
Site specific condition #12: Show roof drainage systems indicating type and color of
roof drainage to be reviewed and approved by one member of the Design Review
Board prior to issuance of a building permit.
Add to site specific condition #8: Provide cut sheets and details on the wall seating.

standard conditions of approval. Seconded by Whittaker. Discussion. Grubb
moves to amend the motion, adding site specific condition #6: The new monument
sign shall match in color the approved building colors. Second concurs. ALL

E. DR-125-06 - Multi-tenant Office Buildine: - Dave Evans Construction: Dave
Evans Construction, represented by Travis Burrows, is requesting design review
approval to construct a 3,750-square foot multi-tenant office building. The site is
located on the south side of East Iron Eagle Drive at 1205 East Iron Eagle Drive.
Travis Burrows, 7761 W. Riverside Drive, Boise, reviews the application. Board
discussion.
Grubb moves to continue DR-125-06 - Multi-tenant Office Building - Dave Evans
Construction to the next regularly scheduled meeting, 12/28/06, with some direction
for the applicant. Eliminate the arches on the building to more closely follow the
prairie-style, provide a revised landscaping plan that addresses the Dogwoods,
border between sod and planters, specifications on the boulders, color board, a note
on plans indicating no water spray on building, calling out the color of downspouts.

F. DR-126-06 - Master Sie:n Plan for a Multi-tenant Office Buildinl!: - Dave
Evans Construction: Dave Evans Construction, represented by Travis Burrows,
is requesting design review approval of a master sign plan for a multi-tenant office
building. The site is located on the south side of East Iron Eagle Drive at 1205
East Iron Eagle Drive.
Grubb moves to continue DR-126-06 - Master Sign Plan for a Multi-tenant Office
Building - Dave Evans Construction to the 12/28/06 meeting. Seconded by Wright.
