CALL TO ORDER: Vice-Chairman Stanger calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: STANGER, FLOEGEL, BOWEN, GRUBB, ZASTROW. A quorum is present. ABSENT: MCCULLOUGH, CHRISTENSEN, COUNCIL liAISON BASTIAN. 3. CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findines of Fact and Conclusions of Law for DR-68-04 - Relocate Existine Rock Sien and Construct New Monument Sien for Eaele Hills Elementary School - Eaele Hills Elementary School: Eagle Hills Elementary School, represented by Roger Huber with Young Electric Sign Company, is requesting design review approval to relocate an existing rock monument sign and to construct a new monument sign with a reader board for the Eagle Hills Elementary School. Site specific condition #8: The wall sign logos can be in a color that is a softened and muted color. Site specific condition #12: Provide revised elevations showing new building colors of a warmer tone, these elevations shall also show the cantilevered roof over the deck to be of a shorter distance. These elevations shall be approved by staff and the Design Review Board prior to approval. Site specific condition #13: Provide new material boards for proposed colors, including actual materials in reference to the stucco for texture reference. Site specific condition #14: Provide a revised landscape plan screening the transformer located in the right of way with plant material, to be approved by staff and one member of the Design Review Board. One building is proposed to be 8,870-square feet and the other building is proposed to be 5,766- square feet. The site is located on the west side of South Edgewood Lane approximately 400-feet north of East State Street at 347 South Edgewood Lane. The applicant is present, Kent Kohn, 1735 Federal Way, Boise, reviews the application. Staff reviews the application. Board discussion. Stanger moves to continue DR- 72-04 - Two Multi-tenant Limited Industrial Buildings - Mark Guho to the Aug. 12th Design Review Board meeting with the site specific and standard conditions of approval as presented, with the following suggestions for the applicant to present at the next meeting. The Design Review Board would like to see revised building elevations showing colored renderings of the entire building including special details to the south side of the new west building and the west side of the new east building. With regard to the elevations, the Design Review Board would like to see more detail including among several options more vertical elements, light fixture options, cut sheets of proposed awnings, broken up roof lines, columns, etc. to break up the stucco expanses. For this meeting the City Forester shall review the trees south of the new west building that are existing and proposed not to be disturbed, this review shall indicate survivability of these trees under construction and also replacement value. The applicant shall provide an optional landscape plan detailing more trees along the north side of the property between the property and the existing residential, as a potential for replacement of the required 5 to 6 trees to be held out from under power lines if accepted. This optional landscape plan can be presented as an option to the City Council for further review at the next meeting. Seconded by Grubb. Discussion. ALL A YE...MOTION CARRIES. F.
