DESIGN REVIEW BOARD
MINUTES
ORIGINAL
The Design Review Board met in regular session on November 18, 2004, Chairman McCullough
presiding.
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m,

ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
FLOEGEL, BOWEN, GRUBB, ZASTROW. ABSENT: BARNES, COUNCIL
LIAISON BASTIAN. A quorum is present.

CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion,
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of October 28, 2004.
Floegel moves to add DR-109-04 - Building Wall Sign for New Horizon Child Care
to the consent agenda. Seconded by Zastrow. ALL A YE...MOTION CARRIES.
Zastrow moves to add DR-112-04 - Modification to Existing Monument Sign at the
Eagle Church of the Nazarene to the consent agenda. Seconded by Floegel. ALL
AYE.. .MOTION CARRIES.
Stanger moves to approve the consent agenda as items 3A, and adding items DR-
109-04 and DR-112-04. Seconded by Zastrow. ALL AYE...MOTION CARRIES.

NEW BUSINESS:
A. DR-40-04 - Convert a Church Buildine into a Multi-tenant Buildine - Dave
Buich: Dave Buich, represented by Scott Marshall with LKV Architects, is
requesting design review approval to convert a 4,344-square foot church building into
a multi-tenant office building. The site is located on the west side of North Eagle
Road approximately 600-feet north of State Street at 223 North Eagle Road.
The applicant is present. Greg Hall, 3533 N. Holl, Eagle, reviews the application, No
objections to the site specific conditions of approval. Staff reviews the application.

McCullough moves to approve DR-40-04 - Convert a Church Building into a Multi-
tenant Building - Dave Buich with the site specific and standard conditions of
approval with the following modifications to the site specific conditions of approval:
Site specific condition #3: Line 2, change to read a minimum of 5 ft. wide by 6 ft.
tall.
Site specific condition #17: Samples of all materials roof, cultured stone, siding, etc.
will be submitted to staff and one member of the Design Review Board for approval.
Site specific condition #18: The applicant has indicated the drainage swale to be at
1 ft. depth. The applicant shall review if 1 ft. depth will be sufficient to support the
amount of drainage and will reflect the actual depth required on a site plan for
approval by staff and one member of the Design Review Board.
Site specific condition #19: The applicant will provide revised building elevations,
reflecting all roof drainage, gutters, down spouts, etc. for staff and one member for
approval.
Site specific condition #20: The applicant shall change the plant material in the east
entry from the Red Twig Dogwood to 2 smaller trees as represented in the elevation
and also address variety of plant material in the entry plantings.
Site specific condition #21: The applicant will provide a planter bed along the north
side of the building beginning at the eastern end of the staircase moving east around
the air-conditioning unit and connecting up to the front entry planter. This planter
bed shall be filled with plant material of variety shown elsewhere on the plan.
Site specific condition #22: In addition to the landscape issues currently shown in
the site specific conditions of approval, the applicant shall be required to provide
more volume of plant material, more variety, color and texture throughout the
entire site. This plan will be provided to staff and 2 members of the Design Review
Board for approval.
Site specific condition #23: The Design Review Board accepts the location of the
compact spaces as shown on the plan date stamped 4/8/04. Seconded by Floegel.

B. DR-41-04 - Master Sien Plan for a Multi-tenant Office Buildine - Dave Buich:
Dave Buich, represented by Scott Marshall with LKV Architects, is requesting design
review approval of a master sign plan for a multi-tenant office building. The site is
located on the west side of North Eagle Road approximately 600-feet north of State
Street at 223 North Eagle Road.
McCullough moves to approve DR-41-04 - Master Sign Plan for a Multi-tenant
Office Building - Dave Buich with the site specific conditions and standard
conditions of approval with the following modifications to the site specific conditions
of approval:

Site specific condition #6: A new landscape plan shall be redesigned and provided
that will reflect more variety in size, color, volume and texture for the landscaping
around the sign itself. This plan will be provided to staff and one member of the
Design Review Board for approval. Seconded by Stanger. ALL A YE...MOTION
CARRIES.
C, DR-I07-04 - Common Area Landscapine and Club House within The Shores
Subdivision - Rocky Ridee Construction: Rocky Ridge Construction, represented
by Doug Russell with The Land Group, is requesting design review approval of the
common area landscaping and a 4,372-square foot club house within The Shores
Subdivision. The site is located west of Eagle Road at 707, 781, 799,807,844, and
1201 West South Channel Road,
The applicant is present. Doug Russell, 462. E. Shore Drive, Eagle reviews the
application. Jared Sherbin reviews the application. Dave Waldren, Eagle reviews the
application. Staff reviews the application. Board discussion, Further review with the

McCullough moves to approve DR-107-04 - Common Area Landscaping and Club
House within The Shores Subdivision - Rocky Ridge Construction with the site
specific and standard conditions of approval with the following modifications to the
site specific conditions of approval:
Site specific condition #2: Strike.
Site specific condition #4: Modify, interjecting a sentence in the middle, to provide
all 3 wall elevations reflecting north, south, east and west on the drawing.
Site specific condition #10: The applicant shall provide a typical 100 ft. section
blown up landscape for the pond/streamside plantings. This enlargement shall be
approved by staff and one member of the Design Review Board.
Site specific condition #11: The Design Review Board accepts the colors and
samples presented by the applicant tonight.
Site specific condition #12: The applicant shall be required to place site amenities
such as a bench and or picnic table in the basketball court area.
Site specific condition #13: The final surface as determined by the applicant for the
pool patio and front entry statement whether it be pavers or stamped concrete,
when the decision is finalized, the plan and sample shall be provided to staff and one
member of the Design Review Board for approval.
Site specific condition #14: A plan shall be provided showing the fencing proposed
around the pool area. The plan and cut sheet shall be provided to staff and one
member of the Design Review Board for approval.
Site specific condition #15: The lamp/lighting fixtures on the building shall be
identified by a cut sheet that will be provided to staff and one member of the Design
Review Board for approval.

Site specific condition #16. The chain link around the tennis court shall be a powder
coated green/black to compliment the building.
Site specific condition #17: The Design Review Board supports night lighting on the
entry statement, meaning the overhead structures. A plan of this entry lighting shall
be provided to staff and one member of the Design Review Board for approval.
Seconded by Floegel. Discussion.
McCullough amends the motion, with regard to site specific condition #4, will be
required to be approved by staff and one member, as apposed to the Design Review
Board.
Site specific condition #13: Change the staff and one member to staff and 2
members.
Site specific condition #IS: The new elevations provided shall show down spout
locations and gutter treatments to be approved by staff and one member of the
Design Review Board. Second concurs. Discussion. ALL A YE...MOTION
CARRIES.
D. DR-10S-04 - Monument Sien for The Shores Subdivision - Rocky Ridee
Construction: Rocky Ridge Construction, represented by Doug Russell with The
Land Group, is requesting design review approval to construct a monument sign for
The Shore Subdivision, The site is located west of Eagle Road at 707,781,799,807,
844, and 1201 West South Channel Road.
Grubb moves to approve DR-108-04 - Monument Sign for The Shores Subdivision -
Rocky Ridge Construction as written. Seconded by McCollough. ALL

E, DR-I09-04 - Buildine Wall Sien for New Horizon Child Care - New Horizon
Child Care: New Horizon Child Care, represented by Neil Caldwell with Idaho
Electric Signs Inc., is requesting design review approval to construct a building wall
sign for the New Horizon Child Care facility. The site is located on the north side of
East State Street approximately 370-feet west of Conover Street at 1740 East State
Street.
Moved to the consent agenda.
F. DR-111-04 - Common Area Landscapine within Tanelerose Subdivision-
Michael Homan: Michael Homan, represented by Phil Hull with The Land Group, is
requesting design review approval of the common area landscaping within Tanglerose
Subdivision. The site is located on the south side of Beacon Light Road
approximately 1,600-feet west of North Eagle Road,
Doug Russel with The Land Group, 462, E Shore Drive, Eagle reviews the application.

McCullough moves to approve DR-l11-04 - Common Area Landscaping within
Tanglerose Subdivision - Michael Homan with the site specific and standard
conditions of approval with the following modifications to the site specific
conditions:
Site specific condition #6: The applicant will be required to provide a detail of the
structure at the stream source on the north eastern end of the stream to be provided
to staff and one member of the Design Review Board for approval.
Site specific condition #7: The applicant will be required to rough in the
stream/drainage area on the private lots and will handle the treatment of the stream
in the CC&R's to establish consistency for the stream treatment throughout the
subdivision. Seconded by Stanger. Discussion. ALL A YE...MOTION CARRIES.
G. DR-112-04 - Modification to Existine Monument Sien at the Eaele Church of
the Nazarene: The Eagle Church of the Nazarene, represented by John Oord, is
requesting design review approval to modify the monument sign at the Eagle Church
of the Nazarene. The site is located on the south side of West State Street
approximately 3,350-feet west of Eagle Road at 1001 West State Street.
Moved to the consent agenda.
