DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session February 9, 2006, Chairman McCullough
presiding.
I. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, ZASTROW,
BARNES, COUNCIL LIAISON BASTIAN. ABSENT: STANGER, GRUBB,
MACDONALD, WRIGHT. A quorum is present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. FindiDl!S of Fact and Conclusions of Law for DR-lOS-OS - Two BuiIdinl!: Wall
Sil!:ns for Evan Hathawav DDS - Dave Evans Construction: Dave Evans
Construction, represented by Travis Burrows, is requesting design review approval to
construct two building wall signs for Evan Hathaway DDS. The site is located on the
south side of East Iron Eagle Drive within Rocky Mountain Business Park No.3.
C. Findinl!:s of Fact and Conclusions of Law for DR-113-0S - Multi-tenant Office
BuiIdinl!: within Windinl!: Creek East Subdivision - Eal!:Ie Buildinl!: LLC: Eagle
Building LLC, represented by Brian DeHaas, is requesting design review approval to
construct a 10,000-square foot multi-tenant office building. The site is located on the
south side of East Winding Creek Drive approximately 200-feet east of East Hill
Road (Lot 9, Block 2, Winding Creek East Subdivision, formerly known as Hill
Creek Business Park Subdivision).

Multi-Tenant Office BuiIdinl!:. Includinl!: One BuiIdinl!: Wall Sil!:n for WRG
Desil!:n Inc. - WRG Desil!:n Inc.: WRG Design Inc., represented by Brian DeHaas,
is requesting design review approval of a master sign plan for a multi-tenant office
building, including one building wall sign for WRG Design Inc. The site is located on
the south side of East Winding Creek Drive approximately 200-feet east of East Hill
Road (Lot 9, Block 2, Winding Creek East Subdivision, formerly known as Hill
Creek Business Park Subdivision).

tenant Office Buildinl!: within Eal!:le River Subdivision - Dave Evans
Construction: Dave Evans Construction, represented by Travis Burrows is
requesting design review approval to construct a 34,750-square foot two-story multi-
tenant office building. The site is located approximately 75-feet east of East Shore
Drive on the north side of Riverside Drive (Lots 10& 11, Block 3, Mixed Use No.5
Subdivision).
F. Findinl!:s of Fact and Conclusions of Law for DR-118-0S - Master Sil!:n Plan For
A Two Storv Multi-Tenant Office Buildinl!: - Dave Evans Construction: Dave
Evans Construction, represented by Travis Burrows, is requesting design review
approval of a master sign plan for a two story multi-tenant office building. The site is
located approximately 75-feet east of East Shore Drive on the north side of Riverside
Drive (Lots 10 & 11, Block 3, Mixed Use Subdivision No.5).
Barnes moves to approve the consent agenda as written, items 3A, 3B, 3C, 3D, 3E
and 3F. Seconded by Zastrow. ALL A YE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR-110-0S - Multi-tenant Office Buildinl!: - Wavne Park: Wayne Park,
represented by Mike Fairchild Architect, is requesting design review approval to
construct a 3,017-square foot multi-tenant office building. The site is located on the
southwest comer of South Wooddale Avenue and Hill Road at 195 South Wooddale
Avenue (Lot 22, Block 11 Great Sky Estates Subdivision No.7).
Mike Fairchild, reviews the application. Staff member Verschuren reviews the
application. Board discussion.
McCullough moves to approve DR-110-0S - Multi-tenant Office Building - Wayne
Park with the site specific and standard conditions of approval with the following
modifications to the site specific conditions:
Site specific condition #3: Last sentence, strike two and replace with one member of
the Design Review Board.
Site specific condition #10: The windows will be almond vinyl as indicated by the
applicant this evening.
Site specific condition #11: The trellis (both) over the patios will be rough sawn
wood to match the building.
Site specific condition #12: A new landscape plan will be drawn by someone
knowledgeable in the field of landscape design with curvilinear bed lines around the
building, and showing a greater variety in plant material with particular attention
to color, form and texture. This plan will also show the varieties and quantities of
the vines to be planted for the trellis (both). The plan will also show planting details
as well as what type of bark and what depth of bark. This plan will be provided

and approved by staff and two members of the Design Review Board. Seconded by

B. DR-02-06 - Entrv Structure and Monument Sil!:n for Corrente Bello Planned
Unit Development - Todd Hill - Rinconada Development. LLC: Todd Hill -
Riconada Development, LLC, represented by Matt Adams with The Land Group, Inc.,
is requesting design review approval to construct an entry structure and monument
sign for Corrente Bello Planned Unit Development. The 94.89-acre site is located on
the north side of Floating Feather Road approximately Y:,-mile west of Eagle Road.
Dave Koga with the Land Group, 462 E. Shore Drive reviews the application. Damon
with Waldron and Associates reviews the lighting plan. Staff member Williams reviews
the application. Board discussion.
McCullough moves to approve DR-02-06 - Entry Structure and Monument Sign for
Corrente Bello Planned Unit Development - Todd HiII- Rinconada Development,
LLC with the site specific and standard conditions of approval with the following
modifications to the site specific conditions:
Site specific condition #6: The applicant has indicated that the water element will
be eliminated, new elevations and plan view will be provided showing landscaping
in these areas. This plan will be approved by staff and two members of the Design
Review Board. Seconded by Barnes. ALL A YE...MOTION CARRIES.
C. DR-03-06 - Multi-tenant Office Buildinl!: within Windinl!: Creek Subdivision
Phase 1 - Maver Construction: Mayer Construction, represented by Jason Mayer,
is requesting design review approval to construct a 1 ,952-square foot multi-tenant
office building. The site is located on the south side of East Winding Creek Drive
approximately 300- feet northwest of East State Street at 911 East Winding Creek
Drive within Winding Creek Subdivision Phase 1.
Jason Mayer, 12914 N. Townridge Rd., Boise reviews the application. Staff member
Verschuren reviews the application. Board discussion.
McCullough moves to approve DR-03-06 - Multi-tenant Office Building within
Winding Creek Subdivision Phase 1 - Mayer Construction with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions:
Site specific condition #7: A new landscape plan will be provided, showing a
mixture of evergreen and deciduous material around the screen wall on the
northern side of the building, some taller material on the east elevation of the
building, in the center of the wall. The plan will also indicate several more
groupings of boulders or eliminate the boulders completely at the option of the
applicant. The plan will be approved by staff and one member of the Design Review
Board.
Site specific condition #8: The utility screen wall shall extend south to attach to the
building and be gated on either one or both sides. The screen wall will also have a

stone cap to match the building, details of the screen wall and gate material shall be
provided to staff and one member for approval. Seconded by Zastrow. ALL

D. DR-04-06 - Master Sil!:n Plan for a Multi-Tenant Office Buildinl!:. Includinl!: One
Buildinl!: Wall Sil!:n for Maver Homes - Maver Homes: Mayer Homes, represented
by Jason Mayer, is requesting design review approval of a master sign plan for a
multi-tenant office building, including one building wall sign for Mayer Homes. The
site is located on the south side of East Winding Creek Drive approximately 300-feet
northwest of East State Street at 911 East Winding Creek Drive within Winding
Creek Subdivision Phase 1.
McCullough moves to approve DR-04-06 - Master Sign Plan for a Multi-Tenant
Office Building, Including One Building Wall Sign for Mayer Homes - Mayer
Homes with the site specific and standard conditions of approval. Seconded by
Barnes. ALL A YE...MOTION CARRIES.
6. REPORTS:
A. Design Review Board: Temporary tent at Eagle Rib Shack. Village concept
meeting.
B. Council Liaison: Signage along Hwy 44. Changes to the Legacy plan.
C. Staff: None.
7. ADJOURNMENT:
