DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session June 24, 2004, Chairman McCullough
presiding,
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH,
CHRISTENSEN, STANGER, FLOEGEL, GRUBB, ZASTROW, COUNCIL LIAISON
BASTIAN, ABSENT: BOWEN. A quorum is present.

CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of June 10, 2004.
B, Findines of Fact and Conclusions of Law for DR-44-04 - Restaurant Facility for
Cheerleaders Sports Bar and Grill- Robert Godsill: Roger Godsill, represented
by Rocky Towle with Design Resources Architects, is requesting design review
approval to construct a 5,789-square foot restaurant facility. The site is located on the
south side of East Shore Drive approximately 820-feet east of Eagle Road within the
Eagle River Development at 287 East Shore Drive.
C. Findines of Fact and Conclusions of Law for DR-45-04 - Two Buildine Wall
Sil!lls for Cheerleaders Sports Bar and Grill- Robert Godsill: Robert Godsill,
represented by John McMahon with Classic Design Studio, is requesting design
review approval to construct two (2) building wall signs for Cheerleaders Sports Bar
and Grill. The site is located on the south side of East Shore Drive approximately
820-feet east of Eagle Road within the Eagle River Development at 287 East Shore
Drive,
D. Findines of Fact and Conclusions of Law for DR-47-04 - Master Sien Plan for a
Multi-tenant Office Buildine - Roddy Evans: Roddy Evans is requesting design
review approval of a master sign plan for a multi-tenant office building, including a
building wall sign for Idaho One Realty and Idaho One Mortgage. The site is located
on the northeast comer of East State Street and Academy Lane at 1300 East State
Street.
E. Findines of Fact and Conclusions of Law for DR-49-04 - Modify the Existine
Pizza Hut Monument Sien to include a Money Tree Sien - Money Tree: Money
Tree, represented by Russ Doughty with Lytle Signs, is requesting design review

approval to modify the existing Pizza Hut monument sign to include a Money Tree
sign. The site is located on the northeast comer of State Highway 44 and Eagle Road
within Eagle Pavilion Shopping Center at 396 South Eagle Road.
F, Findines of Fact and Conclusions of Law for DR-60-04 - Limited Industrial
Facility - Perry Eliason: Perry Eliason, represented by Stephen Teed with Stephen
Teed Architects, is requesting design review approval to construct a 6,838-square foot
limited industrial facility. The site is located south of East State Street and north of
McGrath Road, approximately 720-feet east of Edgewood Lane at 1800 McGrath
Road.
G. Findines of Fact and Conclusions of Law for DR-61-04 - Monument Sil!ll and
Buildine Wall Sien for Pro Concrete Art - Perry Eliason: Perry Eliason,
represented by Stephen Teed with Stephen Teed Architects, is requesting design
review approval to construct a monument sign and building wall sign for Pro
Concrete Art. The site is located south of East State Street and north of McGrath
Road, approximately 720-feet east of Edgewood Lane at 1800 McGrath Road,
Stanger moves to approve the consent agenda as written. Seconded by Zastrow.

UNFINISHED BUSINESS:
A. DR-38-04 - One Multi-tenant Retail Buildine. One Restaurant Facility. and One
Bank Facility - Thomas Development: Thomas Development, represented by
Patrick McKeegan with Patrick McKeegan Architects, is requesting design review
approval to construct one 9,11O-square foot multi-tenant retail building, one 4,500-
square foot restaurant building, and one 3,700-square foot bank facility. The site is
located on the southwest comer of East Iron Eagle Drive and Edgewood Lane within
Merrill Subdivision No.1 (formerly Rocky Mountain Business Park) at 1539 East
Iron Eagle Drive.
Patrick McKeegan reviews revisions made to the application. Staff reviews the
application. Board discussion.
Stanger moves to approve DR-38-04 - One Multi-tenant Retail Building, One
Restaurant Facility, and One Bank Facility - Thomas Development with the plans
and notes provided, date stamped 6/16/04 and elevations stamped 6/16/04 with the
site specific and standard conditions of approval with the following modifications to
the site specific conditions:
Site specific condition #1: Add at the end, "and remove power poles."
Site specific condition #3: Strike and replace with per the landscape plan date
stamped 6/16/04 the applicant is proposing to save more trees and include an
additional 39 caliper inches of trees which will reduce the monetary sum to
$2743.00. The monetary amount shall be submitted to the City prior to the City
issuing a zoning certificate for this site.

Site specific condition #4: Add to the end, the plan shall pay specific attention to
vehicular traffic going east and southeast through the drive-aisle to the drive-thru of
the bank. The Board suggests either plant material that would be larger than 3 ft.
tall or a masonry wall.
Site specific condition #5: At the end, add an additional planter island in the
parking area south of the retail building shall be provided.
Site specific condition #12: At the end, add the landscape plan date stamped 6/16/04
shows compliance with this condition.
Site specific condition #14: Provide a revised landscape plan showing a 5 ft.
landscape strip around all trash enclosures with plant material in compliance with
city code.
Site specific condition #15: Provide cut sheets of site furnishings to staff prior to
issuing a zoning certificate.
Site specific condition #16: Provide a revised landscape plan and work with the
City Arts Commission and staff to provide an entry statement on the corner of
Edgewood Lane and the Bypass. Seconded by Christensen. Board discussion.
Discussion with Council Liaison Bastian. Stanger moves to amend the motion
starting with site specific condition #14: Add this landscape plan shall be approved
by staff.
Site specific condition #16. At the end, where it references to work with the Arts
Commission and staff, add also two members of the Design Review Board. Also
add, the Design Review Board recognizes that this site is not as large and does not
have as large a budget as some of the similar sites, but asks the applicant to test
themselves with creative ideas to provide an entry statement on this important
intersection. Second concurs. ALL A YE...MOTION CARRIES.
B. DR-39-04 - Master Sien Plan for Eaele Pointe Shoppine Center - Thomas
Development: Thomas Development, represented by Patrick McKeegan with Patrick
McKeegan Architects, is requesting design review approval of a master sign plan for
Eagle Pointe Shopping Center which includes a multi-tenant retail building, a
restaurant facility, and a bank facility. The site is located on the southwest comer of
East Iron Eagle Drive and Edgewood Lane within Merrill Subdivision No.1 (formerly
Rocky Mountain Business Park) at 1539 East Iron Eagle Drive.
Staff discussion on the application. Patrick McKeegan agrees with the conditions of the
staff report.
Christensen moves to approve DR-39-04 - Master Sign Plan for Eagle Pointe
Shopping Center - Thomas Development with the site specific and standard
conditions of approval with one additional site specific condition of approval.

Site specific condition #7: A new site plan be submitted indicating the changed foot
print of the retail space with its indicated signage also include elevations on that.
Seconded by Zastrow. ALL A YE...MOTION CARRIES.
C. DR-SO-04 - Multi-tenant Office Buildine - Dave Evans Construction: Dave
Evans Construction, represented by Tim Scharff, is requesting design review approval
to construct a 2,200-square foot multi-tenant office building. The site is located
within Merrill Subdivision No.4 (a re-subdivision of Lot 12, Block 3, Merrill
Subdivision No.2, formally known as Rocky Mountain Business Park) which is
located at 507 South Fitness Place. This building is proposed to be located on Lot 22,
Block 3, of Merrill Subdivision No.4.
McCullough would like to state for the record that he apologizes for comments made
regarding the landscaping on these applications at the last meeting.
Dave Evans, 9500 W. Riverside Drive, Garden City reviews the three applications that he
has on the agenda tonight. Tim Mokwa with Toothman Orton Engineering reviews the
landscaping plans for these applications, Staff reviews the applications. Board
discussion.
McCullough moves to approve DR-SO-04 - Multi-tenant Office Building - Dave
Evans Construction with the site specific and standard conditions of approval with
the following modifications to the site specific conditions of approval:
Site specific condition #1: Strike and replace with the Design Review Board accepts
the revised site plan, landscape plan and elevations, date stamped 6/16/04 for this
application. Seconded by Christensen. Discussion. FOUR AYE, TWO

to construct a 4,480-square foot multi-tenant office building. The site is located
within Merrill Subdivision No.4 (a re-subdivision of Lot 12, Block 3, Merrill
Subdivision No.2, formally known as Rocky Mountain Business Park) which is
located at 531 South Fitness Place. This building is proposed to be located on Lot 24,
Block 3, of Merrill Subdivision No.4.
McCullough moves to approve DR-54-04 - Multi-tenant Office Building - Dave
Evans Construction with the site specific and standard conditions of approval with
the following modifications to the site specific conditions of approval:
Site specific condition #1: Strike.
Site specific condition #6: A new site and landscape plan shall be provided showing
the removal of the sidewalk attached to the western side of the building. This
landscape plan shall also show locations of the columns supporting the overhead
entries and their relationship to the concrete patio as well as the landscape.
