DESIGN REVIEW BOARD
MINUTES

The Design Review Board met in regular session January 13, 2005, Chairman McCullough
presiding.
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
FLOEGEL, GRUBB, ZASTROW, BARNES, COUNCIL LIAISON BASTIAN
ABSENT: BOWEN. A quorum is present.
3.
CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findines of Fact and Conclusions of Law for DR-IO2-04 - Two StOry Multi-
tenant Office Buildine - Kim Evans: Kim Evans, represented by Tamura and
Associates, is requesting design review approval to construct a 14,750-square foot
two story multi-tenant office building. The site is located approximately 450-feet
south of East Shore Drive at 923 South Bridgeway Place (Lot 22, Block 4, Mixed Use
Subdivision No.5).
C. Findines of Fact and Conclusions of Law for DR-IO3-04 - Master Sien Plan for a
Two StOry Multi-tenant Office Buildine - Kim Evans: Kim Evans, represented by
Tamura and Associates, is requesting design review approval of a master sign plan for
a two story multi-tenant office building. The site is located approximately 450-feet
south of East Shore Drive at 923 South Bridgeway Place (Lot 22, Block 4, Mixed Use
Subdivision No.5).
D. Findines of Fact and Conclusions of Law for DR-113-04 - Health Club Facility-
Idaho Athletic Club: Idaho Athletic Club, represented by Andrew Davis with BRS
Architects, is requesting design review approval to construct an 11 ,056-square foot
health club facility. The site is located on the north side of East Riverside Drive
within Eagle River Development at 950 East Riverside Drive (Lot 7, Block 3, Mixed

Siens and One Monument Sien for Idaho Athletic Club - Idaho Athletic Club:
Idaho Athletic Club, represented by Diane Mazy with Aim Sign Company, is
requesting design review approval to construct two (2) building wall signs and one
monument sign for Idaho Athletic Club. The site is located on the north side of East
Riverside Drive within Eagle River Development at 950 East Riverside Drive (Lot 7,

F. Findines of Fact and Conclusions of Law for DR-115-04 - Multi-tenant Office

with The Land Group, is requesting design review approval of a master sign plan for a
multi-tenant office building. The site is located on the north side of East State Street

H. Findines of Fact and Conclusions of Law for DR-l 17-04 - Multi-tenant Office
Buildine - Mike Marrs: Mike Marrs, represented by Walter Lindgren with Johnson
Architects, is requesting design review approval to construct a 2,250-square foot
multi-tenant office building. The site is located on the north side of East State Street
within Winding Creek Development.
I. Findines of Fact and Conclusions of Law for DR-118-04 - Master Sien Plan for a
Multi-tenant Office Buildine - Mike Marrs: Mike Marrs, represented by Walter
Lindgren with Johnson Architects, is requesting design review approval of a master
sign plan for a multi-tenant office building. The site is located on the north side of
East State Street within Winding Creek Development.
J. Findines of Fact and Conclusions of Law for DR-119-04 - Veterinary Animal
Hospital and Retail Buildine - Todd Weltner: Todd Weltner, represented by
Clinton Yaka with BRS Architects, is requesting design review approval to construct
a 6,500-square foot veterinary animal hospital and retail building. The site is located
within Eagle Promenade approximately 216-feet north of East State Street at 3060
East State Street.
K. Findines of Fact and Conclusions of Law for DR-120-04 - Master Sien Plan for a
Multi-tenant Veterinary Animal Hospital and Retail Buildine - Todd Weltner:
Todd Weltner, represented by Jason Keeble with Classic Design Studio, is requesting
design review approval for a master sign plan for a multi-tenant veterinary animal
hospital and retail building. The site is located within Eagle Promenade
approximately 216-feet north of East State Street at 3060 East State Street.
Barnes moves to accept the consent agenda as written, items 3A, 3B, 3C, 3D, 3E, 3F,

UNFINISHED BUSINESS:
A. DR-130-04 - Park and Ride Lot - Ada County Hiehwav District: Ada County
Highway District, represented by Karen Doherty with Doherty and Associates, is
requesting design review approval to construct a Park and Ride lot. The site is
located on the southwest comer of State Highway 44 and East Riverside Drive. This
item was continued from the December 9, 2004 meeting.
The applicant is present. Karen Doherty with Doherty & Associates, 575 E. Park Center
Blvd., Boise, reviews the application. Staff addresses the Board. Board discussion.
McCullough moves to approve DR-130-04 - Park and Ride Lot - Ada County
Highway District with the site specific conditions of approval with the following
modifications:
Site specific condition #4: A new site and landscape plan shall be provided
reflecting all modifications to the original plan dated 12/1104 with particular
attention to the swale area. The Board encourages the applicant to place
cobblestone in the bottom of the swale. This new plan will be submitted to staff and
approved by staff and 2 members of the Design Review Board.
Site specific condition #6: The bike enclosure shall be colored brown to match the
brown elsewhere on the project.
Site specific condition #7: The applicant shall be required to provide concealed
metal fasteners on the roof structures on the project.

NEW BUSINESS:
A. DR-124-04 - Two Multi-tenant Retail Buildines - Venture Development Group,
LLC: Venture Development Group, LLC, represented by Roger Foster with BRS
Architects, is requesting design review approval to construct two multi-tenant retail
buildings (one 5,OOO-square foot building and one 7,500-square foot building). The
site is located on the north side of East Eagle River Street within Eagle River
Development Promenade.
The applicant is present. Roger Foster, BRS, 1010 S. Allante Street, Boise, reviews the
application. Staff reviews the application. Board discussion.
McCullough moves to approve DR-124-04 - Two Multi-tenant Retail Buildings-
Venture Development Group, LLC with the site specific and standard conditions of
approval with the following modifications to the site specific conditions of approval:
Site specific condition #3: In the first sentence, towards the end of the sentence,
strike "all of' and replace with "the boundary area between". So the end of the
sentence will read and drainage for the boundary area between lots 3 and 4.
Site specific condition #11: A new landscape plan shall be provided which clearly
shows all plant material labeled to also be in the plant schedule and that the western
side of the building facing Eagle Road shall be redesigned to eliminate the small

sliver of lawn and better tie in with the existing landscaping planter currently on
Eagle River property.
Site specific condition #12: Revised elevations shall be provided for the northern
side of the building with the deck attached to clearly identify the deck railing and tie
into the existing landscape. This plan shall be provided to staff and one member of
the Design Review Board for approval.
Site specific condition #13: Material samples shall be provided for the deck as well
as the color for the stained concrete. The Design Review Board suggests a synthetic
wood product complimentary to the building for the deck structure. These samples
and colors shall be approved by staff and one member of the Design Review Board.
Site specific condition #14: All and or any patio furniture or amenities to be placed
on the concrete patio, cut sheets will be provided to staff and one member of the
Design Review Board for approval. Seconded by Floegel. Discussion. ALL

B. DR-122-04 - Master Sien Plan for Two Multi-tenant Retail Buildines within
Eaele River Development-Venture Development Group, LLC: Venture
Development Group, LLC, represented by Roger Llewellyn with Golden West
Advertising Inc., is requesting design review approval of a master sign plan for two
multi-tenant retail buildings. The 1.35 acre site is located approximately 210 feet
south of State Highway 44 within the Eagle River Development at 46 & 78 E. Eagle
River Street.
McCullough moves to continue to the Jan. 27th, 2005 meeting. Seconded by Barnes.

C. DR-127-04 - Multi-tenant OfficelRetail/Restaurant Buildine - B. B. One:
B. B. One, represented by Jory Walker with Beecher Walker and Associates, is
requesting design review approval to construct a 17,37I-square foot multi-tenant
office/retail/restaurant building. The site is located within Channel Center
Subdivision on the southwest comer of Rivershore Lane and Eagle Road at 689
Rivershore Lane.
Jory Walker, 3115 E. Lyon Lane, Holladay, Utah reviews the application. Staff
reviews the application. Board discussion.
Stanger moves to approve DR-127-04 - Multi-tenant Office/Retail/Restaurant
Building - B. B. One with the site specific and standard conditions of approval with
the following modifications to the site specific conditions of approval:
Amend site specific condition #11: Start with the Design Review Board encourages
the use of lighting to accent the building. The applicant shall provide cut sheets.
Site specific condition #12: Provide a revised landscape plan with attention to the
exits from the stairway towers, providing access away from the building. This plan
shall be approved by staff and one member of the Design Review Board.
Site specific condition #13: All transplanted material is to be immediately replaced
with a similar variety if the transplanted material does not survive.

D. DR-132-04 - Master Sien Plan for Rivershore Place Multi-tentant Buildine-
B.B. One: BB One, LLC, represented by Jim Rehberg with Idaho Electric Signs, is
requesting design review approval of a master sign plan for a two story multi-tenant
retail/office building. The 2.17 acre site is located approximately 20 feet east of State
Highway 55 within the North Channel Development at 689 Rivershore Lane.
The applicant has no comment. Board discussion with staff.
Stanger moves to approve DR-132-04 - Master Sign Plan for Rivershore Place
Multi-tenant Building - B.B. One with the site specific and standard conditions of
approval with the following modifications to the site specific conditions of approval:
Site specific condition #2: In the master sign plan criteria, strike #6 and change
existing numbers as appropriate. Seconded by Floegel. ALL A YE...MOTION
CARRIES.
E. DR-131-04 - Common Area Landscapine within Hillcreek Subdivision - Pacific
Security Companies. Inc.: Pacific Security Companies, Inc., represented by Jon
Breckon with The Land Group, is requesting design review approval of the common
area landscaping within Hillcreek Subdivision. The site is located on the northeast
comer of East State Street and Hill Road.
The applicant is present. Jon Breckon, 462 Shore Drive, Eagle, reviews the application.
Staff reviews the application. Board discussion.
McCullough moves to approve DR-131-04 - Common Area Landscaping within
Hillcreek Subdivision - Pacific Security Companies, Inc with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #11: A new landscape plan shall be provided with a redesign
of the entire eastern boundary which is currently in lawn to be replaced with shrub
and tree plant material to soften the vinyl fence. The landscape plan shall also
identify alternate plant material to the Autumn Blaze Maple to help reduce the
overall percentage of Autumn Blaze planted on the site. (emphases in reduce, not
eliminate.) This plan shall be provided to staff and one member of the Design
Review Board for approval.
Site specific condition #12: The color of the fence, a sample shall be provided to staff
and one member of the Design Review Board for approval. The Design Review
Board encourages an earth tone color. Seconded by Barnes. ALL A YE...MOTION

F. DR-82-01 MOD - Hilton Garden Inn Buildine Addition - Johnson Brothers
Hospitality: Johnson Brothers Hospitality, represented by Scott Wendell with
Lombard Conrad Architects, is requesting design review approval to construct a
17,763-square foot building addition to the Hilton Garden Inn, which will include
thirty three (33) additional rooms. The site is located on the south side East Riverside
Drive within Eagle River Development at 145 East Riverside Drive.

Barnes moves to approve DR-82-01 MOD - Hilton Garden Inn Building Addition -
Johnson Brothers Hospitality with the site specific and standard conditions of
approval with the following modifications to the site specific conditions of approval:
Site specific condition #6: The Design Review Board would encourage the applicant
to increase the depth of plant material to the west side of the new addition, in an
effort to create a look consistent with the existing landscaping, so as to not show this
as an addition. This can be approved by staff and one member of the Design Review
Board. Seconded by Floegel. Discussion. Barnes moves to amend the motion, the
changes to the landscape plan should be noted in a revised landscape plan submitted

G. DR-19-03 MOD - Buildine Wall Sien and One Monument Sien for the Hilton
Garden Inn Includine Two Directional Siens within Eaele River Development -
Johnson Brothers Hospitality: Johnson Brothers Hospitality LLC, represented by
Scott Wendell with Lombard Conrad Architects, is requesting design review approval
a master sign plan application to relocate one building wall sign at 145 E. Riverside
Drive. The site is located south of Riverside Drive adjacent to Eagle Road within
Eagle River Development (Lot 6, Block 4, of Mixed Use Subdivision No.2.
This item was mistakenly placed on the agenda. McCullough moves to remand this
item back to staff. Seconded by Floegel. ALL A YE...MOTION CARRIES.
H. DR-136-04 - Buildine Wall Siens and One Monument Sien for Albertsons-
Albertsons Inc: Albertsons, Inc., represented by Jeff Carico with Image National,
Inc., is requesting design review approval to modify and construct a series of four (4)
building wall signs and one monument sign. The site is located on the northeast
comer of the Eagle Road and State Highway 44 intersection side of East State Street
within Eagle Promenade Development at 3172 E. State Street.
Jeff Carico, 444 E. Amity Rd, Boise, Idaho reviews the application. Staff reviews the
application. Further discussion with the applicant.
Floegel moves to continue DR-136-04 - Building Wall Signs and One Monument
Sign for Albertsons - Albertsons Inc to the January 27th meeting of the Design
Review Board. The Design Review Board has suggested that the red Saveon sign
with small pharmacy under it be moved to in front of the large blue pharmacy sign
and we would like to see the pharmacy portion of that eliminated so that it would
not say pharmacy, pharmacy and we would like them to come back to us with
revised drawings. Seconded by Grubb. 5 Aye, One Nay....Motion Carries.
I. DR-139-04 - Common Area Landscapine within Westover Lakes Subdivision-
Naev Sprinecreek LLC: Nagy Springcreek LLC, represented by Doug Russell with
The Land Group, is requesting design review approval of the common area
landscaping and a 624-square foot pool house within Westover Lakes Subdivision.
The site is located on the west side of South Eagle Road approximately 4185- feet
north of Chinden Boulevard at 2267 South Eagle Road.

McCullough moves to approve DR-139-04 - Common Area Landscaping within
Westover Lakes Subdivision - Nagy Springcreek LLC with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #7: The Design Review Board accepts the detail in drawings
for the trellis as presented this evening. The trellis construction as well as the
painting of the trellis shall be complimentary to the pool structure.
Site specific condition #8: The Design Review Board encourages the applicant to
use a slightly darker stucco color on the pool house. The rest of the colors on the
pool house are accepted as presented.
Site specific condition #9: The type and variety of rock material to be used in the
water fall shall be indicated and supplied to staff and one member of the Design
Review Board for approval. Seconded by Barnes. ALL A YE...MOTION

J. DR-140-04 - Monument Entry Sien for Westover Lakes Subdivision - Naev

along a retaining wall for Westover Lakes Subdivision located 4185 south of Chinden
on the west side of Eagle Road at 2267 S. Eagle Road.

Street and North Horseshoe Bend Road within the Eagle Promenade Shopping Center
at 3172 East State Street.

McCullough moves to approve DR-141-04 - BanklFinancial Institution with Drive-
up Service - Syringa Bank with the site specific and standard conditions of approval
with the following modifications:
Site specific condition #5: The 2nd line, should be reviewed and approved by staff,
rather than the Design Review Board.
Site specific condition #9: Interject, exposed in-between all roof, so it reads in-
between all exposed roof ends.

Site specific condition #13: The sign to mitigate traffic conflicts as presented this
evening is not acceptable, a redesign coordination between the architect and city
staff, shall be required. The new drawings should be submitted to staff and one
member of the Design Review Board for approval.
Site specific condition #14: The elevations shall be redrawn to indicate a lowering of
the eaves in conjunction with the supports on all four corners of the building as
indicated by the architect this evening. The redrawn elevations shall be presented to
staff and one member of the Design Review Board for approval.

Please see below on my comments, sorry I can not make but i will be thinking of you all on the sunny beach of
Florida. Work the first half of the week and then hopefully play... ;-)
5A. - I like this one, the building proportions are nice and if the original colors are similar, I have no problem with
the architecture.
5B. -Was not provided.
5C. - The elevations look ok, east and west elevations in the center of the building look massive, may suggest to
break it up a bit. The windows look good with the arches, are the windows segmented?or one solid pane? May
think about muli pane look for the windows.
5D. -signage ok, unless the building is revised.
5E. -Will leave for the Landscape experts.
5F. - I have no problems with this submittal, it matches exactly what is there now and ties in well.
5G. - Staff Level.
5H. Signs looks good and I agree with site specific conditions. Could move to consent. Typical for an Albertsons.
51. -Will leave for the Landscape experts.
5J. - Sign looks good and I agree with site specific conditions. Could move to consent.
5K. -The elevations seem top heavy to me and out of proportion. Would recommend dropping the eaves down a
bit closer to the windows. I would suggest rework of the elevations. I like the windows and the mullion layout, it is
something different.
5L. - Signage looks fine.
5M. -Will leave for the Landscape experts.

Subject: Design Review meeting items
Good afternoon—you are probably all aware that the packet for this upcoming meeting was prepared by Nichoel
and I. With that, you have probably noticed that all the sign staff reports did not include any maps or supporting
documentation. This was an oversight on my part in that I did not communicate to Nichoel what was to be
included in the packet.
The effected applications are:
DR-132-04—Master sign plan for Rivershore Place multi-tenant building
DR-136-04—Building wall signs and one monument sign(revision to the existing sign)for Albertsons
DR-140-04—Two monument entry signs for Westover Lakes Subdivision
DR-142-04—Two Building wall signs and one monument sign for Syringa Bank
We have made new copies of the plans, applications, and supporting documentation for each of these applications.
They are available for your pick up here at City Hall anytime between now and the meeting(if we mailed them I
don't know that they would get to you before Thursday). If you can't make it here to pick them up then I will
bring them to the meeting to give to you-OR- if you call me we can make other arrangements to get these to you
for your review. We apologize for the inconvenience.
Further, I will provide transparencies of each sign plan for your review at the meeting. While this may be a bit
cumbersome I have utmost faith that we can get through it. If you have any questions regarding the sign staff
reports or questions on any of the other application please feel free to call me at your convenience(or email me if
you would like). My number is below.
