Minutes - 2006 - Design Review - 04/27/2006 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session April 27, 2006, Chairman McCullough presiding. 1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, STANGER, GRUBB, ZASTROW, BARNES, WRIGHT, MACDONALD. ABSENT: COUNCIL LIAISON BASTIAN. A quorum is present. 3. CONSENT AGENDA. . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of April 13, 2006. B. Findine of Fact and Conclusions of Law for DR-25-06 - Modification to the Common Area Landscapine within Corrente Bello Subdivision - Corrente Bello Estates. LLC: Corrente Bello Estates, LLC, represented by Matthew Adams with The Land Group, is requesting design review approval to modify the central common area within Corrente Bello Subdivision Phase 2. The modification consists of the installation of two (2) ponds, gazebo, pathway and a pedestrian bridge. The site is located on the north side of Floating Feather Road approximately 'i2-mile west of Eagle Road on the west and north sides of Eagle Middle School. C. Findine of Fact and Conclusions of Law for DR-73-05 MOD - Monument Siens for Corrente Bello Subdivision - Gemstar Development: Gemstar Development, represented by Matt Adams with The Land Group, Inc., is requesting design review approval to modify the monument signs for Corrente Bello Subdivision. The site is located on the north side of Floating Feather Road approximately 'i2-mile west of Eagle Road. D. Findine of Fact and Conclusions of Law for DR-26-06 - Special Portable Sien for The Black Pearl - Jamie Harnaeel: The Black Pearl, represented by Jamie Harnagel, is requesting design review approval of a special Portable Sign for a retail business, The Black Pearl. The site is located on the east side of 2nd Street approximately I 25-feet north of East State Street at 52 2nd Street. DR-18-06 - Sinele-Tenant Office Buildine within Windine Creek Subdivision- David Aspitarte: David Aspitarte, represented by James Gipson, is requesting design review approval to construct a 2,894-square foot single-tenant office building. The site is located on the south side of East Winding Creek Drive within Winding Creek Subdivision (Lot 6, Block 2) at 1045 East Winding Creek Drive. This item was continued from the April 13, 2006 meeting. James Gipson, PO Box 219, Eagle reviews the application. Staff member Williams discusses newly received information with the Board. Board discussion. Further discussion with the applicant. McCullough moves to approve DR-18-06 - Single-Tenant Office Building within Winding Creek Subdivision - David Aspitarte with the site specific and standard conditions of approval with the following modifications to the site specifics: The Design Review Board accepts the basis of the new elevations presented this evening 4/27/06 with the following modifications: Site specific condition #11: New elevations will be drawn with all ofthe eves extending one foot further than currently represented, with the exception of the eves over the entrance. It will be represented to extend two feet past the column. The new elevations will show hardy shingle instead of hardy board at the gable ends and the elevations will show the eves to be straight instead of boxed eves. These new elevations will be approved by staff and one member of the Design Review Board. Seconded by Zastrow. Discussion. McCullough amends the motion to strike site specific condition #1 and on site specific condition #8, replace the monetary value of $350 with $400. Second concurs. ALL AYE...MOTION CARRIES. B. DR-19-06Two Buildine Wall Siens for Bionomics - David Aspitarte: David Aspitarte, represented by James Gipson, is requesting design review approval to construct two building wall signs for Bionomics. The site is located on the south side of East Winding Creek Drive within Winding Creek Subdivision (Lot 6, Block 2) at 1045 East Winding Creek Drive. This item was continued from the April 13, 2006 meeting. McCullough moves to approve DR-19-06 Two Building Wall Signs for Bionomics- David Aspitarte with the site specific and standard conditions of approval adding the following: Site specific condition #6: New elevations will be provided showing the dimensions of the sign age. DR-24-06 - Multi-tenant Office Buildine within Great Sky Subdivision No.7 - Barclav Construction LLC: Barclay Construction is requesting design review approval to construct a 2,854-square foot multi-tenant office building. The site is located approximately 160-feet south of Hill Road and 80-feet west of South Wooddale Avenue within Great Sky Subdivision No.7 (Lot 23, Block 11, Great Sky Subdivision No.7) at 225 South Wooddale Avenue. This item was continuedfrom the April 13, 2006 meeting. Janet Tatillian, 4916 Outlook Ave, Boise, reviews the application changes with the Board. Staff comments on changes. Board discussion. Robert Tatillian reviews suggestions made by the Board. Further Board discussion. McCullough moves to approve DR-24-06 - Multi-tenant Office Building within Great Sky Subdivision No.7 - Barclay Construction LLC with the site specific and standard conditions of approval with the following modifications: Site specific condition #5: Replace the monetary value of $350 with $400. Site specific condition #9: New elevations shall be drawn representing the timber element replaced back into the dormers with shingle siding in the background color to match the bulk of the siding of the building. Site specific condition #10: New elevations will be drawn increasing the window size by keeping the head height the same and consistent but extend the bottom of the window down in order to break up the line of the base plane. Site specific condition #11: New elevations will be drawn increasing the roof pitches to a 7-12. Site specific condition #12: All new elevations will be approved by staff and two members of the Design Review Board. Seconded by Zastrow. Discussion. McCullough amends the motion to add site specific condition #13. Site specific condition #13: The material samples and landscape plan are approved as presented this evening. Second concurs. Please understand that we are quite aware that this design is not is strict and complete compliance with any permitted style;however,we believe that the design presented is in substantial compliance with the intent of the Design Review ordinance, and is considerably more compliant that several other recent projects. We have chosen to modify the original design to be an interpretation of the permitted "Craftsman"style, 1890-1920.The major elements are : 1) A `Bungalow' facade. 2) Horizontal wood siding with heavy wood trim. 3) A wide porch inset beneath the main roof,with pedestal-like tapered columns on a stone faced base. We would prefer the full-height stone posts,but the tapered columns are more in keeping with the Craftsman style 4) No balcony. 5) A low(6/12)roof with wide overhanging eaves. There are major gables, but the main roof is a hip roof,in accordance with the top photograph on page 25 of the Eagle DR Manual. There are decorative braces and beams under the overhangs. 6) No towers. 7) Tapered square columns supporting the porch roof. 8) 4-over-1 sash(single hung)windows. 9) No prominent chimney 10) Wood exterior doors. 11) Horizontal(one-story)design. 1 12) The design could be seen as"square and simple"rather than ornate. 13) Mixed materials, stone and woodwork. 14) Porch lanterns hang as sconces. In response to Design Review input,we have modified the rear(toward Winding Creek) wall to include a gabled larger window. Further,please understand that the stone color for the wainscot will vary somewhat from the sample, since individual stones vary considerably in color. We believe the design is in compliance with the Design Review requirements, and will be a complement to the neighborhood and the City.
