Minutes - 2005 - Design Review - 11/10/2005 - Regular v DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session November 10, 2005, Vice-Chairman Stanger presiding. 1. CALL TO ORDER: Vice-Chairman Stanger calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: STANGER, BOWEN, GRUBB, ZASTROW, ABSENT: MCCULLOUGH, BARNES AND COUNCIL LIAISON BASTIAN. A quorum is present. Bastian arrives at 6:20 pm. 3. CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findine:s of Fact and Conclusions of Law for DR-63-05 - Childcare Facilitv within Rockv Mountain Business Park - Dave Evans Construction: Dave Evans Construction, represented by Travis Burrows, is requesting design review approval to construct a 3,430-square foot childcare facility for Boise Christian Preschool Academy. The site is located on the south side of East Iron Eagle Drive within Rocky Mountain Business Park No.3. Zastrow moves to approve the consent agenda as written. Seconded by Grubb. Discussion. Board discussion. Zastrow moves to continue DR-64-05 - Two Building Wall Signs for Boise Academy Christian Preschool- Dave Evans Construction to the next scheduled meeting, 12/8/05. Seconded by Grubb. Discussion. Zastrow amends the motion to add to resubmit a sign plan with alternate monument sign or something consistent with the architecture of the building as approved, complete with landscape plan, lighting plan, etc. Second concurs. DR-68-05 - Two Buildine: Wall Sie:ns for Storae:e 55 - Robert Drake: Robert Drake, represented by Mike Fairchild, Architect, is requesting design review approval to construct two (2) building wall signs for Storage 55 (a self storage facility). The site is located on the south side of Hill Road and east side of State Highway 55 at 2835 Hill Road. This item was continuedfrom the October 27, 2005 meeting. John Morten, 2880 W. Franklin Road, Meridian, Idaho, reviews the application. Jeff Mower, 3306 S. Heritage Ave. Boise, reviews the lighting. Staff reviews the application. Board discussion. Stanger moves to continue DR-68-05 - Two Building Wall Signs for Storage 55- Robert Drake to the December 8th Design Review Board meeting with the site and standard conditions of approval as written, with the following additions to the conditions: Site specific condition #6: Modify, add the following at the end: Provide revised, colored elevations of signs and building colors. Site specific condition #8: Provide revised elevations showing the location of the sign age with reference to the windows directly above the proposed sign age location and alternatives to the window location. The Design Review Board suggests potentially relocating or removing the windows on the west elevation and north elevation. These elevations shall also show location of light fixtures. Also make note that the west elevation should be reduced down to no less than two windows above the sign. Seconded by Zastrow. Discussion. ALL AYE...MOTlON CARRIES. C. DR-70-05 - Music Academv Facilitv - Ken and Mary Cenell: Ken and Mary Cenell, represented by Chad Slichter with Slichter Architects, are requesting design review approval to construct a three (3) story (22,659-square feet) music academy facility. The site is located on the south side of West Flint Drive approximately 600- feet north of State Highway 44 at 3415 West Flint Drive. This item was continued from the October 13, 2005 meeting. Stanger moves to approve DR-70-05 - Music Academy Facility - Ken and Mary Cenell with the site specific and standard conditions of approval, with the following modifications to the site specific conditions of approval: Site specific condition #3: Strike. Site specific condition #5: Amend, at the end add the following: The Design Review Board approves of the bike rack location and model presented tonight, date stamped 1113/05. Site specific condition #12: Provide a revised landscape plan showing a detached sidewalk along the southwestern corner of the first block, to be approved by staff. Site specific condition #13: Any modifications to this plan, including phasing of the project need to be approved by staff and the Design Review Board, prior to construction. The Design Review Board recommends that the perimeter fencing be included in its entirety, including the perimeter landscape, if in it's own phase and preferably included with the fist phase. Seconded by Bowen. ALL AYE...MOTION CARRIES. 5. NEW BUSINESS: A. DR-21-04 MOD - Modification to the Exterior Buildinl! Materials for Paramount Parks Assisted Livinl! Center - Doul! Javo: Doug Jayo is requesting design review approval to modify the exterior building materials on the Paramount Parks Assisted Living Center. The site is located on the west side of North Eagle Road approximately 900-feet south of Floating Feather Road at 815 North Eagle Road. Jerry Teal, 9179 W. State Street, Boise, reviews the application. Staff has nothing to add. Board discussion. Stanger moves to approve DR-21-04 MOD - Modification to the Exterior Building Materials for Paramount Parks Assisted Living Center - Doug Jayo with the following condition of approval: Condition #1: The applicant shall provide revised colored elevations showing additional detail to make up for the lack of the hardy board siding texture with special attention given to the east elevation, but with attention given to all elevations regarding large faces of stucco. These elevations shall be approved by staff and 3 members of the Design Review Board prior to the City issuing a temporary occupancy permit. Seconded by Grubb. Discussion. ALL AYE...MOTlON CARRIES. Inc.: Bruno Built, Inc., represented by Robert Bruno, is requesting design review sign approval of a master sign plan for a multi-tenant office building including a building wall sign for Bruno Built Homes. The site is located on the south side of East Winding Creek Drive approximately 100-feet north of East State Street at 947 East Winding Creek Drive (Lot 3, Block 2, Winding Creek Subdivision No.1). Staff: Beacon Lil!ht RoadlLinder Road Substation - Idaho Power: Idaho Power would like the Eagle Design Review Board to provide comment on the landscape design of the future substation to be located on the southeast comer of Beacon Light Road and Linder Road. This site is not currently located within the City limits but is located within the Eagle Area of Impact. Kristi Pardu, 1221 W. Idaho Street, in Boise, reviews the proposed substation for Idaho Power, to be built in approximately 2012. Grubb moves to accept the Idaho Power Beacon Light Road/Linder Road substation plan, with the following modifications to the site specific conditions: Site specific condition #10: To have a solid gate at the entrance with screening of the chain link fence on each side of the gate. Site specific condition #11: The fence at the top of the berm to be of a masonry material if needed. Site specific condition #12: Powder coating of the chain link fence to be black or green.
