Minutes - 2004 - Design Review - 10/14/2004 - Regular / ORIGINAL DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session October 14, 2004, Chairman McCullough presiding. 1. CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p,m. 2. ROLL CALL: The following members were present: MC CULLOUGH, STANGER, FLOEGEL, GRUBB, ZASTROW, BARNES. ABSENT: BOWEN, COUNCIL LIAISON BASTIAN. A quorum is present. 3, CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion, There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion, Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. DR-98-04 - Two Office Buildines within Great Sky Subdivision No.7 - John Moody and Gary Asin: John Moody and Gary Asin are requesting design review approval to construct two (2) 2,244-square foot office buildings, The site is located on the west side of South Wooddale Avenue approximately 1 45-feet south of Hill Road within Great Sky Subdivision No.7 (Lot 24 and 25, Block 11, Great Sky Subdivision No.7) at 231 and 219 South Wooddale Avenue, The applicant is present. Gary Asin, Boise, Idaho, agrees with staff report and stands for questions. Staff reviews the application. Board discussion. McCullough moves to approve DR-98-04 - Two Office Buildings within Great Sky Subdivision No.7 - John Moody and Gary Asin with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #13: The applicant will provide a roof drainage plan for approval by staff. Site specific condition #15: As indicated by the applicant this evening, the future building immediately adjacent to the west of these two buildings, the lot will be filled to the same level as the two buildings being constructed. Site specific condition #16: Prime trim will be used as indicated by the applicant as opposed to MDF trim that was shown on the rendering presented this evening. Site specific condition #17: The new landscape plan that will be provided and referenced in site specific condition #1 shall also show the landscaping between the eastern building wall and the existing landscape. The plan will show plant material, sod, etc. at the applicants choosing to fill this void. This landscape plan will also show more plant material between the two buildings to create a more appealing view from interior to exterior. Site specific condition #18: Colors and material samples shall be provided to staff and approved by staff and two members of the Design Review Board. Seconded by Zastrow. ALL AYE...MOTION CARRIES. B. DR-I00-04 - Multi-tenant DentallMedical Office Buildine - Sydney and Associates LLC: Sydney and Associates LLC, represented by James Murray with CSHQA, are requesting design review approval to construct a 3,865-square foot dental/medical office building. The site is located on the south side of East Plaza Drive approximately 1/8 mile west of East Iron Eagle Drive (Lot 17, Block 3, Merrill Subdivision No, 2) at 781 East Plaza Drive. Teresa Preston, with CSHQA presents the application to the Board. Staff reviews the application. Board discussion. Grubb moves to approve DR-100-04 - Multi-tenant DentallMedical Office Building - Sydney and Associates LLC as stated with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #6: The Design Review Board feels the modification to the boundary for the CEDA is favorable. DR-101-04 - Master Sien Plan for a Multi-tenant DentallMedl£!J Office lli!ilifu!g - Sydney and Associates LLC: Sydney and Associates LLC, represented by James Murray with CSHQA, are requesting design review approval of a master sign plan for the Eagle Medical Arts Office Building, which includes the construction of two (2) building wall signs and one (1) monument sign. The site is located within the Rocky Mountain Business Park on the south side of East Plaza Drive approximately 1/8-mile west of East Iron Eagle Drive (Lot 17, Block 3, Merrill Subdivision No, 2) at 781 East Plaza Drive. DR-104-04 - Park and Ride Lot - Ada County Hiehway District: The Ada County Highway District, represented by Karen Doherty with Doherty and Associates, Inc., is requesting design review approval to construct a Park and Ride lot. The site is located on the south side of North Ballantyne Road and north of the intersection of West State Street and State Highway 44 at 1993 West State Street. The applicant is present. Karen Doherty, 575 E. Park Center Blvd., Boise, Idaho reviews the application. Staff reviews the application. Board discussion. Stanger moves to approve DR-I04-04 - Park and Ride Lot - Ada County Highway District with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #s: Obtain a license from ACHD to put trees proposed in right of way. Site specific condition #6: Applicant shall provide color samples of shelter along with color samples and cut sheets of bike storage to staff and one member of the Board. Site specific condition #7: The Design Review Board supports the applicants proposal of grass to the edge of paving. A surety will be provided covering all aspects of construction including the sidewalk, landscape, etc. Site specific condition #8: Provide a revised site and landscape plan connecting the interior sidewalk to Ballantyne Lane, keeping the eastern edge of the sidewalk from State Street to Ballantyne Lane intersection. This plan shall be approved by staff and one member of the Design Review Board. Site specific condition #9: Provide a revised landscape plan showing location of the electrical transformer along with screening on the three sides not needed for access. This plan shall be approved by staff and one member of the Design Review Board. Seconded by McCullough. Discussion. Stanger amends the motion to add site specific condition #10: Provide cut sheets and color samples of any interior directional signage to staff and one member of the Design Review Board. LLC: BLS Professional Properties, LLC, represented by Peter Rockwell with Glancey - Rockwell, is requesting design review approval to construct a 5,596- square foot multi-tenant dental/medical office building. The site is located approximately 430-feet south of East Shore Drive at 1032 South Bridgeway Place (Lot 26, Block 4, Mixed Use Subdivision No.5). The applicant is present. Peter Rockwell, 595 Americana Blvd., Boise, Idaho reviews the application. Site specific condition #10: The applicant will be required to provide a new landscape plan that shows all landscaping to be done within this applicants scope of work, including the parking lot. This plan will also show the landscaping between the sidewalk and the waters edge on the south end of the property to match the style of the neighboring lots, referring specifically to lot P42.
