Minutes - 2005 - Design Review - 04/14/2005 - Regular ./ DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on April 14, 2005, Chairman McCullough presiding. 1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, STANGER, FLOEGEL, BOWEN, GRUBB, ZASTROW, BARNES, COUNCIL LIAISON BASTIAN. A quorum is present. 3. CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findin!!s of Fact and Conclusions of Law for DR-44-02 MOD - Multi Phased Proiect for Ea!!le First Baptist Church - Ea!!le First Baptist Church: The Eagle First Baptist Church, represented by Joann Butler with Spink Butler, LLC, is requesting design review approval for the removal of site specific conditions of approval number 1 and 7 associated with a multi phased project to include constructing a 7,650-square foot church facility, remodeling the existing 2,400-square foot shop building with a 450-square foot building addition, and relocating and changing the use of the existing 1,986-square foot residential home into an office and classroom facility. The site is located on the north side of East State Street approximately 300-feet east of 2nd Street at 350 East State Street. Barnes moves to approve the consent agenda as presented including items 3A and 3B. Seconded by Floegel. ALL AYE...MOTION CARRIES. 4. 5. UNFINISHED BUSINESS: None. NEW BUSINESS: A. DR-17-05 - Multi-tenant Office Bundin!! - Don Flynn: Don Flynn, represented by James Gipson, is requesting design review approval to remove the existing 1,021- square residential dwelling and to construct a 2,976-square foot multi-tenant office building. The site is located on the east side of Palmetto Avenue approximately 250- feet north of East State Street at 52 North Palmetto Avenue (Lot 1, Block 1 of Fuerte de la Aguila Subdivision). Stanger moves to approve DR-17-05 - Multi-tenant Office Bunding - Don Flynn with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #1: Where it makes reference to by the Design Review Board, change to staff and one member of the Design Review Board and this will apply to site specific conditions #1, 2 and 3. Site specific condition #16: Provide a revised landscape plan showing a 4 inch minus gravel/river-rock area in the drainage swale along with the exact location of and additional plantings for the power and cable utilities. This plan shall be approved by staff. Site specific condition #17: Provide revised site and landscape plans coordinating the doors of the storage shed with the stoops for them. These plans can be approved by staff. Site specific condition #18: Provide a revised landscape plan showing landscape continuing past the property line, along Palmetto extending to the existing sidewalk. This plan shall be approved by staff and one member of the Design Review Board. Site specific condition #19: Provide a revised landscape plan, including the arborvitae around the air-conditioning units. This plan can be approved by staff. Site specific condition #20: Provide a revised landscape plan showing the front entry with regard to the large Blue Spruce and small pine and how they interact with the walkway. This plan to be approved by staff and one member of the Design Review Board. Site specific condition #21: Provide revised elevations of the shed and pump house with roof materials and doors that tie in to the design and match the proposed bunding. This plan can be approved by staff. Site specific condition #22: All new elevations submitted shall include direction indicators of north, south, east or west. Seconded by Barnes. Discussion. Stanger moves to amend the motion, site specific condition #21 to include that the Design Review Board approves the changes submitted tonight to the storage shed and well house, but also requests the roof and elevations be modified. Second concurs. ALL AYE...MOTION CARRIES. B. DR-19-05 - Common Area Landscapin!! within Optimist Business Park - Jade Limited Liability Company: Jade Limited Liability Company, represented by Phil Hull with The Land Group, is requesting design review approval for common area landscaping within Optimist Business Park. The site is located west of North Horseshoe Bend Road and east of State Highway 55 approximately 400-feet south of Hill Road at 9555 North Horseshoe Bend Road. McCullough moves to approve DR-19-05 - Common Area Landscaping within Optimist Business Park - Jade Limited Liability Company with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #6: Shall reflect approved by staff and one member of the Design Review Board. Site specific condition #7: Shall reflect approval by staff and one member of the Design Review Board prior to the city clerk signing the final plat. Site specific condition #8: Scratch to the Design Review Board for review and approval and replace with staff. Site specific condition #11: The planter island at the west end of Harley Street at the intersection of Harley and Davidson shall be installed at the same time when either of the lots on the north or south of that planter are developed. Site specific condition #12: A revised landscape plan shall be provided specifically showing which trees are remaining versus removed and an accurate caliper replacement count that has been coordinated with the city forester. This plan and replacement count shall be reviewed by staff and 2 members of the Design Review Board. 6. Site specific condition #13: The new landscape plan shall reflect the street trees being offset to be on one lot or the other, with each lot having one tree, to be reviewed and approved by staff and 2 members of the Design Review Board. Site specific condition #14: A sample of the CC&R reflecting any additional hardships for plant material to be proposed on individual lot owners shall be submitted and reviewed by staff for approval. Seconded by Stanger. Discussion. McCullough moves to amend the motion, site specific condition #13, to scratch each lot having one tree. Second concurs. ALL AYE...MOTION CARRIES. REPORTS: A.
