DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on August 26, 2004, Chairman McCullough
presiding.
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
FLOEGEL, BOWEN, GRUBB, ZASTROW, COUNCIL LIAISON BASTIAN, A
quorum is present.

CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findine of Fact and Conclusions of Law for DR- 74-04 - Office Buildinl! -
Executive Power Investments. LLC: Executive Power Investments, LLC,
represented by Jason Martin with Backstreet Architects, is requesting design review
approval to construct a 2,200-square foot office building. The site is located on the
north side of East State Street approximately 95-feet east of Palmetto Avenue within
the Winding Creek Development.
C. Findine of Fact and Conclusions of Law for DR- 75-04 - Monument Sien for
Farm Bureau Insurance - Executive Power Investments. LLC: Executive Power
Investments, LLC, represented by Jason Martin with Backstreet Architects, is
requesting design review approval to construct a monument sign for Farm Bureau
Insurance. The site is located on the north side of East State Street approximately 95-
feet east of Palmetto Avenue within the Winding Creek Development.
D. Findine of Fact and Conclusions of Law for DR-76-04 - Two StOry Multi-tenant
Office Buildine - Johnson Brothers Hospitality: Johnson Brothers Hospitality,
represented by Scott Wendell with Lombard Conrad Architects, is requesting design
review approval to construct a two (2) story multi-tenant office building within Eagle
River Development. The site is located 450-feet south of East Shore Drive at 1025
South Bridgeway Place (Lot 25, Block 4, Mixed Use Subdivision No.5),

story multi-tenant office building. The site is located 450-feet south of East Shore
Drive at 1025 South Bridgeway Place (Lot 25, Block 4, Mixed Use Subdivision No.
5).
F. Findines of Fact and Conclusions of Law for DR- 7S-04 - Convert Residence into
an Office Buildine - Mr. and Mrs. Robert Kresee: Mr. and Mrs. Robert Kresge,
represented by James Gipson with James Gipson Architects, are requesting design
review approval to convert a 1,400-square foot single family residence into an office
building. The site is located on the north side of East Idaho Street approximately 100-
feet east of 2nd Street at 342 East Idaho Street.
G. Findines of Fact and Conclusions of Law for DR-79-04 - Monument Sien for
SpotLieht Events - Mr. and Mrs. Robert Kresee: Mr. and Mrs. Robert Kresge,
represented by James Gipson with James Gipson Associates, are requesting design
review approval to construct a monument sign for SpotLight Events. The site is
located on the north side of East Idaho Street approximately 100-feet east of 2nd Street
at 342 East Idaho Street.
H. Findines of Fact and Conclusions of Law for DR-SO-04 - Master Sien Plan for a
Multi-tenant Flex Space Office Buildine - David Bailey: David Bailey,
represented by A. J. Lopez, is requesting design review approval of a master sign plan
for a multi-tenant flex space office building. The site is located on the north side of
East Iron Eagle Drive approximately 200-feet west of Edgewood Lane at 1410 - 1500
East Iron Eagle Drive.
I. Findines of Fact and Conclusions of Law for DR-S3-04 - Multi-tenant Retail
Buildine - Dave Buich and Gree Hall: Dave Buich and Greg Hall, represented by
Scott Marshall with LKV Architects, are requesting design review approval to
construct an 8,908-square foot multi-tenant retail building. The site is located on the
northeast comer of the intersection of East State Street, South Edgewood Lane, East
Iron Eagle Drive, and East McGrath Road.
J. Findines of Fact and Conclusions of Law DR-S4-04 - Master Sien Plan for a
Multi-tenant Retail Buildine - Dave Buich and Gree Hall: Dave Buich and Greg
Hall, represented by Scott Marshall with LKV Architects, are requesting design
review approval of a master sign plan for a multi-tenant retail building. The site is
located on the northeast comer ofthe intersection of East State Street, South
Edgewood Lane, East Iron Eagle Drive, and East McGrath Road.
K. Findines of Fact and Conclusions of Law for DR-S5-04 - Multi-tenant Office
Buildine - Kittvhawk Investments: Kittyhawk Investments, represented by Billy
Ray Strite with BRS Architects, is requesting design review approval to construct a
4,9l8-square foot multi-tenant office building. The site is located south of East State
Street where Palmetto Avenue intersects East State Street at 825 East State Street (Lot
6, Block 1, Periwinkle Subdivision).
L. Findines of Fact and Conclusions of Law for DR-S6-04 - Master Sien Plan for a
Multi-tenant Office Buildine - Kittvhawk Investments: Kittyhawk Investments,

represented by Joe Rausch, is requesting design review approval of a master sign plan
for a multi-tenant office building. The site is located south of East State Street where
Palmetto intersects East State Street at 825 East State Street (Lot 6, Block I,
Periwinkle Subdivision).
M. Findines of Fact and Conclusions of Law for DR-89-04 - Conceptual Master
Plan for Hill Road Park includine the construction of Phase I - City of Eaele:
City of Eagle, represented by James Murray with CSHQA Architects, is requesting
design review approval for the conceptual master plan for Hill Road Park including
the construction of Phase I. The site is located on the north side of Hill Road
approximately 260-feet east of Dicky Drive.

Bowen moves to approve the consent agenda as written, items 3A, 3B, 3C, 3D, 3E,
3F, 3G, 3H, 31, 3J, 3K, 3L and 3M. Seconded by Floegel. ALL AYE...MOTION
CARRIES.
UNFINISHED BUSINESS:
A. DR-66-04 - Two StOry Multi-tenant Office Buildine - Scott Snyder: Scott Snyder
is requesting design review approval to construct a two (2) story, 6,761-square foot
multi-tenant office building. The site is located south of East State Street at 675 East
State Street, approximately 225-feet west of Palmetto Avenue (Lot 1, Block 1,
Periwinkle Subdivision). This item was continued from the August 12, 2004 meeting.
Scott Snyder, 410 S. Orchard Street, Boise reviews the application. Staff reviews the
application. Board discussion.
McCullough moves to approve DR-66-04 - Two Story Multi-tenant Office Building
- Scott Snyder with the site specific and standard conditions of approval with the
following modifications to the site specific conditions of approval:
Site specific condition #1: Strike.
Site specific condition #2: Strike.
Site specific condition #3: Modify to read as follows: To be reviewed and approved
by staff and one member of the Design Review Board.
Site specific condition #4: Strike.
Site specific condition #7: Strike.
Site specific condition #11: Provide a landscape plan detailing the aerial planters
with plant material of a year round variety, although not required to be these
varieties, the Design Review Board suggests a combination of potentially Purple
Leaf Euonymus, Honeysuckles and Virginia Creeper. The Design Review Board
will accept any other suggestions that will meet the criteria of this type of plant
material. This landscape plan will be provided to staff and one member of the
Design Review Board for approval.
Site specific condition #12: Provide revised elevation plans showing new building
colors of a warmer tone. These elevations shall also show the cantilever roof over

the deck to be of a shorter distance. These elevations will be provided to staff and
two members of the Design Review Board for approval.
Site specific condition #13: Provide new material boards for these new proposed
colors, including actual materials in reference to the stucco for texture. These are to
be provided to staff and two members of the Design Review Board for approval.
Site specific condition #14: Provide a revised landscape plan screening the
transformer located in the right of way with plant material. This landscape plan
will be provided to staff and one member of the Design Review Board for approval.
Seconded by Bowen. Discussion. McCullough moves to amend the motion.
Site specific condition #15: The elevations and plans provided, date stamped 8/17/04
have met the conditions of site specific condition #1, 2, 4 and 7 and warrant their
removal. Second concurs. Discussion. ALL AYE...MOTION CARRIES.
B. DR- 72-04 - Two Multi-tenant Limited Industrial Buildines - Mark Guho: Mark
Guho, represented by Kent Krohn with LKV Architects, is requesting design review
approval to construct two (2) multi-tenant, limited industrial buildings. One building
is proposed to be 8,870-square feet and the other building is proposed to be 5,766-
square feet. The site is located on the west side of South Edgewood Lane
approximately 400-feet north of East State Street at 347 South Edgewood Lane. This
item was continued from the August 12, 2004 meeting,
The applicant is present. Kurt Barrents, 606 Stillwell Drive, Eagle, Idaho reviews the
application. Kent Krohn, with LKV Architects also reviews the application. Staff
reviews the application.
McCullough moves to approve DR- 72-04 - Two Multi-tenant Limited Industrial
Buildings - Mark Guho with the site specific and standard conditions of approval
with the following modifications to the site specific conditions of approval:
Site specific condition #1: Strike.
Site specific condition #3: Strike.
Site specific condition #4: Strike and replace with the following: All lamps and light
fIXtures along the north property line are to be screened from view from the
residents to the north. A detail is to be provided to staff showing the method of this
screening.
Site specific condition #5: Strike.
Site specific condition #6: Strike.
Site specific condition #7: Strike.
Site specific condition #8: Strike.
Site specific condition #12: The applicant has indicated the removal of four trees
along the south property line, two of the trees are indicated on the applicants
property. The Design Review Board accepts the removal of these two trees with the
additional tree material shown on the new landscape plan. The additional caliper

inches provided will replace those two trees. Any trees to be removed on the Quick
Lube property will be replaced on the Quick Lube property on an inch by inch
replacement basis or with a contribution to the City Tree Fund matching the values
provided by the City Forester.
Site specific condition #13: The Design Review Board accepts the new site
elevations, colors and site plans as well as landscape plans provided this evening and
city stamped 8/18/04.
Seconded by Stanger. ALL AYE...MOTION CARRIES.
C. DR- 73-04 - Master Sien Plan for Two Multi-tenant Limited Industrial Buildines
- Mark Guho: Mark Guho, represented by Kent Krohn with LKV Architects, is
requesting design review approval of a master sign plan for two (2) multi-tenant,
limited industrial buildings. The site is located on the west side of South Edgewood
Lane approximately 400-feet north of East State Street at 347 South Edgewood Lane.
This item was continued from the August 12, 2004 meeting.
McCullough moves to approve DR- 73-04 - Master Sign Plan for Two Multi-tenant
Limited Industrial Buildings - Mark Guho with the site specific and standard
conditions of approval with the following modifications to the site specific conditions
of approval:
Site specific condition #6: The applicant will provide revised elevations showing the
new sign locations on the new plans. This will be approved by staff. Seconded by
Bowen. ALL AYE...MOTION CARRIES.
