DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session December 8, 2005 Vice-Chairman Stanger
presiding.
1. CALL TO ORDER: Vice-Chairman Stanger calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: STANGER, BOWEN, GRUBB,
ZASTROW, BARNES, WRIGHT, COUNCIL LIAISON BASTIAN. A quorum is
present.
3. CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

E. Findinl!:s of Fact and Conclusions of Law for DR-70-0S - Music Academv
Facility - Ken and Mary CeneIl: Ken and Mary Cenell, represented by Chad
Slichter with Slichter Architects, are requesting design review approval to construct a
three (3) story (22,659-square feet) music academy facility. The site is located on the
south side of West Flint Drive approximately 600-feet north of State Highway 44 at
3415 West Flint Drive
C. Findinl!:s of Fact and Conclusions of Law for DR-91-0S - Multi-tenant Office
Buildinl!: within Windinl!: Creek Subdivision - Bruno Built, Inc.: Bruno Built,
Inc., represented by Robert Bruno, is requesting design review approval to construct a
2,024-square foot multi-tenant office building. The site is located on the south side of
East Winding Creek Drive approximately IOO-feet north of East State Street at 947
East Winding Creek Drive (Lot 3, Block 2, Winding Creek Subdivision No.1).

Multi-tenant Office Buildinl!: Includinl!: a Buildinl!: Wall Sil!:n for Bruno Built
Homes - Bruno Built, Inc.: Bruno Built, Inc., represented by Robert Bruno, is
requesting design review sign approval of a master sign plan for a multi-tenant office
building including a building wall sign for Bruno Built Homes. The site is located on
the south side of East Winding Creek Drive approximately 100-feet north of East
State Street at 947 East Winding Creek Drive (Lot 3, Block 2, Winding Creek
Subdivision No.1).

Bowen moves to add DR-55-04 MOD - Modification to the Master Sign Plan for a
Multi-tenant Office Building - Mark Rodeghiero to the consent agenda as item 3E.
Seconded by Grubb. Discussion. ALL A YE...MOTlON CARRIES.
Barnes moves to approve the consent agenda including items 3A, 3B, 3C, 3D and 3E.

4. UNFINISHED BUSINESS:
A. DR-68-05 - Two Buildinl!: Wall Sil!:ns for Storal!:e 55 - Robert Drake: Robert
Drake, represented by Mike Fairchild, Architect, is requesting design review approval
to construct two (2) building wall signs for Storage 55 (a self storage facility). The
site is located on the south side of Hill Road and east side of State Highway 55 at
2835 Hill Road. This item was continued/rom the November 11, 2005 meeting.
Roger Llewellyn, Kuna, Idaho reviews modifications to the application. Board
discussion. Staff has nothing to add.
Stanger moves to approve DR-68-05 - Two Building Wall Signs for Storage 55-
Robert Drake with the site specific and standard conditions of approval with the
following modifications to the site specific conditions:
Site specific condition #2: Where it references approval by the Design Review
Board, change to be approved by staff.
Site specific condition #6: Add the Design Review Board supports matching the
green color of the roof.
Site specific condition #8: Provide revised elevations of sign location based on what
was discussed tonight including moving the sign up on the wall face, incorporating
window elements on the west elevation and shall also show moving the goose neck
light fixtures up and lighting of signage can be included in the soffits. These
elevations shall be approved by staff and 1 member of the Design Review Board.

5. NEW BUSINESS:
A. DR-28-03 MOD - Modification to the Master Sil!:n Plan for Herital!:e SQuare-
Robert Moffat: Robert Moffat is requesting design review approval to modify the
existing master sign plan for Heritage Square. This modification consist of removing
the stone from the face of the monument, constructing a stone wainscoting at the base
of the sign, and adding The site is located on the north side of East State Street
approximately one hundred-ninety feet (190') west of Stierman Way at 430 East State
Street.
Robert Moffat, 1125 W. Two Rivers, Eagle, reviews the application. Staff member Cerda
reviews the application. Board discussion. Further discussion with the applicant.
Stanger moves to deny DR-28-03 MOD - Modification to the Master Sign Plan for
Heritage Square - Robert Moffat. Seconded by Bowen. Discussion.

Stanger moves to modify the motion to include that based on the original monument
sign approved 9/9103, the Board feels that the stone covered sign fits the
environment and the quality of the project better than a stucco stone fixture.

B. DR-55-04 MOD - Modification to the Master Sil!:n Plan for a Multi-tenant Office
Buildinl!: - Mark Rodel!:hiero: Mark Rodeghiero of Source Mortgage, represented by
Brad Bryant with Bryant Ideas, is requesting design review approval to modify an
existing master sign plan for a multi-tenant office building. The site is located on Lot
24, Block 3, of Merrill Subdivision No.4 at 531 South Fitness Place.
This item was approved as part of the consent agenda, item 3E.
C. DR-97-05 - Master Sil!:n Plan for a Multi-tenant Office Buildinl!: Includinl!: a
Buildinl!: Wall Sil!:n and A Monument Sil!:n for State Farm - Steve Garrinl!:er:
Steve Garringer, represented by Chris Pecoraro with Sign A Rama, is requesting
design review approval of a master sign plan for a multi-tenant office building
including a building wall sign and monument sign for State Farm. The site is located
on Lot 6, Block 1, within Rocky Mountain Business Park No.3, on East Iron Eagle
Drive.
Stacy Perkins, 2510 W. Main Street, Boise, reviews the application. Staff member

Stanger moves to continue DR-97-05 - Master Sign Plan for a Multi-tenant Office
Building Including a Building Wall Sign and A Monument Sign for State Farm -
Steve Garringer to the next regularly scheduled Design Review Board meeting with
the following guidance to the applicant:
The applicant shall provide revised elevations showing a toning down of the
lettering colors of the sign on the building walls. These elevations shall include the
building materials and colors of the building to correctly reflect the contrast of the
colors based on what the colors of the building will be. Applicant shall also provide
revised elevations and color samples of the proposed monument sign including a
wider base of the sign, colors and materials matching the building, toning down of
the lettering, potentially a building material backdrop of the lettering, letters
mounted on the building materials instead of mounted on black background.
Monument sign should match the building architecture as far as eves, and again
materials foundations, base, what not, landscape plan should be provided better
detailing plant material around the monument sign to give it an over all toning
down in size, also year round screening of the light fixtures shall be provided. The
Design Review Board urges the applicant to consider other alternatives other than a
monument sign on the roadway at this time. Seconded by Barnes. Discussion. ALL

D. DR-99-0S - Elementary and Junior Hil!:h School- Meridian Joint School District
No.2: The Meridian Joint School District No.2, represented by Wayne Thowless
with LKV Architects, is requesting design review approval to construct an 85,214-
square foot elementary and junior high school for the Galileo Math and Science
Magnet School. The site is located on the east side of North Linder Road
approximately one thousand-seven hundred feet (1,700') north of West State Street on
Lot 1, Block 3, of Senora Creek Subdivision.
Wayne Thowless, LKV Architects, 1735 Federal Way, Boise, representing Meridian Joint
School District, reviews the application. Matt Adams, 462 E. Shore Drive, Eagle,
landscape architect for the application addresses the Board. Staff member Cerda reviews
the application.
Barnes moves to approve DR-99-0S - Elementary and Junior High School-
Meridian Joint School District No.2 with the site specific and standard conditions of
approval as stated with the following modifications to the site specific conditions of
approval:
Site specific condition #1: The Design Review Board recommends that the existing
elevations as presented are approved due to the fact that the variance is only 2 ft. in
height and represents a good building elevation and will not be out of place in the
location it is being used.
Site specific condition #4: Where it says no grass shall be planted, modify that to
say the Design Review Board recommends that grass be planted within the 10ft.
wide landscape strip to minimize a maintenance issue. The Design Review Board
recommends that the height of the powder coated chain link fencing will not exceed
the height of the existing vinyl fencing already in place. Seconded by Bowen.

E. DR-toO-OS - Buildinl!: Wall Sil!:n and Monument Sil!:n for Galileo Math and
Science Mal!:net School- Meridian Joint School District No.2: The Meridian Joint

requesting design review approval to construct building wall sign and monument sign
for the Galileo Math and Science Magnet School. The site is located on the east side

Street, Suite A.
David Brady, 650 E. State Street, Eagle reviews the signage application. Staff member

Stanger moves to continue DR-101-0S - Master Sign Plan for a Multi-tenant Office
Building - David L. Brady to the next Design Review Board meeting with the
following guidance to the applicant:
The Design Review Board would like to see revised elevations showing background
color to be an off white, matching the color of the building, these elevations shall
show raised lettering for the words "Print" and "Works". These elevations shall
show a 2x4 wood trim around the exterior the sign and shall include black lettering
color replacing the proposed dark blue. Seconded by Bowen. ALL
AYE...MOTlON CARRIES.
G. DR-I03-0S - Hill Road Park Phase 2 - City of Eal!:le: City of Eagle, represented by
James Murray with CSHQA Architects, is requesting design review approval for the
second phase for Hill Road Park. The site is located on the north side of Hill Road
approximately two-hundred sixty feet (260') east of Dicky Drive.
Kyle Hemly, 250 S. 5th Street, Boise reviews the application. Alyssa Hanson 250 S. 5th
Street reviews the playground area. Discussion on trees. Staff has nothing further to add.
Board discussion.
Stanger moves to approve DR-I03-0S - Hill Road Park Phase 2 - City of Eagle with
the site specific and standard conditions of approval. Seconded by Grubb.
Discussion. Stanger amends the motion to add site specific condition #10: Provide
revised landscape plan showing location of bike racks, to be approved by staff and
one member of the Design Review Board. Second concurs. ALL AYE...MOTION
CARRIES.
6. REPORTS:
