DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session July 22, 2004, Vice-Chairman Stanger
presiding.
1.
CALL TO ORDER: Vice-Chairman Stanger calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: STANGER, FLOEGEL, BOWEN,
GRUBB, ZASTROW. A quorum is present. ABSENT: MCCULLOUGH,
CHRISTENSEN, COUNCIL liAISON BASTIAN.

CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findines of Fact and Conclusions of Law for DR-34-04 - Two Buildine Wall
Siens and Two Directional Monument Siens for a Temporary Mobile Office for
Home Federal Bank with Drive UP Service - Home Federal: Home Federal,
represented by Chuck Buckner with Idaho Electric Signs Inc., is requesting design
review approval to construct two building wall signs and two directional monument
signs for the temporary mobile office for Home Federal Bank with drive-up service,
The site is generally located on the northeast comer of Eagle Road and East Riverside

Construction: Dave Evans Construction, represented by Tim Scharff, is requesting
design review approval to construct a 4,590-square foot multi-tenant medical/dental

E. Findines of Fact and Conclusions of Law for DR-57-04 - Master Sien Plan for a
Multi-tenant MedicallDental Office Buildine Wall Sien - Dave Evans
Construction: Dave Evans Construction, represented by Tim Scharff, is requesting
design review approval of a master sign plan for a multi-tenant medical/dental office
building. The site is located on the southwest comer of East Shore Drive and
Bridgeway Place within Eagle River Development at 325 E. Shore Drive (Lot 10,
Block 4, Mixed Use Subdivision No.3).
F. Findines of Fact and Conclusions of Law for DR-58-04 - Multi-tenant
Retail!Office/Restaurant Buildine within Windine Creek Development - Retail
Development N. A. LLC: Retail Development N.A. LLC, represented by Trent Koci
with BRS Architects, is requesting design review approval to construct a two (2)
story, 12,073-square foot multi-tenant retail/office/restaurant building. The site is
located on the northwest comer of East State Street and Plaza Drive at 988 East State
Street within Winding Creek Development.
G. Findines of Fact and Conclusions of Law for DR-59-04 - Master Sien Plan for a
Multi-tenant Retail! Office/Restaurant Buildine - Retail Development N.A.
LLC: Retail Development N. A. LLC, represented by Chuck Buckner with Idaho
Electric Signs Inc., is requesting design review approval of the master sign plan for a
two story multi-tenant retail/office/restaurant building. The site is located on the
northwest comer of East State Street and Plaza Drive at 988 East State Street within

H. Findines of Fact and Conclusions of Law for DR-62-04 - Multi-tenant
Retail!Office/Restaurant Buildine within Windine Creek Development - Old
Towne I LLC: Old Towne I LLC, represented by Mark Butler with Land
Consultants Inc., is requesting design review approval to construct a two (2) story,
5,156-square foot multi-tenant retail/office/restaurant building. The site is located on
the north side of East State Street approximately 8oo-feet west of Plaza Drive within
Winding Creek Development.
I. Findines of Fact and Conclusions of Law for DR-63-04 - Master Sien Plan for a
Multi-tenant Retail!Office/ Restaurant Buildine - Old Towne I. LLC: Old
Towne I LLC, represented by Mark Butler with Land Consultants Inc., is requesting
design review approval of the master sign plan for a two story multi-tenant
retail/office/ restaurant building. The site is located on the north side of East State
Street approximately 800-feet west of Plaza Drive within Winding Creek
Development.
J. Findines of Fact and Conclusions of Law for DR-68-04 - Relocate Existine Rock
Sien and Construct New Monument Sien for Eaele Hills Elementary School -
Eaele Hills Elementary School: Eagle Hills Elementary School, represented by
Roger Huber with Young Electric Sign Company, is requesting design review
approval to relocate an existing rock monument sign and to construct a new
monument sign with a reader board for the Eagle Hills Elementary School. The site is

located on the north side of Ranch Drive approximately 300-feet west of Stierman

A. DR-52-99 MOD - Modification to the Master Sil!ll Plan for the Marketplace at
Eaele - Eaele Country Plaza. LLC: Eagle Country Plaza, LLC, represented by
Monique Simone, is requesting design review approval to modify the master sign plan
for the City Marketplace. The site is located on the northeast comer of Chinden
Boulevard and Eagle Road at 3210 East Chinden Boulevard.

Floegel moves to approve DR-52-99 MOD - Modification to the Master Sign Plan
for the Marketplace at Eagle - Eagle Country Plaza, LLC with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions of approval:
Site specific condition #7: The landscaping around both original monument sign
locations will be repaired and replaced.
Site specific condition #8: The wall sign logos can be in a color that is a softened
and muted color.
Add to site specific condition #3: It is suggested that plant material be used similar
to the monument sign located on Chinden Road.

B. DR-66-04 - Two Storv Multi-tenant Office Buildine - Scott Snvder: Scott Snyder
is requesting design review approval to construct a two (2) story, 6,761-square foot
multi-tenant office building. The site is located south of East State Street at 675 East
State Street, approximately 225-feet west of Palmetto Avenue (Lot 1, Block 1,
Periwinkle Subdivision).
The applicant is not present. This item will be heard later.

Stanger moves to continue DR-66-04 - Two Story Multi-tenant Office Building -
Scott Snyder to the August 12th Design Review Board meeting with the site specific
and standard conditions of approval with the following modifications to the site
specific conditions of approval:

Site specific condition #11: Provide a landscape plan detailing the aerial planters
with plant material of a year round variety.
Site specific condition #12: Provide revised elevations showing new building colors
of a warmer tone, these elevations shall also show the cantilevered roof over the
deck to be of a shorter distance. These elevations shall be approved by staff and the
Design Review Board prior to approval.
Site specific condition #13: Provide new material boards for proposed colors,
including actual materials in reference to the stucco for texture reference.
Site specific condition #14: Provide a revised landscape plan screening the
transformer located in the right of way with plant material, to be approved by staff
and one member of the Design Review Board.

C. DR-71-04 - Health Club Facility - Dave Evans Construction: Dave Evans
Construction, represented by Tim Scharff, is requesting design review approval to
construct a 6,600-square foot health club facility. The site is located south of East
Shore Drive approximately 1O0-feet at 729 South Bridgeway Place within Eagle
River Development (Lot 11, Block 4, Mixed Use Subdivision No.3).
The applicant, Dave Evans, 5561 N. Glenwood, Boise, Idaho, reviews the application.
Staff reviews the application. Board discussion.
Bowen moves to approve DR-71-04 - Health Club Facility - Dave Evans
Construction with the site specific and standard conditions of approval with the
following modifications:
Site specific conditions #7: Provide downspout locations on the elevations and
plans.
Site specific condition #8: Provide samples of rock base for approval by staff and
one member of the Design Review Board.
Site specific condition #9: Provide stain color of timber for review and approval, to
be approved by staff and one member of the Design Review Board.
Site specific condition #10: Provide sample of window mullions for approval by
staff and one member of the Design Review Board.
Site specific condition #11: Provide year round screening at trash enclosure to be
reviewed by staff and one member of the Design Review Board.
Site specific condition #12: Provide revised landscape plan for mechanical unit
screening, that provide adequate screening at time of planting. Seconded by

D. DR-70-04 - Two Buildine Wall Siens for Anytime Fitness Center - Dave Evans
Construction: Dave Evans Construction, represented by Tim Scharff, is requesting
design review approval of two (2) building wall signs for Anytime Fitness Center.

E. DR- 72-04 - Two Multi-tenant Limited Industrial Buildines - Mark Guho: Mark
Guho, represented by Kent Krohn with LKV Architects, is requesting design review
approval to construct two (2) multi-tenant, limited industrial buildings. One building
is proposed to be 8,870-square feet and the other building is proposed to be 5,766-
square feet. The site is located on the west side of South Edgewood Lane
approximately 400-feet north of East State Street at 347 South Edgewood Lane.
The applicant is present, Kent Kohn, 1735 Federal Way, Boise, reviews the application.
Staff reviews the application. Board discussion.
Stanger moves to continue DR- 72-04 - Two Multi-tenant Limited Industrial
Buildings - Mark Guho to the Aug. 12th Design Review Board meeting with the site
specific and standard conditions of approval as presented, with the following
suggestions for the applicant to present at the next meeting.
The Design Review Board would like to see revised building elevations showing
colored renderings of the entire building including special details to the south side of
the new west building and the west side of the new east building. With regard to the
elevations, the Design Review Board would like to see more detail including among
several options more vertical elements, light fixture options, cut sheets of proposed
awnings, broken up roof lines, columns, etc. to break up the stucco expanses. For
this meeting the City Forester shall review the trees south of the new west building
that are existing and proposed not to be disturbed, this review shall indicate
survivability of these trees under construction and also replacement value. The
applicant shall provide an optional landscape plan detailing more trees along the
north side of the property between the property and the existing residential, as a
potential for replacement of the required 5 to 6 trees to be held out from under
power lines if accepted. This optional landscape plan can be presented as an option
to the City Council for further review at the next meeting. Seconded by Grubb.

F. DR- 73-04 - Master Sil!ll Plan for Two Multi-tenant Limi-
- Mark Guho: Mark Guho, represented by Kent Krohn with LKV Architects, is
requesting design review approval of a master sign plan for two (2) multi-tenant,
limited industrial buildings. The site is located on the west side of South Edgewood
Lane approximately 400-feet north of East State Street at 347 South Edgewood Lane.
