DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session March 24, 2005, Chairman McCullough
presiding.
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
FLOEGEL, BOWEN, ZASTROW, BARNES, CITY ATTORNEY BAILEY. A quorum
is present.
3.
CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

Buildin!!: - Dave Evans Construction: Dave Evans Construction, represented by
Travis Burrows, is requesting design review approval to construct a 6,600-square foot
multi-tenant office building. The site is located south of East Shore Drive
approximately 100-feet at 729 South Bridgeway Place within Eagle River
Development (Lot 11, Block 4, Mixed Use Subdivision No.3).
C. Findin!!:s of Fact and Conclusions of Law for DR-129-04 - Master Si!!:n Plan for a
Multi-tenant Office Buildin!!: - Dave Evans Construction: Dave Evans
Construction, represented by Travis Burrows, is requesting design review approval of
a master sign plan for the Foster Lund multi-tenant office building. The site is located
south of East Shore Drive approximately 1O0-feet at 729 South Bridgeway Place
within Eagle River Development (Lot 11, Block 4, Mixed Use Subdivision No.3).
D. Findin!!:s of Fact and Conclusions of Law for DR-O7-05 - Ea!!:le Elementary
School Parkin!!: Lot - Meridian Joint School District No.2: Meridian Joint School
District No.2, represented by Doug Russell with the Land Group, is requesting design
review approval for a new parking lot to be constructed adjacent to the existing lower
campus at 323, 365 and 395 North Eagle Road.

Barnes moves to approve the consent agenda as written, as items 3A, 3B, 3C, 3D, 3E,

UNFINISHED BUSINESS:
A. DR-44-02 MOD - Multi Phased Project for Ea21e First Baptist Church - Ea21e
First Baptist Church: The Eagle First Baptist Church, represented by Joann Butler
with Spink Butler, LLC, is requesting design review approval for the removal of site
specific conditions of approval number 1 and 7 associated with a multi phased project
to include constructing a 7,650-square foot church facility, remodeling the existing
2,400-square foot shop building with a 450-square foot building addition, and
relocating and changing the use of the existing I,986-square foot residential home
into an office and classroom facility. The site is located on the north side of East
State Street approximately 300-feet east of 2nd Street at 350 East State Street.
The applicant is present. Stephanie Williams, 853 N. Snead Place speaks on this
application and gives a history of the church. Joanne Butler, applicant's attorney reviews
the application.

Ransom Bailey, city attorney, addresses the Board and explains that this application
should be moved on to City Council. Bill Vaughan addresses the Board. Board
discussion. Council Liaison Bastian addresses the Board.
McCullough moves to deny DR-44-02 MOD - Multi Phased Project for Eagle First
Baptist Church - Eagle First Baptist Church. Seconded by Stanger. ALL
AYE...MOTION CARRIES.

First Baptist Church of Eagle
Original Building
The original congregation started in the old church building located on Stierman. That building was
later moved to its current location on Eagle Road. Several years ago we celebrated the 100th birthday of
the church building. We sold the building in 2001, and it now houses The Rembrandt. One of the
reasons that we moved out of the building was that we needed more room to carry out the mission of our
church. We had to sit on the property for several years due to a gasoline leak into the ground from the
neighboring gasoline station. Eventually EPA ruled that we could sell the property without liability.
We spent several years looking for an appropriate location for our congregation. On more than one
occasion we looked at, approved through the membership, and in one case put money down on the
property outside the downtown core. Each time something failed and we did not end up with the
property. After much prayer and thought we determined that it was our mission to be part of the
downtown city core.
Within weeks of our decision Steve Kioukis come to us with an offer to buy his land. We negotiated an
agreement and within a few months had purchased the property. The congregation prayed about the
purchase of the land, investigated the steps that we needed to follow to get through Design and Review
and Planning and Zoning. We had plans drawn and the preliminary findings before the City even before
we vacated the building on Eagle Road. We then moved to the old Catholic Church site on Eagle Road.
Months later we were asked to leave because that site was ready for its future construction(Sister's
Villa). We then used the home located on our present property for ministry and we met for many
months for Sunday Church Services at the Senior Center.
It certainly seems ironic to us that the owners of The Rembrandt had not made application to the City for
construction until after the dates that we had applied. Yet The Rembrandt finished construction and
opened in 2004 winning an award for Best New Business in Eagle. The Sister's Villa has been built and
has had occupants for many months. The fact is that many businesses have made application and been
approved since our application was made to the City.
Mission
The mission of our church has always been to minister to the needs of the congregation and the
surrounding community. I have been attending this church for almost 12 years now and have seen the
good that comes from our church in the community. About seven years ago we started with a place for
the kids to come during Eagle Days to play games, rest and have lunch. Since then our participation has
changed to an Annual Car Show with food and drinks and a chance for outreach. It is amazing how
many people we have spoken to and whose children participated in Vacation Bible School because of
this outreach to the community. This year the youth of our church will have a float in the Eagle Days
Parade providing the public with access to our amazing puppet ministry.
Three years ago our church started All Star for Jesus. This is a Wednesday night get together for kids of
all ages to have fun, eat and learn the word of God. This April 27, 2005 will be the Third Annual Pine
Box Derby associated with All Stars for Jesus. We have over 50 kids attend All Stars for Jesus on
Wednesday night. Two-thirds of these kids come from the surrounding community and are not regular
attendees of our church. Many of these kids come from single family homes or have already
experienced misfortune in their lives. We feel that we are here to minister to kids like this and the best
way to reach these kids is to be part of community and in an area that they can reach easily. It has been
our dream that when the sanctuary is built that the existing chapel could be used for kid's activities and

perhaps even a place for kids to come after school until there is adult supervision in their homes. We
anxiously anticipate the expansion of our facilities so we can better accommodate the needs of the
community.
Our mission however is not just to kids. We realize that adults have needs also -both inside the
congregation and in the community at large. Our vision is to have a haven, a place of reflection, a place
of peace in the busyness of life, an oasis that can be seen and used by everyone in our community. We
are proud to be in the downtown core, connected to our community and willing to engage in the ministry
that would be required of us.
New Property
The whole congregation is very anxious to get started on the construction of the new facility. The initial
phase of the building process would bring to the existing chapel much needed water and restrooms as
well as a foyer, added classroom space and designated parking. Our oldest member is 94 years old, and
we have several members that cannot attend church at this time because we do not have convenient
restroom facilities, or safe grounds for them to walk or operate their wheelchairs. It will be so good to
be able to have them back among our family on a regular basis when accommodation can be made for
them.
In anticipation of the new building process in 2000 we asked the kids and adults to bring their pennies
for the penny pitcher. The goal was a mile of pennies to go towards a playground for the kids on the new
property. We have made significant progress towards this goal. My granddaughter was 2 at the time,
now she is 6 and asked, "Will I be too big to play on the playground when it is built?" She faithfully
brings her pennies each week, as do others who attend our church, and asks often about the playground.
Of course I cannot answer her question because we thought that the process of passing our requests
through the City would have been done several years ago. Never did we think that this process would
take over 4 years.
Please do not think that because we don't have space that we are just sitting back and waiting for
approval. As you might have noticed, hardly a day goes by that the ministry house or chapel or grounds
are not used by someone. We have Sunday morning services, Tuesday Women's Prayer Meetings,
Wednesday "All Stars for Jesus". Members of our church gather for classes on Thursdays. Since we
have been using the Chapel and Ministry House we have had ministry meetings,prayer groups, music
practices, classes, Vacation Bible School,All Stars for Jesus with car races, barbecues,breakfasts, clean-
up days, car shows, Christmas bazaars, Easter egg hunts,puppet shows, fall kick-offs for Sunday
School, and Friday night movies. We even had Pre-School for two years.
Although we are all frustrated with the hold-up of the building process,the members know that this is
`home' and we continue to be hopeful about the plans being approved by the City soon so we can move
forward during prime construction season. We do know that the things that we have done and will
continue to do could be done with less frustration and effort if we had adequate space to accommodate
the activity or ministry. We look forward to the building process and the eventual completion of the
buildings so that we can again concentrate on the outreaches to our congregation and the community.
We respectfully request that the City allow us to complete our mission in our community.
