CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, CHRISTENSEN, STANGER, FLOEGEL, GRUBB, ZASTROW, ABSENT: BOWEN, COUNCIL LIAISON BASTIAN. A quorum is present. 3. CONSENT AGENDA . Consent Agenda items are considered to be routine and are acted on with one motion, There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. DR-48-03 - Master Sil!ll Plan For Eaele Center - Ken Friedman: Ken Friedman, represented by Chuck Buckner with Idaho Electric Signs Inc., is requesting design review approval of a master sign plan for the Eagle Center Shopping Center. The site is located on the south side of East State Street approximately 1,550-feet east of Eagle Road at 589 - 625 East State Street. The applicant is present. Mark Butler, 52 N. Site specific condition #4: Amend so it reads the monument sign and landscaping as indicated on the landscape plan date stamped by the City 12/10/03 shall be installed within one year of the approval of this application. Site specific condition #8: The Board would like to see the colors of the signs to match the colors provided by staff for the modification of the building with the exception of the blue tones shall be of a shade between pf 155 and pf 156. These changes can be approved by staff. Seconded by McCullough. Stanger moves to amend the motion to add to site specific condition #4: State the landscaping and monument sign shall be installed at the same time with no longer than a one month difference. DR-42-04 - Two StOry Medical Office Buildine for Saint Alphonsus Reeional Medical Center - Cameron Development: Cameron Development, represented by James Murray with CSHQA Architects, is requesting design review approval to construct a two (2) story, 73,90S-square foot medical office for Saint Alphonsus Regional Medical Center. The site is located on the northeast comer of East Riverside Drive and East Shore Drive within Eagle River Development. James Murray, CSHQA, 250 S. 5th Street, Boise, Idaho reviews the application. McCullough moves to approve DR-42-04 - Two Story Medical Office Building for Saint Alphonsus Regional Medical Center - Cameron Development with the site specific and standard conditions of approval with the following additions to the site specific conditions of approval: Site specific condition #10: A new landscape plan will be provided showing the following items: . where the relocated trees are being relocated to, the Design Review Board supports the trees being placed preferably near the pond . the plan should show more plant material variety along the southern boundary that currently consists of one variety which is mugo pines . the landscape plan should show the development of the patio area that is currently indicated with a dashed line on the site plan it would be the south eastern most patio indicated Site specific condition #11: The Design Review Board approves and accepts the Eagle River recommendations from the letter provided, dated 5/3/04. Site specific condition #13: The trees to be relocated shall be moved after the beginning of September, by a mechanical tree spade. Site specific condition #14: The wall on the patio on the north east side of the building shall be constructed of materials to match the building. Site specific condition #lS: If the project is intended to be phased, that the applicant come back to the Design Review Board with new elevations from the west and east showing the absence of phase two. A landscape plan indicating how the blank area of phase two shall be finished in the temporary. That same landscape plan shall have a clear delineation indicating the phasing to be completed and phasing yet to do. This will be provided and presented to the entire Design Review Board as an unfinished business item to be dealt with at the applicant's discretion, within the next three months. Seconded by Stanger. The proposed building can generally be described as follows: - The building will be a two story structure consisting of stucco; metal; cultured stone; pre-cast concrete wainscoting and window lintels; glass; and a covered structural steel entry way with a standing seam metal roof. The main portion of the building will incorporate a flat roof with perimeter parapet walls to conceal the roof top equipment. The remaining vertical faces will have a stucco appearance and colored as shown. - The building is being designed by Trinity Design and CSHQA. 485 EAST RIVERSIDE DRIVE ' EAGLE, IDAHO 83616 PHONE: 208.938.4270 • FAX: 208.938.4272 Saint Alphonsus'Architectural Approval Letter Date:5/3/04 Page 2 of 2 We have reviewed and recommend approval of the building provided the following revisions are adopted into the final construction drawings: 1) Cultured stone shall extend to the top of the second floor windows at all building corners and at a few of the intermediate columns as modified at the request of and presented to Eagle River on 4/23/04. 2) The wainscoting shall be natural colored pre-cast concrete with rounded corners and a sand blasted appearance similar to the sample presented to Eagle River on 4/23/04. 3) Provide a shadow line along the top of the parapet wall to provide more architectural interest near elevation 135.00 feet, as modified at the request of and presented to Eagle River on 4/28/04. 4) Eagle River color approval of exterior building light fixtures. 5) The Landscaping Plan shall be revised to incorporate the needs of Eagle River's Pathway Plan. 6) A`Building Permit" shall not be released for the site construction activities without written approval from Eagle River LLC to ensure that all site-specific design issues have been adequately addressed. Saint Alphonsus' design team shall work closely with Eagle River's Engineer to develop Flood Plain Storage volumes and storm water discharge rates to document that the site is within the operating parameters of the development agreement between Eagle River and the City of Eagle. We have reviewed and recommend approval of the Signage Plan provided the following issues are incorporated into the final design: 1) All building sign letters and logos shall have the nominal depths, as modified at the request of and presented to Eagle River on 4/28/04. There shall not be any exposed conduits or raceways and the letters and logos shall be constructed from reversed panned letters and halo lighted. 2) The monument sign's backing panels shall be recessed into the stone 2 to 3 inches to match the other Eagle River monument signage, as modified at the request of and presented to Eagle River on 4/28/04. The signs shall be front lighted. We recommend approval of the building as presented to Eagle River Architectural Review Committee.
