DESIGN REVIEW BOARD
MINUTES

The Design Review Board met in regular session April 13, 2006, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:05 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
GRUBB, ZASTROW, BARNES, WRIGHT. ABSENT: COUNCIL LIAISON
BASTIAN, MACDONALD. A quorum is present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of March 23, 2006.
B. Findine: of Fact and Conclusions of Law for DR-I-OS MOD - Monument Sie:n for
Zen Bento - ZB Eae:le, LLC: ZB Eagle, LLC, represented by Rene lwamasa, is
requesting design review approval to construct a monument sign for Zen Bento. The
site is located approximately 100-feet east of 2nd Street on the north side of East State
Street at 342 East State Street.
C. Findine: of Fact and Conclusions of Law for DR-IO-06 - One Multi-Tenant Retail
Buildine: and Bank Facility - Mountain West Bank: Mountain West Bank,
represented by Andrew Erstad with Erstad Architects, is requesting design review
approval to construct one 10,370-square foot multi-tenant retail building and one
4,290-square foot bank facility. The site is located on the southwest comer of East
Iron Eagle Drive and Edgewood Lane within Merrill Subdivision No.1 (formerly
Rocky Mountain Business Park) at 1539 East Iron Eagle Drive.
D. Findine: of Fact and Conclusions of Law for DR-ll-06 - Master Sie:n Plan for a
Sine:le-Tenant Buildine: and a Multi-Tenant Retail Buildine: - Mountain West
Bank: Mountain West Bank, represented by Andrew Erstad with Erstad Architects,
is requesting design review approval of a master sign plan for a single-tenant building
and a multi-tenant retail building. The site is located on the southwest comer of East
Iron Eagle Drive and Edgewood Lane within Merrill Subdivision No.1 (formerly
Rocky Mountain Business Park) at 1539 East Iron Eagle Drive.

4. UNFINISHED BUSINESS:
A. DR-I8-06 - Sine:le-Tenant Office Buildine: within Windine: Creek Subdivision-
David Aspitarte: David Aspitarte, represented by James Gipson, is requesting
design review approval to construct a 2,894-square foot single-tenant office building.
The site is located on the south side of East Winding Creek Drive within Winding
Creek Subdivision (Lot 6, Block 2) at 1045 East Winding Creek Drive. This item was
continuedfrom the March 23, 2006 meeting.
Barnes moves to continue DR-I8-06 - Single-Tenant Office Building within
Winding Creek Subdivision - David Aspitarte until the next regularly scheduled
meeting 4/27/06. Seconded by Zastaw. ALL A YE...MOTION CARRIES.
B. DR-I9-06 - Two Buildine: Wall Sie:ns for Bionomics - David Aspitarte: David
Aspitarte, represented by James Gipson, is requesting design review approval to
construct two building wall signs for Bionomics. The site is located on the south side
of East Winding Creek Drive within Winding Creek Subdivision (Lot 6, Block 2) at
1045 East Winding Creek Drive. This item was continuedfrom the March 23, 2006
meeting.
Barnes moves to continue DR-I9-06 - Two Building Wall Signs for Bionomics-
David Aspitarte until the next regularly scheduled meeting on 4/27/06. Seconded by
Wright. ALL A YE...MOTION CARRIES.
5. NEW BUSINESS:
A. DR-24-06 - Multi-tenant Office Buildine: within Great Sky Subdivision No.7 -
Barclav Construction LLC: Barclay Construction is requesting design review
approval to construct a 2,854-square foot multi-tenant office building. The site is
located approximately 160-feet south of Hill Road and 80-feet west of South
Wooddale Avenue within Great Sky Subdivision No.7 (Lot 23, Block 11, Great Sky
Subdivision No.7) at 225 South Wooddale Avenue.
Janet Tatillian, 4916 Outlook Ave, Boise, reviews the application. Staff member Cerda
reviews the application. Board discussion.
McCullough moves to continue DR-24-06 - Multi-tenant Office Building within
Great Sky Subdivision No.7 - Barclay Construction LLC to 4/27/06 with the
following direction:
New elevations shall be drawn showing enlarged dormers over the doors including a
stone wainscot along the base of the building as well as new color scheme that
compliments the existing buildings but creates its own identity. The roof color can
remain the same. Identify more clearly the beam material and color over the doors
and a new landscape plan shall be drawn with more plant material to east side of
the building. Seconded by Zastrow. Discussion. ALL A YE...MOTION CARRIES.

B. DR-2S-06 - Modification to the Common Area Landscapine: within Corrente
Bello Subdivision - Corrente Bello Estates, LLC: Corrente Bello Estates, LLC,
represented by Matthew Adams with The Land Group, is requesting design review
approval to modify the central common area within Corrente Bello Subdivision Phase
2. The modification consists of the installation of two (2) ponds, gazebo, pathway and
a pedestrian bridge. The site is located on the north side of Floating Feather Road
approximately Y2-mile west of Eagle Road on the west and north sides of Eagle
Middle School.
Matt Adams, 462 E. Shore Drive with the Land Group reviews the application. Staff
member Cerda reviews the application. Board discussion.
McCullough moves to approve DR-2S-06 - Modification to the Common Area
Landscaping within Corrente Bello Subdivision - Corrente Bello Estates, LLC with
the site specific and standard conditions of approval with the following
modifications:
Site specific condition #10: A new elevation and details will be provided of any
pump house structures to be installed on site with materials complimenting the
gazebo structure and this elevation and detail will be approved by staff and one
member of the Design Review Board.
Site specific condition #11: The applicant will provide a detail of safety fencing or
another creative method near the tot lot to help separate these two elements and to
provide safety for the children from exposure to the pond. This detail will be
approved by staff and one member of the Design Review Board. Seconded by
Barnes. ALL AYE...MOTION CARRIES.
C. DR-73-0S MOD - Monument Sie:ns for Corrente Bello Subdivision - Gemstar
Development: Gemstar Development, represented by Matt Adams with The Land
Group, Inc., is requesting design review approval to modify the monument signs for
Corrente Bello Subdivision. The site is located on the north side of Floating Feather
Road approximately 12-mile west of Eagle Road.
Matt Adams, 462 E. Shore Drive reviews the application. Staff has nothing to add.
Board discussion.
Stanger moves to approve DR-73-0S MOD - Monument Signs for Corrente Bello
Subdivision - Gemstar Development with the site specific and standard conditions
with the following modifications:
Site specific condition #4: Provide revised elevations of the sign type B cross section
showing the actual height of the berm in relation to the monument sign, to be
approved by staff. Seconded by Zastrow. ALL A YE...MOTION CARRIES.
D. DR-26-06 - Special Portable Sie:n for The Black Pearl- Jamie Harnae:el: The
Black Pearl, represented by Jamie Hamagel, is requesting design review approval of a
special Portable Sign for a retail business, The Black Pearl. The site is located on the
east side of 2nd Street approximately 125-feet north of East State Street at 52 2nd
Street.

The applicant is not present. Staff reviews the application.
Barnes moves to approve DR-26-06 - Special Portable Sign for The Black Pearl-
Jamie Harnagel with the site specific and standard conditions of approval as stated
with the following modifications:
Site specific condition #S: The applicant will provide a revised color rendering
using colors more similar to colors now existing on the building. To be approved by
staff and two members of the Design Review Board.
Site specific condition #6: The new rendition of the proposed sign shall include
dimensions to the lettering as discussed here tonight. These new renderings can be
approved by staff and two members of the Design Review Board. Seconded by
Stanger. ALL AYE...MOTION CARRIES.
