DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session September 28, 2006, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6: 15 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, BARNES,
WRIGHT, WEBER. A quorum is present. ABSENT: GRUBB, MACDONALD,
COUNCIL LIASON BASTIAN.
***Note: Stanger was listed on the agenda, but is no longer a member of the Board.
3. CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of September 14, 2006.
B. Findings of Fact and Conclusions of Law for DR-84-06 - Common Area
Landscaping within Lighthouse Subdivision - Rinconada Development:
Rinconada Development, represented by Eric Jensen with Jensen Belts Associates,
PLLC, is requesting design review approval of the common area landscaping within
Lighthouse Subdivision. The 19.35-acre site is located on the south side of West
Beacon Light Road approximately '1z-mile east of Ballantyne Lane at 1101 West
Beacon Light Road.
C. Findings of Fact and Conclusions of Law for DR-89-06 - Common Area
Landscaping within Lakemoor Subdivision No.3 - BW Eagle. LLC: BW Eagle,
LLC, represented by Talena Dovel with The Land Group, Inc., is requesting design
review approval of the common area landscaping within Lakemoor Subdivision No.
3. The 11.25-acre site is located on the east side of Eagle Road approximately 1/4-
mile north of Chinden Boulevard.
Barnes moves to accept the consent agenda as written, including items 3A, 3B and
3C. Seconded by Wright. ALL A YE...MOTION CARRIES.

S. NEW BUSINESS:
A. DR-57-06 - Common Area Landscaping, Residential Townhouse and
Condominiums within The Lofts at Eagle River Subdivision - Sea 2 Sea: Sea 2
Sea, represented by James Murray with CSHQA, is requesting design review approval
to construct 27 -townhouse and condominiums consisting of 214-residential units, and
the common area landscaping within The Lofts at Eagle River Subdivision. The 24.1-
acre site is located on the south side of East Riverside Drive approximately I,SOO-feet
west of Edgewood Lane at 827 East Riverside Drive.
Jim Murray, CSHQA, 2S0 S. Sth Street, Boise reviews the application. Staff member
Cerda reviews the application. Board discussion.
McCullough moves to approve DR-57-06 - Common Area Landscaping, Residential
Townhouse and Condominiums within The Lofts at Eagle River Subdivision with
the site specific and standard conditions of approval with the following
modifications to the site specific conditions:
Site specific condition #5: Add right after first sentence: The new plan shall also
address the duplex indicated on the northern boundary of this area.
Site specific condition #9: Strike and replace with: The applicant will maintain the
existing Conifer screen on the northern boundary, if unable to do so, the applicant
will provide a new landscape plan indicating how the northern drive aisle will be
screened. The new plan would be approved by staff and one member of the Design
Review Board.
Site specific condition #11: Strike and replace with: The applicant has indicated
that there will be no wooden or high maintenance fencing installed on site.
Site specific condition #14: Strike and replace with: The applicant has indicated
that the driveway parking shall go towards the parking count for the entire project.
The Design Review Board supports this concept.
Site specific condition #19: A new landscape plan will be provided indicating all
Evergreens identified for their planting height at installation. This plan will be
approved by staff.
Site specific condition #20: The Design Review Board accepts the materials and
color samples for the project as indicated tonight.
Site specific condition #21: The Design Review Board feels more information is
needed with regard to the existing plant material on site to be removed. The Board
supports the City Forester and accepts the letter presented tonight. The Design
Review Board fully supports the concept of NOT requiring the applicant to replace
caliper inch per caliper inch removed and challenges the architect to come back
with a plan for mitigation and compromise when more information is available.
This plan will be approved by staff and two members of the Design Review Board.
Site specific condition #22: A new landscape plan will be provided indicating the
new pathways presented tonight, showing how the landscape will be modified

accordingly. This plan will be approved by staff and one member of the Design
Review Board.
Site specific condition #23: The Design Review Board is in support of this project
and is happy with the building designs, but understands that City Code is requiring
the buildings to be 35 ft. The Design Review Board would like to offer direction to
City Council in regard to this element. The Board feels that a height exception is
warranted and should be allowed, but is offering a challenge to the architect to come
up with a compromise to get the buildings closer to the current maximum height
within the City of Eagle of 45 ft.

B. DR-58-06 - Three Monument Signs for The Lofts at Eagle River Subdivision -
Sea 2 Sea: Sea 2 Sea, represented by James Murray with CSHQA, is requesting
design review approval to construct three monument signs at the entrances to The
Lofts at Eagle River Subdivision. The 24. I-acre site is located on the south side of
East Riverside Drive approximately I,SOO-feet west of Edgewood Lane at 827 East
Riverside Drive.

McCullough moves to accept DR-58-06 - Three Monument Signs for The Lofts at
Eagle River Subdivision with the site specific and standard conditions of approval
with the following modifications to the site specific conditions of approval:
Site specific condition #1: Strike and replace with: The Design Review Board
accepts the height exception for the monument sign and accepts the elevation as
presented.
Site specific condition #6: If any "way finding" sign age system is to be installed,
elevations and details will first be provided to staff and one member of the Design
Review Board for approval.
Site specific condition #7: The plant material within the hanging pots on the sign age
will be required to have an automatic watering system.
Site specific condition #8: The applicant will provide a new elevation indicating
other options for the font on the sign. This new font will be approved by staff and
one member of the Design Review Board.
Site specific condition #9: Material samples and details showing how the lettering
will be attached and indicating dimensions will be provided to staff and one member
of the Design Review Board for approval.

Site specific condition #10: A new landscape plan will be drawn showing an
enlarged basin to contain the splashing of the water in the water feature, to be
approved by staff and one member of the Design Review Board.

Subject: The Lofts tree removal mitigation
On our meeting of September 6, 2006, we discussed the overall building site of The
Lofts. Regarding tree removal, I would like to separate the trees into two categories of
consideration: 1) native riparian cottonwoods and 2) existing ornamental trees.
1) Native riparian cottonwoods
The existing cottonwood trees number possible thousands and present an impossible
task of individual tree valuation and mapping. There are various degrees of tree
health and structural integrity. One possibility of mitigation for City Council's
consideration is the following:
From Riverside Street, proposed pathways would provide access to the greenbelt.
Currently Sea 2 Sea is not required to landscape the access pathways and the
greenbelt. As mitigation, it would make sense to replace the trees removed by
installing additional landscaping along those corridors. This idea could be further
developed. In the respect that this area is adjacent to a riparian area that is
domain to numerous species of wildlife and also serves as a popular community
recreation area, a re-vegetation plan could be drawn up that focuses on native
vegetation along the greenbelt. Wildlife friendly vegetation with ornamental
features could be installed along the access pathways to provide food sources and
habitat for wildlife. There would need to be some value assigned to the removed
cottonwood stands that provides a guideline of replacement value or quantity.
2) Existing ornamental trees
The ornamental trees existing where construction is proposed will be valued. The
trees in the berm along Riverside Street will be retained. They will try to retain as
many of the existing trees as possible. Due to the fact that they intend to bring in fill
over the entire site, special considerations would have to be made to attempt to save
any trees that would not have to be removed for building construction.
