DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on December 9, 2004, Member Bowen
presiding.
1.
CALL TO ORDER: Bowen calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: BOWEN, GRUBB, ZASTROW.
ABSENT: MCCULLOUGH, STANGER, FLOEGEL, BARNES, COUNCIL LIAISON
BASTIAN. A quorum is present.
3.
CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findine:s of Fact and Conclusions of Law for DR-40-04 - Convert a Church
Buildine: into a Multi-tenant Buildine: - Dave Buich: Dave Buich, represented by
Scott Marshall with LKV Architects, is requesting design review approval to convert
a 4,344-square foot church building into a multi-tenant office building. The site is
located on the west side of North Eagle Road approximately 600-feet north of State
Street at 223 North Eagle Road.
C. Findine:s of Fact and Conclusions of Law for DR-41-04 - Master Sie:n Plan for a
Multi-tenant Office Buildine: - Dave Buich: Dave Buich, represented by Scott
Marshall with LKV Architects, is requesting design review approval of a master sign
plan for a multi-tenant office building. The site is located on the west side of North
Eagle Road approximately 600-feet north of State Street at 223 North Eagle Road.

approval to construct a monument sign for The Shore Subdivision. The site is located
west of Eagle Road at 707, 781, 799, 807, 844, and 1201 West South Channel Road.
F. Findine:s of Fact and Conclusions of Law for DR-I09-0~ne: Wall Sie:n for
New Horizon Child Care - New Horizon Child Care: New Horizon Child Care,
represented by Neil Caldwell with Idaho Electric Signs Inc., is requesting design
review approval to construct a building wall sign for the New Horizon Child Care
facility. The site is located on the north side of East State Street approximately 370-
feet west of Conover Street at 1740 East State Street.
G. Findine:s of Fact and Conclusions of Law f.!!!:.!!B:!! 1-04 - Common Area
Landscapine: within Tane:lerose Subdivision - ~ Homan: Michael Homan,
represented by Phil Hull with The Land Group, is requesting design review approval
of the common area landscaping within Tanglerose Subdivision. The site is located
on the south side of Beacon Light Road approximately 1,600-feet west of North Eagle
Road.
H. Findine:s of Fact and Conclusions of Law for DR-112-~cation to
Existine: Monument Sie:n at the Eae:le Church of the Nazarene: The Eagle Church
of the Nazarene, represented by John Oord, is requesting design review approval to
modify the monument sign at the Eagle Church of the Nazarene. The site is located
on the south side of West State Street approximately 3,350-feet west of Eagle Road at
1001 West State Street.
Bowen would like to move items 5E and 5F to the consent agenda. The applicants are
present and agree with the staff reports. Seconded by Zastrow.
Grubb moves to approve the consent agenda at items 3A through 3H, adding SE
and SF. Seconded by Zastrow. ALL AYE...MOTION CARRIES.

A. DR-I02-04 - Two StOry Multi-tenant Office Buildine: - Kim Evans: Kim Evans,
represented by Tamura and Associates, is requesting design review approval to
construct a 14,750-square foot two story multi-tenant office building. The site is
located approximately 450-feet south of East Shore Drive at 923 South Bridgeway
Place (Lot 22, Block 4, Mixed Use Subdivision No.5).
Mr. Reese, 2019 N. 19th St., Boise, Idaho reviews the application. Staff reviews the
application. Board discussion.
Bowen moves to approve DR-I02-04 - Two Story Multi-tenant Office Building-
Kim Evans with the site specific and standard conditions of approval with the
following modifications:

Site specific condition #2: Strike the word "along" and insert "between", after the

B. DR-IO3-04 - Master Sie:n Plan for a Two StOry Multi-tenant Office Buildine:-
Kim Evans: Kim Evans, represented by Tamura and Associates, is requesting design
review approval of a master sign plan for a two story multi-tenant office building.
The site is located approximately 450-feet south of East Shore Drive at 923 South
Bridgeway Place (Lot 22, Block 4, Mixed Use Subdivision No.5).
Mr. Reese, 2019 N. 19th St., Boise, Idaho reviews the application. Staff has nothing
further to add, other than discussion on font style. Board discussion.
Bowen moves to approve DR-IO3-04 - Master Sign Plan for a Two Story Multi-
tenant Office Building - Kim Evans with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #2: (4) To read: Tenant copy I" black vinyl uniform font.
Font to be reviewed by staff for approval. Seconded by Zastrow. Discussion. ALL

C. DR-113-04 - Health Club Facility - Idaho Athletic Club: Idaho Athletic Club,
represented by Andrew Davis with BRS Architects, is requesting design review
approval to construct an 11,056-square foot health club facility. The site is located on
the north side of East Riverside Drive within Eagle River Development at 950 East
Riverside Drive (Lot 7, Block 3, Mixed Use Subdivision No.4).
Bill Ray Strite, 1010 Allante, Boise, Idaho reviews the application. Staff reviews the
application. Board discussion. Further discussion with the applicant.
Grubb moves to approve DR-113-04 - Health Club Facility - Idaho Athletic Club
with the site specific and standard conditions of approval with the following
modifications:
Site specific condition #1: Strike.
Site specific condition #6: Provide revised elevations of the south and east with
emphasis on the entry to reduce the mass above the entry. Seconded by Zastrow.
Discussion. Grubb revises the motion to add to be reviewed by staff and one
member of the Design Review Board. ALL AYE...MOTION CARRIES.
D. DR-114-04 - Two Buildine: Wall Sie:ns and One Monument Sie:n for Idaho
Athletic Club - Idaho Athletic Club: Idaho Athletic Club, represented by Diane
Mazy with Aim Sign Company, is requesting design review approval to construct two
(2) building wall signs and one monument sign for Idaho Athletic Club. The site is
located on the north side of East Riverside Drive within Eagle River Development at
950 East Riverside Drive (Lot 7, Block 3, Mixed Use Subdivision No.4).
Diane Mazy, 112 W. 38th Street, Garden City, Idaho reviews the application. Staff
reviews the application. Board discussion.

Grubb moves to approve DR-114-04 - Two Building Wall Signs and One
Monument Sign for Idaho Athletic Club - Idaho Athletic Club with the site specific
and standard conditions of approval as written, with the following modifications:
Site specific condition #3: A revised landscape plan shall be reviewed and approved
by staff and one member of the Board.
Site specific condition #4: If any modifications are made to the building entry the
sign application shall be brought back to staff for approval. Seconded by Zastrow.
Discussion. Grubb moves to amend the motion to strike site specific condition #3
and add to end of #1, a revised landscape plan shall be reviewed and approved by
staff and one member of the Design Review Board. Second concurs. ALL

E. DR-11S-04 - Multi-tenant Office Buildine: - Doue: Victor: Doug Victor,
represented by Phil Hull with The Land Group, is requesting design review approval
to construct a 2,500-square foot multi-tenant office building. The site is located on
the north side of East State Street within Winding Creek Development.
The item was moved to the consent agenda.
F. DR-116-04 - Master Sie:n Plan for a Multi-tenant Office Buildine: - Doue: Victor:
Doug Victor, represented by Phil Hull with The Land Group, is requesting design
review approval of a master sign plan for a multi-tenant office building. The site is
located on the north side of East State Street within Winding Creek Development.
This item was moved to the consent agenda.
G. DR-117-04 - Multi-tenant Office Buildine: - Mike Marrs: Mike Marrs,
represented by Walter Lindgren with Johnson Architects, is requesting design review
approval to construct a 2,250-square foot multi-tenant office building. The site is
located on the north side of East State Street within Winding Creek Development.
The applicant is present. Walter Lindgren, 440 E. Corporate Drive, Ste. 102, Meridian,
Idaho, reviews the application.
Staff reviews the application. Board discussion.
Bowen moves to approve DR-117-04 - Multi-tenant Office Building with the site
specific and standard conditions of approval with the following modifications:
Site specific condition #4: Strike and replace with the following: Provide a
recorded joint parking agreement with the adjacent property owner.
Site specific condition #11: Provide window materiaUcolor for approval by staff and
one member of the Design Review Board.
Site specific condition #12: Provide material for trellis to be approved by staff and

Bowen moves to approve DR-118-04 - Master Sign Plan for a Multi-tenant Office
Building - Mike Marrs with the site specific and standard conditions of approval as
written, with the additions of the following site specific conditions:
Site specific condition #7: Provide a revised, enlarged landscape plan showing
additional plant material and variety around the monument sign, to be reviewed by
staff and one member of the Design Review Board.
Site specific condition #8: Material for the sign support to match the material
provided for the trellis to be reviewed by staff and one member of the Design Revew
Board. Seconded by Grubb. ALL A YE...MOTION CARRIES.
1. DR-119-04 - Veterinary Animal Hospital and Retail Buildine: - Todd Weltner:
Todd Weltner, represented by Clinton Yaka with BRS Architects, is requesting design
review approval to construct a 6,500-square foot veterinary animal hospital and retail
building. The site is located within Eagle Promenade approximately 216-feet north of
East State Street at 3060 East State Street.
Clinton Yaka, 1010 S. Allante, Boise, reviews the application. It should be noted that
this building is a pet supply building, not a veterinary hospital. Staff reviews the
application. Board discussion.
Zastrow moves to approve DR-119-04 - Veterinary Animal Hospital and Retail
Building - Todd Weltner with the site specific and standard conditions of approval
with the following modifications:
Site specific #7: The applicant shall provide a revised elevation showing some
modifications in specifically on the east elevation, perhaps a beam structure, similar
to what shows, on the west elevation at the center bay of the west elevation a beam
structure to what is shown on the east elevations, also on the north elevation, to
perhaps add windows or enlarge windows. The new elevation to be approved by
staff and one member of the Design Review Board.
Site specific condition #8: Provide specific samples of the asphalt shingles to be used
on the rooftop, to be approved by staff and one member of the Board.
Site specific condition #9: Provide a sample of the wood beam material, or what is
exposed sprayed wood, so we can be specific in item 6.17 which we assume is on the
east elevation and what we are proposing on the west elevation. Seconded by
Grubb. Discussion. Zastrow moves to modify the motion to have specific details of
what material is and then supply a stain sample. Second concurs. ALL

with Classic Design Studio, is requesting design review approval for a master sign
plan for a multi-tenant veterinary animal hospital and retail building. The site is
located within Eagle Promenade approximately 216-feet north of East State Street at
3060 East State Street.
Zastrow moves to approve DR-120-04 - Master Sign Plan for a Multi-tenant
Veterinary Animal Hospital and Retail Building - Todd Weltner with the site

K. DR-130-04 - Park and Ride Lot - Ada County Hie:hwav District: Ada County
Highway District, represented by Karen Doherty with Doherty and Associates, is
requesting design review approval to construct a Park and Ride lot. The site is
located on the southwest comer of State Highway 44 and East Riverside Drive.
Bowen moves to continue DR-130-04 - Park and Ride Lot - Ada County Highway
District, per the request of the applicants letter. Seconded by Zastrow. ALL

Dear Ms.Cerda:
Doherty&Associates is requesting to delay the design review of the ACID)Park&Ride Lot located at Riverside and
Highway 44 until the January 13, 2005 meeting. ACM suggested changes during the 40%Design Review Meeting
held December 7, 2004 that may substantially change the landscape plan. We would like the opportunity to revise the
plan and resubmit for City review prior to presenting to the Design Review Board.
