Minutes - 2006 - Design Review - 01/26/2006 - Regular .; DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session January 26, 2006, Vice-Chairman Stanger presiding. I. CALL TO ORDER: Vice-Chairman Stanger calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: STANGER, GRUBB, ZASTROW, BARNES, WRIGHT, MACDONALD. ABSENT: MCCULLOUGH, COUNCIL LIAISON BASTIAN. A quorum is present. 3. CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findine:s of Fact and Conclusions of Law for DR-I04-05 - Dentist Office Buildine: within Rockv Mountain Business Park No.3 - Dave Evans Construction: Dave Evans Construction, represented by Travis Burrows, is requesting design review approval to construct a 3,950-square foot dentist office building. The site is located on the south side of East Iron Eagle Drive within Rocky Mountain Business Park. C. Findine:s of Fact and Conclusions of Law for DR-I07-05 - Two Multi-tenant Office Buildine:s - Montae:ue-Sauriol LLC: Montague-Sauriol LLC, represented by Cornel Larson with Larson Architects, is requesting design review approval to construct two (2) multi-tenant retail, office, and restaurant buildings (one 24,178- square foot two (2) story office, retail, and restaurant building and one 8,645-square foot single story office building). Findine:s of Fact and Conclusions of Law for DR-lIS-OS - Sine:le- Tenant Retail Buildine: - Handmade Retail: Handmade Retail, represented by Stan Cole with Cole - Poe Architects, is requesting design review approval to construct a 5,600- square foot single tenant retail building. The site is located on the east side of South Eagle Road approximately 160-feet south of State Street at 60 South Eagle Road. I. Findine:s of Fact and Conclusions of Law for DR-116-0S - One Buildine: Wall Sie:n for Handmade Retail- Handmade Retail: Handmade Retail, represented by Stan Cole with Cole - Poe Architects, is requesting design review approval to construct one building wall sign for Handmade Retail. The site is located on the east side of South Eagle Road approximately 160- feet south of State Street at 60 South Eagle Road. The site is located on the south side of East Iron Eagle Drive within Rocky Mountain Business Park No.3. This item was continuedfrom the 1/12/06 meeting. Wes Steel, 1250 E. Iron Eagle Drive reviews the application. Stanger moves to approve DR-lOS-OS - Two Building Wall Signs for Evan Hathaway DDS - Dave Evans Construction with the site specific and standard conditions of approval with the addition of site specific condition #6. DR-1l3-05 - Multi-tenant Office Buildine: within Windine: Creek East Subdivision - Eae:le Buildine: LLC: Eagle Building LLC, represented by Brian DeHaas, is requesting design review approval to construct a 10,000-square foot multi- tenant office building. The site is located on the south side of East Winding Creek Drive approximately 200-feet east of East Hill Road (Lot 9, Block 2, Winding Creek East Subdivision, formerly known as Hill Creek Business Park Subdivision). This item was continued from the 1/12/06 meeting. Brian DeHaas, 1758 W. Janet Ct., reviews changes made to the application. Staff member Verschuren addresses the Board. Stanger moves to approve DR-l 13-05 - Multi-tenant Office Building within Winding Creek East Subdivision - Eagle Building LLC with the site specific and standard conditions of approval with the following modifications: Site specific condition #3: Where it references the elevations shall be reviewed and approved by staff, add and two members of the Design Review Board, prior to the City issuing zoning certificate. Site specific condition #1: Add at the end, these modifications and elevations of the trash enclosure shall pertain to the nearest trash enclosure to the office building on the northwest corner. Includine: One Buildine: Wall Sie:n for WRG Desie:n Inc. - WRG Desie:n Inc.: WRG Design Inc., represented by Brian DeHaas, is requesting design review approval of a master sign plan for a multi-tenant office building, including one building wall sign for WRG Design Inc. The site is located on the south side of East Winding Creek Drive approximately 200-feet east of East Hill Road (Lot 9, Block 2, Winding Creek East Subdivision, formerly known as Hill Creek Business Park Subdivision). The site is located approximately 75-feet east of East Shore Drive on the north side of Riverside Drive (Lots 10 & II, Block 3, Mixed Use No.5 Subdivision). Wes Steel, 1250 E. Iron Eagle Drive reviews the application. Staff member Williams addresses the Board. Doug West, New Landscape Design, addresses the Board. Board discussion. Further discussion with the applicant. Stanger moves to approve DR-l 17-05 - Two-story Multi-tenant Office Building within Eagle River Subdivision - Dave Evans Construction with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #2: Strike. Site specific condition #13: Provide cut sheets of proposed entry lights to be approved by staff and one member of the Design Review Board. Site specific condition #14: Provide revised site and landscape plans showing a reduction in the existing parking spaces or a modification to the circulation pattern of the drive aisles to provide clear driving access around the front of the building, in the front patio area. The intention is to remove the dead end at the end of the drive aisle, east of the building. These plans shall be approved by staff and one member of the Design Review Board. If additional parking spaces are needed, provide acceptance of a cross-access agreement with the neighboring site, or propose a variance to make up for the missed parking spaced. Seconded by Barnes.
