The Design Review Board met in regular session September 8, 2005, Chairman McCullough
presiding.
1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
BOWEN, ZASTROW, COUNCIL LIAISON BASTIAN. ABSENT: GRUBB, BARNES.
A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of August 25, 2005.
Stanger moves to add item 5A, DR -57 -04 MOD — Master Sign Plan for a Multi -
tenant Medical/Dental Office Building Including Building Wall Signs for Eagle
River Dentistry, Eagle River Homes, and Hart Designs — Dave Evans Construction
to the consent agenda. Seconded by Bowen. Discussion. ALL AYE... MOTION
CARRIES.
Bowen moves to add item 5C, DR -71 -05 — Two Monument Signs for Castlebury
West Subdivision — Capital Development Inc. to the consent agenda. Seconded by
McCullough. Discussion. ALL AYE ... MOTION CARRIES.
Stanger moves to approve the consent agenda as modified, items 3A, 5A and 5C.
Seconded by Zastrow. ALL AYE ... MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR -68 -05 — Two Building Wall Signs for Storage 55 — Robert Drake: Robert
Drake, represented by Mike Fairchild, Architect, is requesting design review approval
to construct two (2) building wall signs for Storage 55 (a self storage facility). The
site is located on the south side of Hill Road and east side of State Highway 55 at
2835 Hill Road. This item was continued from the August 25, 2005 meeting.

— Robert Drake to the October 13, 2005 Design Review Board meeting. Seconded by

5. NEW BUSINESS:
A. DR -57 -04 MOD — Master Sign Plan for a Multi - tenant Medical/Dental Office
Building Including Building Wall Suns for Eagle River Dentistry, Eagle River
Homes, and Hart Designs — Dave Evans Construction: Dave Evans Construction,
represented by Roger Llewellyn with Golden West Advertising Inc., is requesting
design review approval to modify the master sign plan for a multi - tenant
medical /dental office building. This modification includes the approval of building
wall signs for Eagle River Dentistry, Eagle River Homes, and Hart Designs. The site
is located on the southwest corner of East Shore Drive and Bridgeway Place at 325
East Shore Drive within Eagle River Development (Lot 10, Block 4, Mixed Use
Subdivision No. 3).
This item was moved to the consent agenda.
B. DR -69 -05 — Common Area Landscaping and Clubhouse within Lakemoor
Subdivision — BW Eagle, LLC: BW Eagle, LLC, represented by Dave Koga with
The Land Group, is requesting design review approval of the common area
landscaping and clubhouse within Lakemoor Subdivision. The site is located on the
east side of Eagle Road approximately '/a -mile north of Chinden Boulevard.
Dan Torfin reviews the application. Talena Doval with the Land Group, 462 E. Shore
Drive, Eagle reviews the application. Rob Pederson, 3055 E. Hill Road, Eagle reviews
the application. Staff member Cerda reviews the application. Board discussion.
McCullough moves to approve DR -69 -05 — Common Area Landscaping and
Clubhouse within Lakemoor Subdivision — BW Eagle, LLC with the site specific
and standard conditions of approval with the following modifications to the site
specific conditions of approval:
Site specific condition #2: Change to approved by staff and 2 members of the
Design Review Board.
Site specific condition 93 & #4: Change to approved by staff and 2 members of the
Design Review Board.
Site specific condition #10: Add approved by staff and one member of the Design
Review Board.

Site specific condition #13: Modify, end of condition, this meeting will also address
the foresters concerns regarding biodiversity, the modified plan shall be approved
by staff and 1 member of the Design Review Board.
Site specific condition #19: A new site plan and elevation will be provided
indicating a 4 ft. wrought iron fence near the basketball and tennis court for
containment of stray balls.
Site specific condition #20: Samples of the building colors and materials are
approved as presented tonight.
Site specific condition #21: New elevations will be provided for the sewer pump
station and pump house to be approved by staff and 1 member of the Design Review
Board.
Site specific condition #22: All fencing near the tennis and basketball courts will be
specified as green or brown.
Site specific condition 923: The dimension between the back of the curb and
sidewalk for planting space shall be approved by staff.
Seconded by Zastrow. Discussion.
McCullough moves to modify site specific condition #22, to allow the color of black
on fencing. Second concurs. ALL AYE... MOTION CARRIES.
C. DR -71 -05 — Two Monument Signs for Castlebury West Subdivision — Capital
Development Inc.: Capital Development Inc., represented by David Koga with The
Land Group, is requesting design review approval to construct two monument signs at
the entry to Castlebury West Subdivision on North Meridian Road. The site is located
at the northeast corner of North Meridian Road and Chinden Boulevard.
This item was moved to the consent agenda.
D. DR -72 -05 — Common Area Landscaping within Castlebury West Subdivision —
Capitol Development: Capitol Development, represented by Dave Koga, ASLA,
with The Land Group, is requesting design review approval of the common area
landscaping within Castlebury Subdivision. The site is located on the northeast
corner of Chinden Boulevard and North Meridian Road.

McCullough moves to approve DR -72 -05 — Common Area Landscaping within
Castlebury West Subdivision — Capitol Development with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions of approval:

Site specific condition #4: Shall be placed on a 4 ft. flat section on the back side of
the berm and then continue on and replace approved by the Design Review Board to
approved by staff.
Site specific condition #5: Change to shall be approved by staff.
Site specific condition #8: A new site plan shall be provided showing power line
locations and the landscape plan shall be reviewed and approved by staff prior to
the City Clerk signing the final plat.
Site specific condition #9: Provide a revised landscape plan showing additional
pathways, sidewalks, etc. to coordinate with regard to connection to each other as
well as connection across roadways and planter strips. The revised landscape plan
is to be reviewed and approved by staff prior to the City Clerk signing the final plat.

E. DR -77 -05 — Common Area Landscaping, Pool House, and Gazebos within
Corrente Bello Subdivision — Carmen, LLC, and Gemstar Development, LLC:
Carmen, LLC, and Gemstar Development, LLC, represented by Gina Fegler, with The
Land Group, are requesting design review approval of the common area landscaping,
pool house, and two (2) gazebos within Corrente Bello Planned Subdivision. The site
is located on the north side of Floating Feather Road approximately 1,300 -feet east of
Ballantyne Road at 1400 West Floating Feather Road.

McCullough moves to approve DR -77 -05 — Common Area Landscaping, Pool
House, and Gazebos within Corrente Bello Subdivision — Carmen, LLC, and
Gemstar Development, LLC with the site specific and standard conditions of
approval with the following modifications to the site specific conditions of approval:
Site specific condition #4: To be approved by staff and 1 member of the Design
Review Board.
Site specific condition #8: Strike reviewed and approved by the Design Review
Board and change to the revised landscape plan shall be reviewed and approved by
the Parks and Pathway Development Committee
Site specific condition #9: Change to reviewed and approved by staff.
Site specific condition #10: Change to reviewed and approved by staff.
Site specific conditions #12 & #13: Change to approved by staff.
Site specific condition #17: Provide a new site plan indicating location of power
lines relating to the landscaping, showing that the landscaping complies with Idaho
Power in relation to the height of trees at maturity to be reviewed and approved by
staff prior to the City Clerk signing the final plat.

F. DR -73 -05 — Four Monument Signs for Corrente Bello Planned Unit Development
— Carmen, LLC. And Gemstar Development: Carmen, LLC and Gemstar
Development, LLC, represented by Gina Fegler with The Land Group, are requesting
design review approval to construct four monument signs at the entries to Corrente
Bello Planned Unit Development. The 94.89 -acre site is located on the north side of
Floating Feather Road approximately' /2 -mile west of Eagle Road on the west and
north sides of Eagle Middle School.

McCullough moves to continue DR -73 -05 — Four Monument Signs for Corrente
Bello Planned Unit Development — Carmen, LLC. and Gemstar Development to the
10/13/05 Design Review Board meeting with the following direction for the
applicant. We would like to see elevations for all sides of the entrance monument
sign, we would like to see the sign in a scaled down version with material samples,
colors and entrance signs with the water fall being nestled into the landscape berm.
