DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on January 27,2005, Vice-Chairman Stanger
presiding.
1.
CALL TO ORDER: Stanger calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: STANGER, FLOEGEL, GRUBB,
ZASTROW, BARNES, BOWEN, COUNCIL LIAISON BASTIAN. ABSENT:
MCCULLOUGH A quorum is present.
3.
CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of January 13,2005.
B. Findines of Fact and Conclusions of Law for DR-124-04 - Two Multi-tenant
Retail Buildines - Venture Development Group, LLC: Venture Development
Group, LLC, represented by Roger Foster with BRS Architects, is requesting design
review approval to construct two multi-tenant retail buildings (one 5,000-square foot
building and one 7,500-square foot building). The site is located on the north side of
East Eagle River Street within Eagle River Development Promenade.
C. Findines of Fact and Conclusions of Law for DR-127-04 - Multi-tenant
OfficelRetaillRestaurant Buildine - B. B. One: B. B. One, represented by Jory
Walker with Beecher Walker and Associates, is requesting design review approval to
construct a 17,371-square foot multi-tenant office/retail/restaurant building. The site
is located within Channel Center Subdivision on the southwest comer of Rivershore
Lane and Eagle Road at 689 Rivershore Lane.
D. Findines of Fact and Conclusions of Law for DR-130-04 - Park and Ride Lot-
Ada County Hiehwav District: Ada County Highway District, represented by
Karen Doherty with Doherty and Associates, is requesting design review approval to
construct a Park and Ride lot. The site is located on the southwest comer of State
Highway 44 and East Riverside Drive.
E. Findines of Fact and Conclusions of Law for DR-131-04 - Common Area
Landscapine within Hillcreek Subdivision - Pacific Security Companies. Inc.:
Pacific Security Companies, Inc., represented by Jon Breckon with The Land Group,
is requesting design review approval of the common area landscaping within

Hillcreek Subdivision. The site is located on the northeast comer of East State Street
and Hill Road.
F. Findines of Fact and Conclusions of Law for DR-132-04 - Master Sien Plan for
Rivershore Place Multi-tentant Buildine - B.B. One: BB One, LLC, represented
by Jim Rehberg with Idaho Electric Signs, is requesting design review approval of a
master sign plan for a two story multi-tenant retail/office building. The 2.17 acre site
is located approximately 20 feet east of State Highway 55 within the North Channel
Development at 689 Rivershore Lane.
G. Findines of Fact and Conclusions of Law for DR-82-01 MOD - Hilton Garden
Inn Buildine Addition - Johnson Brothers Hospitalitv: Johnson Brothers
Hospitality, represented by Scott Wendell with Lombard Conrad Architects, is
requesting design review approval to construct a 17,763-square foot building addition
to the Hilton Garden Inn, which will include thirty three (33) additional rooms. The
site is located on the south side East Riverside Drive within Eagle River Development
at 145 East Riverside Drive.
H. Findines of Fact and Conclusions of Law for DR-139-04 - Common Area
Landscapine within Westover Lakes Subdivision - Naev Sprinecreek LLC:
Nagy Springcreek LLC, represented by Doug Russell with The Land Group, is
requesting design review approval of the common area landscaping and a 624-square
foot pool house within Westover Lakes Subdivision. The site is located on the west
side of South Eagle Road approximately 4185- feet north of Chinden Boulevard at
2267 South Eagle Road.
I. Findines of Fact and Conclusions of Law for DR-140-04 - Monument Entry Sien
for Westover Lakes Subdivision - Naev Sprinecreek LLC: Nagy Springcreek,
LLC, represented by Doug Russell with The Land Group, is requesting design review
approval to construct a monument entry sign along a retaining wall for Westover
Lakes Subdivision located 4185 south of Chinden on the west side of Eagle Road at
2267 S. Eagle Road.
1. Findines of Fact and Conclusions of Law for DR-141-04 - Bank/Financial
Institution with Drive-up Service - Svrinea Bank: Syringa Bank, represented by
James G. Murray with CSHQA, is requesting design review approval to construct a
4,664-square foot bank/financial institution with three drive-up service lanes. The
site is located near the northwest comer of East State Street and North Horseshoe
Bend Road within the Eagle Promenade Shopping Center at 3172 East State Street.
K. Findines of Fact and Conclusions of Law for DR-142-04 - Two Buildine Wall
Siens and One Monument Sien for Svrinea Bank - Svrinea Bank: Syringa Bank,
represented by Debbie Anderson with Idaho Electric Signs, is requesting design
review approval to construct two (2) building wall signs and one monument sign for
Syringa Bank. The site is located on the north side of East State Street within Eagle
Promenade Development at 3172 E. State Street.
Floegel moves to approve the consent agenda as items 3A, 3B, 3C, 3D, 3E, 3F, 3G,
3H, 31, 3J and 3K, as written. Seconded by Barnes. ALL A YE...MOTION

UNFINISHED BUSINESS:
A. DR-136-04 - Buildine Wall Siens and One Monument Sien for Albertsons-
Albertsons Inc: Albertsons, Inc., represented by Jeff Carico with Image National,
Inc., is requesting design review approval to modify and construct a series of four (4)
building wall signs and one monument sign. The site is located on the northeast
comer ofthe Eagle Road and State Highway 44 intersection side of East State Street
within Eagle Promenade Development at 3172 E. State Street. This item was
continuedfrom the January 13, 2005 meeting.
The applicant is not present. Stanger would like to move this item to the end of the
agenda, as item 5B.
B. DR-144-04 - Common Area Landscapine within Rineo Ridee Subdivision No 2
(previously Arbor Ridee) - Bruce Patterson: Bruce Patterson, represented by Doug
Patterson, is requesting design review approval of the common area landscaping
within Ringo Ridge Subdivision No.2 (aka Arbor Ridge Subdivision). The site is
located on the north side of Hill Road approximately 800-feet west of State Highway
55 (phase 2 is located east of phase 1 at the eastern terminus of Sadie Drive). This
item was continued from the January 13, 2005 meeting.
Staff reviews the application. Board discussion.
Grubb moves to deny DR-144-04 - Common Area Landscaping within Ringo Ridge
Subdivision No 2 (previously Arbor Ridge) - Bruce Patterson with the following
direction to the applicant. The applicants proposed play area is in a future phase,
would be something that the Board approves, also would like to see the berm
completely landscaped prior to issuance of building permits in phase two. Seconded
by Barnes. Discussion. Grubb would like to add additional direction to add specific
cut sheets on the playground equipment. Second Concurs. ALL A YE...MOTION
CARRIES.
C. DR-31-03 - Buildine Wall Siens and Monument Sien for Kelly Moore Paints-
Kelly Moore Paints: Kelly Moore Paints, represented by Douglas Smith with Sign
Designs Inc., is requesting design review approval to construct two non-illuminated
building wall signs and to change the face of the existing monument sign for Kelly
Moore Paints. The site is located on the southeast comer of East State Street and 151
Street at 127 East State Street.
Staff reviews the application. Board discussion.
Barnes moves to approve DR-31-03 - Building Wall Signs and Monument Sign for
Kelly Moore Paints - Kelly Moore Paints with the site specific and standard conditions
of approval with the following modifications:

Site specific condition #5: The Board recommends that the base of the newly proposed
monument sign be enhanced with lap siding in the same material and color as is on the
existing building to further tie the new sign to the general architecture of the building.
Site specific condition #6: The Design Review Board requests a revised landscape plan
showing landscaping that will shield lights on a 12 month basis also showing replacement of
landscaping which may be damaged during installation of the new sign. This revised plan
can be reviewed by staff and one member of the Design Review Board. Seconded by
FloegeI. Discussion. Barnes amends the motion, site specific condition #6, regarding the
landscaping to reflect that the revised landscaping plan should be submitted to staff and
one member of the Design Review Board for landscaping around the base of the sign.
While we realize that the sign will now be halo illuminated and will not require a ground
mounted light, we also realize that some of the plantings have been damaged and need to be
replaced and also the landscaping plan should include indication of removal of existing
light.
Site specific condition #1: Change to date stamped by the City 1/13/05. Second concurs.
Discussion. Barnes amends the motion to change site specific condition #5, add this should
be reviewed by staff and one member of the Design Review Board. Second concurs. ALL
A YE...MOTION CARRIES.
D. Golden Eaele Award Nominations:
Stanger moves to review this item during Design Review reports. Seconded by
Barnes. ALL AYE...MOTION CARRIES.

NEW BUSINESS:
A. DR-133-04 - Two Assisted Livine Facilities - Ashley Manor Properties LLC:
Ashley Manor Properties LLC, represented by Roger Maim, is requesting design
review approval to construct two assisted living facilities (one 3,934-square foot
facility and one 4,850-square foot facility). The site is located on the northeast comer
of West State Street and North Story Book Way.
The applicant is present. Roger Maim, 11906 W. Daniel Drive, Boise, Idaho reviews the
application.
Stanger moves to approve DR-133-04 - Two Assisted Living Facilities - Ashley
Manor Properties LLC with the site specific and standard conditions of approval
with the following modifications:
Site specific condition #19: Provide revised elevations for both buildings labeled
with building face direction, i.e., north, south, east and west. These elevations shall
show dormers on both rear elevations of both buildings to provide interest. The
elevations shall show doors and mechanical rooms, they shall remove the shutters on
the front side of the buildings as discussed. These elevations shall also designate
which building they are associated with, building one or two. The building one
elevations shall also show a broadening of the columns, similar to building #2, these
shall be approved by staff and 2 members of the Design Review Board.

Site specific condition #20: Provide cut sheets, elevations and details of the gazebo,
showing the color and style, with the direction of the Board that the gazebo shall be
tan and white matching the parameter fence. These elevations shall be approved by
staff and one member of the Design Review Board.
Site specific condition #21: Provide revised landscape plan including a new planter
bed along the east side of bldg #2, continuing through the drainage area proposed
east of the parking lot. This landscape plan shall include this area to be all planter
bed with no lawn.
Site specific condition #22: The applicant shall arrange for meeting between the
arborist and the landscape contractor prior to construction. This meeting shall be
used to establish a schedule so the arborist can be on site and monitor construction
activity, specifically with regard to fencing, irrigation, lawn and plantings around
the Sycamore tree as outlined in the foresters letter. Seconded by Bowen.
Discussion. Stanger modifies the motion, condition #22, to include any and all
earthwork specifically added fill material and continue on. Second concurs. ALL
A YE...MOTION CARRIES.
B. 4A. DR-136-04 - Buildine Wall Siens and One Monument Sien for Albertsons-
Albertsons Inc: Albertsons, Inc., represented by Jeff Carico with Image
National, Inc., is requesting design review approval to modify and construct a
