DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session May 27, 2004, Chairman McCullough
presiding.
1.
CALL TO ORDER: McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH, STANGER,
FLOEGEL, BOWEN, GRUBB, COUNCil.. LIAISON BASTIAN. ABSENT:
CHRISTENSEN, ZASTROW. A quorum is present.
3.
CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of May 13, 2004.
B. Findin s of Fact and Conclusions of Law for DR-15-04 - Carl's r. Restaurant
with Drive Thru Service - Star Foods: Star Foods, represented by Clinton Yaka
with BRS Architects, is requesting design review approval to construct a 3,906-square
foot Carl's Jr. restaurant with drive thru service. The site is located on the north side
of East State Street within Eagle Promenade (formerly Eagle Towne and Country
Centre) at 3004 East State Street.
C. ~ Conclusions of Law for DR-16-04 - Two Buildine Wall
Siens. One Monument Sien and Three Directional Monument Sims for Carl's
Jr. Restaurant - Star Foods: Star Foods, represented by Roger Llewellyn with
Golden West Advertising, is requesting design review approval to construct two (2)
building wall signs, one (1) monument sign, and three (3) directional signs for the
Carl's Jr. restaurant. The site is located on the north side of East State Street within
Eagle Promenade (formerly Eagle Towne and Country Centre) at 3004 East State
Street.
D. Findines of Fact and Conclusions of Law for DR-19-04 - Multi-tenant Flex
Space Buildine - Robnett Construction: Robnett Construction, represented by
Jason Martin with Backstreet Architecture, is requesting design review approval to
construct a 12,000-square foot multi-tenant flex space building. The site is located on
the southwest comer of State Highway 44 and McGrath Road on Lot 1, Block 1, of
Ancona Business Park.

Buildine - Robnett Construction: Robnett Construction, represented by Jason
Martin with Backstreet Architecture, is requesting design review approval to construct
a 6,000-square foot multi-tenant flex space building. The site is located on the
southwest comer of State Highway 44 and McGrath Road on Lot 2, Block 1, of
Ancona Business Park.
E Findines of Fact and Conclusions of Law for DR-48-03 - Master Sien Plan For
Eaele Center - Ken Friedman: Ken Friedman, represented by Chuck Buckner with
Idaho Electric Signs Inc., is requesting design review approval of a master sign plan
for the Eagle Center Shopping Center. The site is located on the south side of East
State Street approximately 1,550-feet east of Eagle Road at 589 - 625 East State
Street.
G. Findines of Fact and Conclusions of Law for DR-42-04 - Two Story Medical
Office Buildine for Saint Alphonsus Reeional Medical Center - Cameron
Development: Cameron Development, represented by James Murray with CSHQA
Architects, is requesting design review approval to construct a two (2) story, 73,908-
square foot medical office for Saint Alphonsus Regional Medical Center. The site is
located on the northeast comer of East Riverside Drive and East Shore Drive within
Eagle River Development.
H. ~act and Conclusions of Law for DR-43-04 - Two Monument Siens
and Two Buildine Wall Sil!lls for Saint Alphonsus Reeional Medical Center-
Saint Alphonsus Reeional Medical Center: Saint Alphonsus Regional Medical
Center, represented by Roger Llewellyn with Golden West Advertising, is requesting
design review approval to construct two (2) monument signs and two (2) building
wall signs for the Saint Alphonsus Regional Medical Center. The site is located on
the northeast comer of East Riverside Drive and East Shore Drive within Eagle River
Development.
Floegel moves to remove item 3F - Findings of Fact and Conclusions of Law for DR-
48-03 - Master Sign Plan For Eagle Center - Ken Friedman from the consent
agenda. Seconded by Grubb. ALL AYE.. .MOTION CARRIES. This will be the
first item under unfinished business.
Floegel moves to accept the consent agenda as items 3A, 3B, 3C, 3D, 3E, 3G and 3H.
Seconded by Bowen. ALL A YE...MOTION CARRIES.
UNFINISHED BUSINESS:
3F. Findines of Fact and Conclusions of Law for DR-48-03 - Master Sil!ll Plan For
Eaele Center - Ken Friedman: Ken Friedman, represented by Chuck Buckner with
Idaho Electric Signs Inc., is requesting design review approval of a master sign plan
for the Eagle Center Shopping Center. The site is located on the south side of East
State Street approximately 1,550-feet east of Eagle Road at 589 - 625 East State
Street.
Staff reviews this application and changes that need to be made to the findings of fact and
conclusions of law.
McCullough moves to approve 3F - Findings of Fact and Conclusions of Law for
DR-48-03 - Master Sign Plan For Eagle Center - Ken Friedman with the

modifications to the findings of fact and conclusions of law as written by staff,
which per the understanding of the Board is leaving the original site specific
condition #4 as originally written and the addition of site specific condition #9,
which identifies the intent of the Board for the landscaping and development of the
monument sign. Seconded by Grubb. ALL A YE...MOTION CARRIES.
A. DR-27-04 - Master Sien Plan for a Multi-tenant Flex Space Buildine - Robnett
Construction: Robnett Construction, represented by Jason Martin with Backstreet
Architecture, is requesting design review approval of a master sign plan for a multi-
tenant flex space building. The site is located on the southwest comer of State
Highway 44 and McGrath Road on Lot 1, Block 1, of Ancona Business Park. This
item was continued from the May 13, 2004 meeting.
The applicant is present. Ron Starn, with Backstreet Architects, 20S S. Academy, Eagle,
Idaho reviews new information regarding the master sign plan. Staff reviews the
application. Board discussion. Further discussion with the applicant.
Stanger moves to approve DR-27-04 - Master Sign Plan for a Multi-tenant Flex
Space Building - Robnett Construction with the site specific and standard
conditions of approval as presented by staff with the following modifications to the
site specific conditions of approval:
Site specific condition #2 shall be modified to read as follows: The document titled
Ancona Business Park Lot 1 Master Sign Plan from the memo dated S/20/04 shall be
the master sign plan criteria for the multi-tenant flex space building. I would like to
make changes to the Ancona Business Park Master Sign Plan from the memo:
#4. Strike the words black vinyl and replace them with black dimensional
letters with a min. of 1/2 inch thickness and a maximum of 2 inch thickness and at
the end of #4, add sign backing shall be plexi-glass with the backside plexi-glass
painted to match the stucco.
Add #10. Signs are to be lighted by building soffit lights and down lighting.
If additional lighting is requested, elevations, cut sheets and samples need to be
approved by staff prior to installation of lights.
Strike site specific condition #3. Seconded by Grubb. Discussion. Stanger amends
the motion, under the master sign plan criteria, item #4, change to a minimum of 1
inch thickness. Second concurs. ALL A YE...MOTION CARRIES.
B. DR-28-04 - Master Sien Plan for a Multi-tenant Flex Space Buildine - Robnett
Construction: Robnett Construction, represented by Jason Martin with Backstreet
Architecture, is requesting design review approval of a master sign plan for a multi-
tenant flex space building. The site is located on the southwest comer of State
Highway 44 and McGrath Road on Lot 2, Block 1, of Ancona Business Park. This
item was continued from the May 13, 2004 meeting.

Stanger moves to approve DR-28-04 - Master Sign Plan for a Multi-tenant Flex
Space Building - Robnett Construction with the site specific and standard
conditions of approval with the same changes to the site specific conditions as were
made to DR-27-04. Seconded by Floegel. ALL A YE...MOTION CARRIES.
NEW BUSINESS:
A. DR-37-04 - Monument Sil!ll For Sisters Villa - Mercy Housine - Mercy Housing
of Idaho, represented by Rich Kenny, is requesting design review approval to
construct a monument sign for Sisters Villa (a Mercy Housing Senior Community).
The site is located on the east side of North Eagle Road approximately lA-mile north
of State Street at 540 North Eagle Road.
The applicant is present. Rich Kenny, reviews the application. Staff reviews the
application. Board discussion.
Bowen moves to approve DR-37-04 - Monument Sign For Sisters Villa - Mercy
Housing with the site specific and standard conditions of approval, adding the
following:
Site specific condition #4: Provide sample of faux finish for approval trying to utilize
one color of existing exterior colors of the building, either Town House Tan or Deer
Valley, for approval by staff and one member of the Design Review Board.
Site specific condition #5: Match text color to match exterior green which is
Mountain Road that is used on the exterior of the building on site. Provide sample
to staff for approval with one member of the Design Review Board.
Site specific condition #6: Provide additional landscaping on a smaller scale in front
of the sign, to be approved by staff and one member of the Design Review Board.
Site specific condition #7: Provide a plan or elevation identifying the species located
behind the sign. Seconded by Floegel. Discussion. Bowen amends the motion to
change site specific condition #1 to add and retaining wall.
Add site specific condition #8: Provide revised scaled elevation of sign attachment
to rock to be approved by staff and one member of the Design Review Board.
Second concurs. Discussion. ALL A YE...MOTION CARRIES.

B. Council Liaison: Reports on Jackson signage.
C. Staff: 14 new applications for next month. Winco discussion.
