The Design Review Board met in regular session April 22, 2004, Vice-Chairman Stanger
presiding.

. Consent Agenda items are considered to be routine and are acted on with one motion,
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.

design review approval to construct a 54, 190-square foot, seventy (70) room, assisted
living center. The site is located on the west side of North Eagle Road approximately
900-feet south of Floating Feather Road at 813 North Eagle Road.

sign plan for two (2) multi-tenant retail/office buildings. The sites are located on the
northeast comer of East State Street and North 2nd Street at 222 East State Street and
50 and 52 North 2nd Street.

Multi-tenant Retail Buildine - .James and~ James and Kimberli
Dean are requesting design review approval of a master sign plan for a multi-tenant
retail building including building wall signage for All American Deli, Ice Cream and
Espresso. The site is located on the north side of East Riverside Drive approximately
230-feet east of Eagle Road within Eagle River Development.
K. Findin s of Fact and Conclusions of Law DR-32-04 - Master Si Plan for a
Multi-tenant Retail Buildine - White Leasure Development: White Leasure
Development, represented by Debbie Anderson with Idaho Electric Signs Inc., is
requesting design review approval of a master sign plan for a multi-tenant retail
building. The site is located on the north side of East State Street within Eagle
Promenade, approximately 'A-mile east of State Highway 55 at 2976 East State Street.
Zastrow moves to approve the consent agenda as items 3A, 3B, 3C, 3D, 3E, 3F, 3G,

A. DR-11-04 - BanklFinancial Institution with Drive-up Service within Eaele
Promenade - ones Lan LaSalle: Jones Lang LaSalle, represented by Donna
Williamson with Gensler Architects, is requesting design review approval to construct
a 4,780-square foot bank facility with three (3) drive up service lanes for Bank of
America. The site is located within Eagle Promenade (formerly Eagle Towne and
Country Centre) on the north side of East State Street approximately 350-feet west of
Horseshoe Bend Road at 3144 East State Street.
The applicant is present. Donna Williamson, 1524 5th Ave, Seattle, Washington, reviews

Christensen moves to approve DR-ll-04 - BanklFinancial Institution with Drive-up
Service within Eagle Promenade - Jones Lang LaSalle with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions of approval:
Site specific condition #9: Provide an additional cut sheet indicating all lighting
proposed for this project, to be approved by staff.
Site specific condition #10: If lighting is proposed for the flag pole, that needs to be
submitted, indicating the lighting would be attached to the pole and not come from
the building site.
Site specific condition #11: A new sample for the proposed entrance awning,
indicating a red that is a very dark muted burgundy to rust color and that is to be
approved by staff and one member of the Design Review Board.
Site specific condition #12: A new landscape plan submitted with some variation to
the east elevation in height, specifically wanting trees as indicated on your drawings,
presented to the Board on 4/22/04.
Site specific condition #13: The landscape plan should also indicate year round
screening of the trash enclosures. That is to be approved by staff and one member
of the Design Review Board.
Seconded by Zastrow. Discussion. Christensen amends the motion on site specific
condition #12 to add to be approved by staff and one member of the Design Review
Board. Second concurs. ALL A YE...MOTION CARRIES.
B. DR-12-04 - Two Buildine Wall Sil!lls. One Monument Sil!ll. and Three
Directional Sil!lls for Bank of America - ~ Jones Lang LaSalle,
represented by Donna Williamson with Gensler Architects, is requesting design
review approval to construct two (2) halo illuminated building wall signs, one (1)
monument sign, and three (3) directional monument signs for the Bank of America.
The site is located within Eagle Promenade (formerly Eagle Towne and Country
Centre) on the north side of East State Street approximately 350-feet west of
Horseshoe Bend Road at 3144 East State Street.

Floegel moves to approve DR-12-04 - Two Building Wall Signs, One Monument
Sign, and Three Directional Signs for Bank of America - Jones Lang LaSalle with
the site specific and standard conditions of approval with the following
modifications to the site specific conditions of approval:
Site specific condition #7: The A TM machines should not have any signage or logos
on them.
Site specific condition #8: The monument directional sign T -3 be moved to a
different location in that area, the Board suggests a location to the west would be
more effective. A revised plan should be presented to staff for approval. Seconded
by Grubb. ALL A YE...MOTION CARRIES.
C. DR-15-04 - Carl's JL-Restaurant w~hru Service - Star ~ Star
Foods, represented by Clinton Yaka with BRS Architects, is requesting design review
approval to construct a 3,906-square foot Carl's Jr. restaurant with drive thru service.
The site is located on the north side of East State Street within Eagle Promenade
(formerly Eagle Towne and Country Centre) at 3004 East State Street.
Clayton Jones, 14071 W. Rochester Drive, Boise, reviews the application. Staff reviews
the application. Board discussion.
Grubb moves to continue DR-15-04 - Carl's Jr. Restaurant with Drive Thru Service
- Star Foods and would like to add to the site specific conditions of approval:
Site specific condition #7: To provide revised elevations indicating direction of
building.
Site specific condition #8: To provide color renditions of all elevations.
Site specific condition #9: To provide building or site lighting.
Site specific condition #10: Continue to add corbels on the three towers. Seconded
by Stanger. Discussion. Grubb moves to amend the motion to note that site specific
conditions 1, 2 and 3 have been met per the information provided April 22, 2004.
Site specific condition #11: Evergreen plantings to screen the trash enclosure.
Site specific condition #12: This item shall be continued to May 13, 2004 and the
applicant is to provide information to staff by May 6, 2004. Second concurs. ALL

review approval to construct two (2) building wall signs, one (1) monument sign, and
three (3) directional signs for the Carl's Jr. restaurant. The site is located on the north
side of East State Street within Eagle Promenade (formerly Eagle Towne and Country
Centre) at 3004 East State Street.
The applicant, Roger Llewellyn, 1358 N. Andrew Drive, Kuna, Idaho reviews the sign

Zastrow moves to continue DR-16-04 - Two Building Wall Signs, One Monument
Sign and Three Directional Monument Signs for Carl's Jr. Restaurant - Star Foods
to the May 13, 2004 meeting and that they reconfigure the monument sign to comply
with staffs requests, to reconfigure the directional signs and to propose if they
choose to add another wall sign to the building. Seconded by Grubb. Discussion.
Zastrow amends the motion to resubmit the menu board for clarification of how
that should be placed. Second Concurs. ALL A YE...MOTION CARRIES.
E. DR-19-04 - Multi-tenant Flex Space Buildine - Robnett Construction: Robnett
Construction, represented by Jason Martin with Backstreet Architecture, is requesting
design review approval to construct a 12,000-square foot multi-tenant flex space
building. The site is located on the southwest comer of State Highway 44 and
McGrath Road on Lot 1, Block 1, of Ancona Business Park.
Ron Starn, 20S S. Academy, Eagle, Idaho reviews the application. Staff reviews the
application. Board discussion.
Stanger moves to continue DR-19-04 - Multi-tenant Flex Space Building - Robnett
Construction to the May 13, 2004 Design Review Board meeting, which would
mean that the applicant would have to get the new information to staff by May 6,
2004, with the following suggestions to the applicant:
The applicant shall return with skylight details and cut sheets, elevations shall detail
downspout locations, proposed color changes, including differences in the stucco
color, brick color with these different variances shall be presented in color
elevations for each member and a revised landscape plan including plantings on the
south side of the building around the mechanical units shall be provided. The plans
shall also include anything pertaining to the site specific conditions of approval
including the revised south building elevation with regard to the roof line and
breaking up the large expanse of roof. Seconded by Christensen. Discussion.
Stanger amends the motion to include cut sheets of lighting locations to be provided
also. Second concurs. ALL A YE..MOTION CARRIES.
F. DR-27-04 - Master Sil!ll Plan for a Multi-tenant Flex Space Buildine - Robnett
Construction: Robnett Construction, represented by Jason Martin with Backstreet
Architecture, is requesting design review approval of a master sign plan for a multi-
tenant flex space building. The site is located on the southwest comer of State
Highway 44 and McGrath Road on Lot 1, Block 1, of Ancona Business Park.

G. DR-20-04 - Multi-tenant Flex Space Buildine - Robnett Construction: Robnett
Construction, represented by Jason Martin with Backstreet Architecture, is requesting
design review approval to construct a 6,000-square foot multi-tenant flex space
building. The site is located on the southwest comer of State Highway 44 and
McGrath Road on Lot 2, Block 1, of Ancona Business Park.

Christensen moves to continue DR-20-04 - Multi-tenant Flex Space Building -
Robnett Construction to the May 13, 2004 Design Review Board meeting with
instructions to the applicant to bring back more detail on the south elevation to
make some changes in the facade, to compliment the larger building but not be
identical, we have suggested raising the stone or reversing colors. We would also
like to see options for a different roof color. We will need detailed cut sheets for
downspouts, additional lighting if proposed, and detailed landscaping that will
accompany this application. All of this information needs to be to staff by May 6,
2004 so we can review it on May 13, 2004. We would really like to help this
applicant move along at that meeting. Seconded by Grubb. ALL A YE..MOTION

H. DR-28-04 - Master Sien Plan for a Multi-tenant Flex Space Buildine - Robnett
Construction: Robnett Construction, represented by Jason Martin with Backstreet
Architecture, is requesting design review approval of a master sign plan for a multi-
tenant flex space building. The site is located on the southwest comer of State
Highway 44 and McGrath Road on Lot 2, Block 1, of Ancona Business Park.
Christensen moves to continue DR-28-04 - Master Sign Plan for a Multi-tenant Flex
Space Building - Robnett Construction to the May 13, 2004 Design Review Board
meeting as unfinished business. We will need to see the materials proposed for the
backing of the signs and any other instructions for the tenants that will be included

Site Specific Conditions of Approval:
This Carl's Jr. Restaurant will be installed with the latest technology of
wireless communication available for Drive Thru order taking. This is the
HME system 400. This system has 2 great features to reduce the noise. First it
comes with "Clear Sound Plus" which reduces the ambient noise and allows
the listener to focus on the voice rather that everything else. By doing this, the
volumes are significantly reduced. Second, the unit is installed with automatic
volume control which keeps the volume within compliance with any city
standard.
We also will install the Delphi Display board that displays to the customer in
the drive thru exactly what is being punched into the cash register. This also
cuts down on the back and forth at the speaker and also reduces noise.
We would ask that you approve these measures and find us compliant with #2
of the site specific conditions of approval.

Delphi offers several options for mounting an order confirmation system or integrating it within a wireless cticK To zoom
audio system.
Speaker Post Mount
A Delphi speaker post offers two-way communication capability in a ruggedized,weather-resistant,
vandal-resistant,freestanding unit.The unit is tamper-resistant and fully compatible with all popular
wireless audio systems(HME, 3M, Panasonic).
Delphi speaker posts are available for 10.4 inch and 15 inch Delphi Order Confirmation Systems. .�.,
• Rugged,welded steel or aluminum construction and powder coat painted for extra durability.
• Accommodates half duplex and full duplex speaker systems from all major audio system =
suppliers.
• Easy-to-install design mounts on most existing speaker post footings.
• Weather-resistant construction plus an integrated low-speed fan for additional ventilation in
extreme temperature conditions.
• Available in a wide range of colors.

Other Mounting Options
• Canopy Mount-This type of mount is performed on a pole of a canopy that offers an overhang above the OCS to
provide cover from sun or rain.
• Menu Board Mount-As the name indicates,the OCS is mounted into the menu board.This option is good where there
is not room to mount a Delphi speaker post
Accessories
J-Bolt Kit
This kit provides four(4)bolts and a template to assist in mounting a speaker post.The template enables the foundation
concrete for the post to be poured in such a way as to not obscure or cover the bolts.

Item 5A-Overall design is fine, awnings to match in color.
Item 5B-No issues on signage.
Item 5C- Elevations seem top heavy but this is a typical design for Carl's Jr. Not sure what can be done to
change.
Item 5D-Scale down monument sign and remove "Charbroiled Hamburgers"from sign.
Item 5E-Columns should be larger per the scale shown, .
Item 5F-possibility of moving sign up off of door head to fill in void.
Item 5G -Columns should be larger per the scale shown, suggest introducing some stucco to the rear elevation
(south)to break it up a bit. Also to the east and west, maybe. Hard to tell not having colored renderings or color
samples
Item 5H - possibility of moving sign up off of door head.
