DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session June 10, 2004, Chairman McCullough
presiding,
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH,
CHRISTENSEN, STANGER, FLOEGEL, BOWEN, ZASTROW, COUNCIL LIAISON
BASTIAN. ABSENT: GRUBB. A quorum is present.
3.
CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion,
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findines of Fact and Conclusions of Law for DR-27-04 - Master Sien Plan for a
Multi-tenant Flex Space Buildine - Robnett Construction: Robnett Construction,
represented by Jason Martin with Backstreet Architecture, is requesting design review
approval of a master sign plan for a multi-tenant flex space building. The site is
located on the southwest comer of State Highway 44 and McGrath Road on Lot 1,
Block 1, of Ancona Business Park.
e. Findines of Fact and Conclusions of Law for DR-28-04 - Master Sien Plan for a
Multi-tenant Flex Space Buildine - Robnett Construction: Robnett Construction,
represented by Jason Martin with Backstreet Architecture, is requesting design review
approval of a master sign plan for a multi-tenant flex space building. The site is
located on the southwest comer of State Highway 44 and McGrath Road on Lot 2,

D. Findines of Fact and Conclusions of Law for DR-37-04 - Monument Sien For
Sisters Villa - Mercy Housine - Mercy Housing of Idaho, represented by Rich
Kenny, is requesting design review approval to construct a monument sign for Sisters
Villa (a Mercy Housing Senior Community). The site is located on the east side of
North Eagle Road approximately Ih-mile north of State Street at 540 North Eagle
Road.

NEW BUSINESS:
A. DR-38-04 - One Multi-tenant Retail Buildine. One Restaurant Facility. and One
Bank Facility - Thomas Development: Thomas Development, represented by
Patrick McKeegan with Patrick McKeegan Architects, is requesting design review
approval to construct one 9,11O-square foot multi-tenant retail building, one 4,500-
square foot restaurant building, and one 3,700-square foot bank facility. The site is
located on the southwest comer of East Iron Eagle Drive and Edgewood Lane within
Merrill Subdivision No.1 (formerly Rocky Mountain Business Park) at 1539 East
Iron Eagle Drive.
The applicant is present. Patrick McKeegan, 4696 Overland Rd., Ste. 274, Boise, Idaho
reviews the application. Staff reviews the application. Discussion amongst the Board,
Stanger moves to continue DR-38-04 - One Multi-tenant Retail Building, One
Restaurant Facility, and One Bank Facility - Thomas Development to the June 24th
Design Review Board meeting with the site specific and standard conditions of
approval as written, with the modifications to site specific condition #1, at the end it
shall read and remove any existing power poles.
I'd also like to add some guidance for the applicant. Issues that have risen from the
Design Review Board tonight to be addressed are additional details on the landscape
plan detailing the storm water detention area and the non-manicured grass area.
The new landscape plan shall also coordinate with the three buildings with regard
especially to entrances into the buildings and corresponding landscaping. The
elevations of these buildings also shall match the site plan with regard to doors. The
applicant shall provide elevations of the bank drive thru aisle and adjacent screen
wall with relationship to Edgewood Lane. The landscape plan shall show proposed
landscape plans for all buildings with relations to the buildings elevations and
circulation patters, also show additional plant material around the monument signs.
The elevations for the screen wall shall also show materials. These materials shall
compliment the building. The Design Review Board also recognizes the need to
potentially place the buildings closer to the setbacks and would support this in a
new site plan. A plan shall be provided showing all existing trees to be protected
and a concept plan on how they will be protected from construction activities.
Building elevations shall show additional detail to the retail building west elevation
the restaurant west and east elevations with regard to the tower structure. The
tower structure shall include heavy timber or wood trim matching the details of the
surrounding buildings. Seconded by McCullough. Discussion. Stanger moves to
amend the motion to add into my suggestions to provide materials and elevations for
all walls proposed on site and also provide a plan showing elevations of buildings in
relations to surrounding roadways. Second concurs. Further discussion with the
applicant. Discussion amongst the Board. Stanger moves to amend the motion to
strike the references to the building elevations of the retail building west elevation
and the restaurant west and east elevation with regard to wood trim. Second

B. DR-39-04 - Master Sien Plan for Eaele Pointe Shoppine Center - Thomas
Development: Thomas Development, represented by Patrick McKeegan with Patrick
McKeegan Architects, is requesting design review approval of a master sign plan for
Eagle Pointe Shopping Center which includes a multi-tenant retail building, a
restaurant facility, and a bank facility. The site is located on the southwest comer of
East Iron Eagle Drive and Edgewood Lane within Merrill Subdivision No.1 (formerly
Rocky Mountain Business Park) at 1539 East Iron Eagle Drive.
Floegel moves to continue DR-39-04 - Master Sign Plan for Eagle Pointe Shopping
Center - Thomas Development to the next Design Review Board meeting, June 24th.

C. DR-44-04 - Restaurant Facility for Cheerleaders Sports Bar and Grill- Robert
Godsill: Roger Godsill, represented by Rocky Towle with Design Resources
Architects, is requesting design review approval to construct a 5,789-square foot
restaurant facility. The site is located on the south side of East Shore Drive
approximately 820-feet east of Eagle Road within the Eagle River Development at
287 East Shore Drive.
The applicant is present. Rocky Towle, 1014 LaPointe St., Boise, reviews the
application. Staff reviews the application. Board discussion. Further discussion with the
applicant. Discussion with Council Liaison Bastian.
McCulough moves to approve DR-44-04 - Restaurant Facility for Cheerleaders
Sports Bar and Grill - Robert Godsill with the site specific and standard conditions
of approval with the following modifications to the site specific conditions of
approval:
Site specific condition #1: "Back rack" should be bike rack.
Site specific condition #2: Change the addition of 3 spaces to the addition of 2
spaces and then follow site specific condition #2 with the Design Review Board
supports the elimination of one additional parking space due to the site constraints
and to allow for a code compliant trash enclosure.
Site specific condition #6: The applicant has indicated the outdoor patio surfaces to
be stamped concrete, the applicant will provide a sample of the color and indication
of what the stamp texture will be to staff for approval.
Site specific condition #7: Samples of the translucent roof panels on the overhead
structure should be submitted to be approved by staff and one member of the
Design Review Board.
Site specific condition #8: The Design Review Board supports waiving the
requirement of landscaping on the east and southern property lines due to the
configuration of parking lots and adjacent properties.
Site specific condition #9: The revised landscape plan shall be provided that will
reflect the changes in the configuration of the parking lot as well as landscaping the
entire corner planter island on the southwest corner of the property which currently

just shows four Dwarf Fescu in it. This revised landscape plan shall be provided
and approved by staff.
Site specific condition #10: Details and cut sheets of the goose neck light fixtures
indicated to be used shall be proved to staff for approval.
Site specific condition #11: The mural as presented this evening is not approved
although the Design Review Board supports the concept of the mural on this area of
the building. The Design Review Board would like to see the proposed mural after
review by the Arts Commission. The suggestions from the Design Review Board for
changes are a reduction in size and that the mural context contain more historical
themes such as older roadsters, older uniforms on the athletes, etc. The proposed
mural after approval by the Arts Commission shall come before the Design Review
Board for review as an unfinished business item at a later Design Review Board
meeting. Seconded by Christensen. ALL A YE...MOTION CARRIES.
D. DR-45-04- Two Buildine Wall Sil!lls for Cheerleaders Sports Bar and Grill-
Robert Godsill: Rob Godsill, represented by John McMahon with Classic Design
Studio, is requesting design review approval to construct two (2) building wall signs
for Cheerleaders Sports Bar and Grill. The site is located on the south side of East
Shore Drive approximately 820-feet east of Eagle Road within the Eagle River
Development at 287 East Shore Drive.
The applicant is not present.
Bowen moves to approve DR-45-04- Two Building Wall Signs for Cheerleaders
Sports Bar and Grill- Robert Godsill with the site specific and standard conditions
of approval with the addition of site specific condition #3.
Site specific condition #3: Provide light locations for actual signs and a revised
elevation. Seconded by Stanger. Bowen amends the motion to add to be approved

E. DR-47-04- Master Shm Plan for a Multi-tenant Office Buildine- Roddy Evans:
Roddy Evans is requesting design review approval of a master sign plan for a multi-
tenant office building, including a building wall sign for Idaho One Realty and Idaho
One Mortgage. The site is located on the northeast comer of East State Street and
Academy Lane at 1300 East State Street.
The applicant is present. Roddy Evans, 669 Spyglass, Eagle reviews the application.
Staff reviews the application. Board discussion,
McCullough moves to approve DR-47-04- Master Sign Plan for a Multi-tenant
Office Building- Roddy Evans with the site specific and standard conditions of
approval with the following modifications to the site specific conditions of approval:
Site specific condition #5: The applicant shall provide scalable drawings of the two
proposed signs to staff for approval.

Site specific condition #6: A new landscape plan directly around the monument sign
shall be provided to show more consistant plantings to soften the columns of the
monument sign and plant material to screen the light fixtures in the front. The
plant material should have variety in both color and texture and be provided to staff
and one member of the Design Review Board for approval. Seconded by Floegel.

F. DR-49-04 - Modify the Existine Pizza Hut Monument Sien to include a Money
Tree Sien - Money Tree: Money Tree, represented by Russ Doughty with Lytle
Signs, is requesting design review approval to modify the existing Pizza Hut
monument sign to include a Money Tree sign. The site is located on the northeast
comer of State Highway 44 and Eagle Road within Eagle Pavilion Shopping Center at
396 South Eagle Road.
The applicant is present. Russ Doughty, 2505 Federal Way, #206, Boise, Idaho reviews
the proposed application. Staff reviews the application. Board discussion.
McCullough moves to approve DR-49-04 - Modify the Existing Pizza Hut
Monument Sign to include a Money Tree Sign - Money Tree with the site specific
conditions and standard conditions of approval with the following addition to the
site specific conditions of approval:
Adding to site specific condition #1. The new landscape plan shall provide plant
material that varies in color, texture and height and be designed by someone
knowledgeable in the field of landscape design.
Site specific condition #6: The landscaping should be installed at the same time of
the construction of the new sign. Seconded by Floegel. Discussion. McCullough
amends the motion site specific condition #6: Strike and replace with the
landscaping should be installed within 1 month of construction of the sign. Second

G. DR-SO-04 - Multi-tenant Office Buildine - Dave Evans Construction: Dave
Evans Construction, represented by Tim Scharff, is requesting design review approval
to construct a 2,200-square foot multi-tenant office building. The site is located
within Merrill Subdivision No.4 (a re-subdivision of Lot 12, Block 3, Merrill
Subdivision No.2, formally known as Rocky Mountain Business Park) which is
located at 507 South Fitness Place. This building is proposed to be located on Lot 22,
Block 3, of Merrill Subdivision No.4.
The applicant is present. Tim Scharff, with Dave Evans Construction, Boise, Idaho

McCullough moves to continue DR-SO-04 - Multi-tenant Office Building - Dave
Evans Construction with the site specific and standard conditions of approval with
the following modifications to the site specific conditions of approval:

Add to site specific condition #1: Line S, the end of the word distinctive, start new
sentence, these modifications shall pay special attention to the south elevation with
regard to attention to detail and the appearance from the bypass.
Site specific condition #6: A revised landscape plan shall be provided that more
clearly identifies the edge of the planter bed and planter and lawn separation. The
applicant is also encouraged, but not required to review plant material location with
regard to variety concerning locations under windows or mature size of plant

Site specific condition #6: Special attention shall be given to the north and south
elevation to provide more support to the overhead gable. Seconded by Zastrow.

condition#7: A revised landscape plan shall be provided with modification to the
southern side of the building where the concrete patio is placed it shows a shade tree
placed in the middle of the patio. The landscape plan should be revised to indicate
the exact location intended for this tree. Second concurs. ALL A YE...MOTION

McCullough moves to approve DR-60-04 - Limited Industrial Facility - Perry
Eliason with the site specific and standard conditions of approval with the following
modifications to the site specific conditions of approval:
Site specific condition #1: Strike and replace with the Design Review Board
supports the installation and design of the metal siding as presented. The reasoning
that the Design Review Board has come to this is that the metal is and intragel part
of the design, it is not a large expanse on the siding and it fits the architecture and
the use. The roof and siding colors, alternatives shall be provided to staff and 2
members of the Design Review Board for approval.
Site specific condition #3: Modify by adding to the end, the addition of 13 caliper
inches on site would satisfy the monetary contribution to the City Tree Fund. The
Design Review Board requests that the City Forester review his determination on
site to establish the correct monetary amount and or caliper inches replacement.
Site specific condition #9: Modify, by adding to the end, the power poles need to be
removed.
Site specific condition #14: The doors and overhead doors will be colored and
painted to match the building.
Site specific condition #15: A site plan shall be redrawn that shows the north
sidewalk meandering as opposed to straight, to be approved by staff and one
member of the Design Review Board.
Site specific condition #16: A new landscape plan shall be provided that shows all
shrub material in clearly delineated planted beds and that lawn areas and planter
beds are to be clearly identified. The landscape plan shall also show additional plant
material and variety throughout the site in planter beds with particular attention to
plant material around the wateñall. Landscape plan shall also show the Sweet Gum
trees on the northern end of the property to alternate to the southern and northern
sides of the new meandering sidewalk. Seconded by Stanger. Discussion.
McCullough moves to amend the motion by adding site specific condition #17.
Site specific condition #17: The southern elevation shall wrap the corner to the east
elevation by 1 column panel length, approximately 14 ft. for continuity. Second
concurs. Discussion. McCullough moves to amend the motion, the last condition,
panel length shall be terminated with a column on the east side. Second concurs.

N. DR-61-04 - Monument Sil!ll and Buildine Wall Sien for Pro Concrete Art - Perry
Eliason: Perry Eliason, represented by Stephen Teed with Stephen Teed Architects, is
requesting design review approval to construct a monument sign and building wall
sign for Pro Concrete Art, The site is located south of East State Street and north of
