DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session February 10,2005, Chairman McCullough
presiding.
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
FLOEGEL, BOWEN, GRUBB, ZASTROW, COUNCIL LIAISON BASTIAN.
ABSENT: BARNES. A quorum is present.
3.
CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

Facilities - Ashley Manor Properties LLC: Ashley Manor Properties LLC,
represented by Roger MaIm, is requesting design review approval to construct two
assisted living facilities (one 3,934-square foot facility and one 4,850-square foot
facility). The site is located on the northeast corner of West State Street and North
Story Book Way.
C. Findinl!s of Fact and Conclusions of Law for DR-31-03 - Buildinl! Wall Sil!ns
and Monument Sil!D for Kelly Moore Paints - Kelly Moore Paints: Kelly Moore
Paints, represented by Douglas Smith with Sign Designs Inc., is requesting design
review approval to construct two non-illuminated building wall signs and to change
the face of the existing monument sign for Kelly Moore Paints. The site is located on
the southeast corner of East State Street and 1 st Street at 127 East State Street.
McCullough moves to remove item 3C from the consent agenda. This will be heard as item

A. DR-122-04 - Master Sil!n Plan for Two Multi-tenant Retail Buildinl!s within
Eal!le River Development -Venture Development Group, LLC: Venture
Development Group, LLC, represented by Roger Llewellyn with Golden West
Advertising Inc., is requesting design review approval of a master sign plan for two
multi-tenant retail buildings. The 1.35 acre site is located approximately 210 feet
south of State Highway 44 within the Eagle River Development at 46 & 78 E. Eagle
River Street.
There is not any new information for this application.
Zastrow moves to continue DR-122-04 - Master Sign Plan for Two Multi-tenant
Retail Buildings within Eagle River Development -Venture Development Group,
LLC, to the Feb. 24th Design Review Board meeting. Seconded by Floegel. ALL
A YE..MOTION CARRIES.
B. DR-136-04 - Buildinl! Wall Si2ns and One Monument Sil!n for Albertsons-
Albertsons Inc: Albertsons, Inc., represented by Jeff Carico with Image National,
Inc., is requesting design review approval to modify and construct a series of four (4)
building wall signs and one monument sign. The site is located on the northeast
corner of the Eagle Road and State Highway 44 intersection side of East State Street
within Eagle Promenade Development at 3172 E. State Street. This item was
continuedfrom the January 27, 2005 meeting.
The applicant has nothing new to add. Jeff Carico, 444 E. Amity Road, Boise reviews a
letter from Albertsons in regard to their logo. Staff reviews this application with the
Board. Board discussion.
McCullough moves to deny DR-136-04 - Building Wall Signs and One Monument
Sign for Albertsons - Albertsons Inc., with the following explanation to City
Council:
1. The application of the Savon logo in the location presented makes the main
signage look very congested as well as the off set of the Albertsons sign opens up
some potential construction problems with the building face and concerns of the
Board that those problems could not be mitigated.
2. The Savon logo color was suggested to be toned down. Seconded by Zastrow.
Discussion. McCullough modifies the motion to add tone down to a darker red
color. Second Concurs. Discussion. ALL A YE...MOTION CARRIES.

NEW BUSINESS:
A. DR-67-04 - Master Sil!n Plan for a Multi-tenant Office Buildinl! - Scott Snyder:
Scott Snyder is requesting design review approval of a master sign plan for a two (2)
story, multi-tenant office building. The site is located south of East State Street at
675 East State Street, approximately 225-feet west of Palmetto Avenue (Lot 1, Block
1, Periwinkle Subdivision).

B. DR-128-04 - Multi-Tenant Office Buildin2 - Dave Evans Construction: Dave
Evans Construction, represented by Tim Scharff, is requesting design review approval
to construct a 6,600-square foot multi-tenant office building. The site is located south
of East Shore Drive approximately 100-feet at 729 South Bridgeway Place within
Eagle River Development (Lot 11, Block 4, Mixed Use Subdivision No.3).
Travis Brow, 2115 S. Latah, Boise, reviews the application. Staff comments on this
application. Board discussion.
McCullough moves to continue DR-128-04 - Multi-Tenant Office Building - Dave
Evans Construction to the next Design Review Board meeting, February 24th, with
the site specific and standard conditions of approval also with the following
direction for the applicant for the redesign:
The applicant shall provide a sample board indicating all materials and colors
throughout the building as well as inside all of the gable areas. The applicant will
also provide a sample of window material and color. The applicant will provide a
new landscape plan that matches the floor plan taking into consideration all exits
and entrances of the building and how they play into the landscape. The landscape
plan will be redesigned to provide more depth plantings, more than one row of plant
material around the building. The plant material will have more variety and height
and size taking advantage of area between the windows. The landscape plan will
have more dense plant material around the final location of all of the A/C units, 1, 2,
3 and 4. The landscape plan will indicate that the patios are both constructed of the
same material. The applicant will clearly indicate whether the columns are to be log
or stucco and the new landscape plan and elevations are to comply with all of Eagle
Rivers requirements. Seeonded by Stanger. Discussion. McCullough adds that all
site specific conditions that can be modified on the new plans shall be done so before
the next meeting with particular attention to site specific condition #1 & 2. Once
again, all modifications that can be made should be made at this time. Additionally,
we need to see material samples and structure details regarding the trellis as
indicated on the southwest corner of the building. Second concurs. ALL

C. DR-129-04 - Master Sil!n Plan for 729 S. Brid2ewav Place - Dave Evans
Construction: Dave Evans Construction, represented by Tim Scharff, is requesting
design review approval of a master sign plan for the Foster Lund multi-tenant office
building. The .661 acre site is located approximately 7000-feet south of State
Highway 44 within the Eagle River Development at 729 S. Bridgeway Place.
McCullough moves to continue DR-129-04 - Master Sign Plan for 729 S. Bridgeway
Place - Dave Evans Construction with the site specific and standard conditions of
approval taken into consideration, to the next Design Review Board meeting,
February 24. Seconded by Grubb. McCullough would like to add that the

applicant shall take the approval letter from Eagle River and modify the master sign
plan to meet all conditions required by Eagle River. Second concurs. ALL

D. DR-137-04 - Two Multi-tenant Retail Buildin2s - White Leasure Development:
White Leasure Development, represented by Roger Foster with BRS Architects, is
requesting design review approval to construct two multi-tenant retail buildings (one
6, 193-square foot building and one 12,594-square foot building). The site is located
generally north of East State Street and west of Horseshoe Bend Road within the
Eagle Promenade Shopping Center at 3116 East State Street.
The applicant is present. Roger Foster, BRS 1010 S. Allante, Boise reviews the
application. Jeff Huber, 416 S. 8th Street, Ste. 200 also reviews the application. Staff
comments. Board discussion. Further discussion with Jeff Huber.
McCullough moves to approve DR-137-04 - Two Multi-tenant Retail Buildings-
White Leasure Development with the site specific and standard conditions of
approval with the following modifications:
Strike site specific condition #2.
Site specific condition #10: The applicant will provide a sample of color and pattern
for the stained concrete patio presented, this sample is to be approved by staff and
one member of the Design Review Board.
Site specific condition #11: A new north elevation and landscape plan shall be
provided that will provide greater interest along the north side of the building in
vertical on the landscape plan and 3-dimensional on the building. The elevation and
landscape plan will be approved by staff and one member of the Design Review
Board.
Site specific condition #12: All of the coping and parapet walls are to be finished on
all visible sides and painted to match the rest of the building.
Add to site specific condition #11: One suggestion for 3-dimensional interest by the
Design Review Board is to add canopies to the northern elevation. Seconded by
Floegel. Discussion. McCullough modifies the motion, site specific condition #11:
All comments are to apply to building 1 and 2 regarding road side elevations.

E. DR-143-04 - Master Sil!n Plan for the Rocky Mountain Fitness Buildinl!-
Richard Craycraft & Reid Merrill: Rocky Mountain Fitness, represented by Diane
Mazy with Aim Signs, is requesting design review approval of a master sign plan for
the Rocky Mountain Fitness building. The site is located at 875 E. Plaza Drive.
Diane Mazy, 112 W. 38th, Garden City, Idaho reviews the application. Reid Merrill 435
E. Two Rivers, Eagle, Idaho reviews the application.

F. DR-I-05 - Freestandin2 Sil!n for Zen Bento - ZB, Inc.: ZB, Inc., represented by
Rene Iwamasa, is requesting design review approval to modify a freestanding sign for
Zen Bento. The site is located approximately 100-feet east of Second Street on the
north side of State Street at 342 E. State Street.
This item was moved to the consent agenda.
G. DR-O2-05 - Landscape Plan for Loch Lomond Subdivision: Mark Butler & Old
Town LLC., are requesting design review approval for common area landscaping for
an 8-lot residential subdivision. The site is located on Braveheart Lane 1320-feet
north of Floating Feather Road.
This item was moved to the consent agenda.
H. DR-O3-05 - Multi-Tenant Office Buildinl! - Summit Financial: Summit Financial,
Inc., represented by The Land Group, is requesting design review approval to
construct a 6,750-square foot multi-tenant office building The site is located on lot
19 block 4 of Eagle River near the southeast corner of State Highway 44 and S. Eagle
Road.
Phil Hull, 462. E. Shore Drive, Ste. 100, Eagle, Idaho reviews the application.

McCullough moves to approve DR-03-05 - Multi-Tenant Office Building - Summit
Financial with the site specific and standard conditions of approval with the
following modifications:
Site specific condition #13: All exits and entries are to be reflected in the landscape
plan, any modifications can be approved at staff level.
Site specific condition #14: The lintels above the windows on the east and west
elevations should be connected in a similar design to the north and south elevations.
Site specific condition #15: All roof mounted mechanical units will be completely
screened from view.

Stanger moves to modify the Findings of Fact and Conclusions of Law for D R-31-03
- Building Wall Signs and Monument Sign for Kelly Moore Paints with the
following changes:
Site specific condition #5: Strike the wording individually mounted, reverse pan
channel letters with neon as the halo illumination light source would be an example
of a permitted letter style. Another example of an acceptable letter style would be
individually mounted. Strike all of that so it would effectively read: 3-dimcnsional
letters constructed from cast aluminum, wood, or other durable, esthetically
appropriate materials. Lighting for this style of letter would be external and
continue on with original wording.
Site specific condition #7. The Design Review Board approves the building wall sign
date stamped 6/13/03 as the accepted wall sign. Seconded by McCullough. ALL
A YE...MOTION CARRIES.
Stanger moves to approve the amended findings for DR-31-03 - Building Wall Signs
and Monument Sign for Kelly Moore Paints. Seconded by Floegel. ALL

EAGLE PROMENADE
FEBRUARY 2005
The following rules and regulations are provided in accordance with the lease and approved
under the restrictions and guidelines of the City of Eagle.
SHOPPING CENTER MONUMENT SIGNS &INDIVIDUAL PAD SITE MONUMENT
SIGNS
1) All signs are required to be reviewed and approved by the City of Eagle. All signs must
be submitted to the landlord in color and to scale prior to submittal to the City of Eagle under the
Master Sign Plan.
2) The tenant shall obtain all necessary City and local permits prior to installation.
3) Three shopping center monument signs will be permitted with one located on each street
frontage for anchor tenant and center identification. Those shopping center monument signs are
permitted to be 15' in overall height measured from the centerline of the adjacent roadway with a
maximum of 100 square feet in copy area. Other than the tenant panel identifying Eagle
Promenade, all tenant panels are to have a consistent cream colored background. Individual
tenant logos and colors are permitted to be installed on the cream colored background.
4) Each individual pad site will be permitted to have one freestanding monument style sign
not to exceed 6' in overall height measured from the centerline of the adjacent roadway and a
maximum of 30 square feet in copy area. The background color of all individual pad site
monument signs shall be cream colored to match the shopping center monument signs.
Individual tenant logos and colors are permitted to be installed on the cream colored background.
EXCEPTION: Those pad sites that don't have street frontage or that desire to share monument
signs for visibility on the main frontage may increase the size of said monument sign to 8' in
overall height and 50 square feet in shared copy area. A cross section of the berm showing the
monument sign in relation to the adjacent roadway is required to be reviewed and approved by
the developer and the City of Eagle. If pad sites share a monument sign,no individual
monument sign is permitted for the pad site.
EXCEPTION: The multi-tenant building in Eagle Promenade on pad site 13 will be allowed to
display a 15' overall height(with a maximum of 100 square feet in copy area)multi-tenant
monument sign.
5) Each pad site due to the configuration of the property or the nature of the landscaping
design,has no alternative except to place that sign in a berm area may be granted an exception to
the"measured from the centerline of adjacent roadway"restriction in the overall height of the
sign. A cross section of the berm showing the height of the monument sign in relation to the
adjacent roadway is required to be reviewed and approved by the developer and the City of
Eagle.
6) The monument signs will be flood lit from the ground to allow for tenant visibility and
the center name will be halo illuminated. Pad site monument signs will be flood lit.
WALL SIGNS
1) All wall signs will be submitted to the landlord for approval prior to submittal to the City
of Eagle under the Master Sign Plan. Submittals will be in duplicate, in color and to scale.
2) Wall signs are permitted to be individual reverse pan channel letters with halo
illumination or open pan channel letters with exposed neon. Non-illuminated letters of
individual design are permitted in addition to the channel letters subject to landlord and City
approval.
3) Those businesses with two frontages may have signs on both elevations. This includes
those businesses that have both street and parking lot frontage or two parking lot frontages.
4) All signs in multi tenant buildings will be centered left to right on the elevation over their
lease space and will be installed at a consistent bottom height with signs on the building. All
signs in multi tenant buildings shall be either halo illuminated or open pan channel letters with
exposed neon as per recently adopted Eagle City Sign Code and shall be approved by the City of
Eagle. Any internally illuminated wall signs installed prior to this date(2/2/05)will be
considered a legal non-conforming use governed by the City of Eagle if any further
modifications are requested or required.
5) All wall signs shall be a maximum of 10%of the building wall elevation. The building
wall elevation shall be measured by the width of the tenant lease space multiplied by a ceiling
height of 14'.
6) Directional signs not to exceed 3' in height and 4 square feet are permitted on an
individual basis to be determined by both landlord and the City of Eagle. All directionals will
have solid bases and be constructed of materials that complement the building to which they
belong. All directional signs shall be reviewed and approved by the City of Eagle.
7) Any wall signs installed prior to this date(2/2/05)will be exempt from the changes
herein.
ACCESSORY SIGNS
1) Window or door vinyls are permitted to advertise the name of the business and business
hours as may be permitted by Eagle City Code. Permanent window vinyls will be included in
overall square footage and regulated by Eagle City Code.
2) Banners for special sales and events are permitted and shall comply with Eagle City
Code.
3) Wall signs may not exceed ten percent(10%)of the total surface area of a building face
(measured as indicated within the master sign plan criteria).
4) The three(3)shopping center monument signs and individual pad site monument signs
are permitted in the locations shown on the attached site plan date stamped by the City on
February 8, 2005.
5) No additional monument signage will be allowed unless the City approves a modification
to this master sign plan.
6) A sign permit is required prior to any signs being constructed within this development.
7) The face of all monument signs shall be of a consistent cream background color through
out the entire development.
8) Interior illumination is not permitted for monument signs.
