Minutes - 2004 - Design Review - 04/08/2004 - Regular ( ORiGINAL DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session April 8, 2004, Chairman McCullough presiding. 1. CALL TO ORDER: McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, GRUBB, ZASTROW, COUNCIL LIAISON BASTIAN. ABSENT: CHRISTENSEN, STANGER, FLOEGEL, BOWEN. A quorum is present. 3. CONSENT AGENDA. . Consent Agenda items are considered to be routine and are acted on with one motion, There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of March 25, 2004. B. Findines of Fact and Conclusions of Law for DR-17-04 - Two Story Multi-tenant Office Buildine - Eaele River. LLC: Eagle River LLC, represented by Andrew Erstad with Erstad Thornton Architects, is requesting design review approval to construct a 16;470-square foot two (2) story multi-tenant office building. The site is located on the south side of East Riverside Drive approximately 1,400-feet east of Eagle Road within Eagle River Development. C. Findines of Fact and Conclusions of Law for DR-18-04 - Master Sien Plan for a Multi-tenant Office Buildine - Eaele River. McCullough moves to approve DR-21-04 - Paramount Parks at Eagle Assisted Living Center - Paramount Parks at Eagle, LLC, with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #2: In the second line, where it says "of the building", interject after building "around the Alzheimer's area". Add site specific condition #12: That a new landscape plan be provided and designed by someone knowledgeable in the field of landscape design and architecture. This plan should reflect the new information provided for the existing trees and which of those will be retained and removed. This plan should reflect perimeter landscaping on the property per Eagle City Code. This plan will be submitted and approved by staff and two members of the Board. Site specific condition #13: A roof penetration plan shall be provided and identified that roof penetrations will be colored the same color as the roof. Seconded by Zastrow. Discussion. McCullough moves to amend the motion with site specific condition #3, add this information provided by the City Forester shall be evaluated with regard to the new landscape design provided and will be considered by staff and two members of the Design Review Board for approval. The site is located on the west side of North Eagle Road approximately 900-feet south of Floating Feather Road at 813 North Eagle Road. The site is located on the northwest comer of East Iron Eagle Drive and Edgewood Lane at 1540 East Iron Eagle Drive. The applicant is present. Cornel Larson, 210 Murray, Boise, Idaho reviews the application and agrees with the site specific conditions of approval and discusses revisions to the site plan. Staff reviews the application. McCullough moves to approve DR-23-04 - Warehouse/OfficeJRetail Building - Heartland Construction with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Site specific condition #9: A new landscape plan be provided and adapted with the modifications to the site plan presented tonight, dated April 7, 2004, this plan will be approved by staff and one member of the Design Review Board. Site specific condition #10: New elevations be provided with redesign for the canopies to provide larger columns at the base to allow for more stability. The modifications of the canopies will be left to interpretation from the architect per the comments received tonight. A new elevation will be provided for the north elevation to provide more interest and break up of the big blank wall. This too shall be interpreted by the architect and encourage creativity. These elevations will be reviewed by staff and one member of the Design Review Board. Seconded by Zastrow. Discussion. DR-25-04 - Multi-tenant Retail Buildine - Ronald Van Auker: Ronald Van Auker, represented by Cornel Larson with Larson Architects P A, is requesting design review approval to construct a 7,289-square foot multi-tenant retail building. The site is located on the north side of East State Street within Eagle Promenade approximately lA-mile east of State Highway 55 at 2976 East State Street. The applicant is present. Cornel Larsen, 210 Murray, Boise, Idaho agrees with staff report and reviews the application. Staff reviews the application. Board discussion. McCullough moves to approve DR-25-04 - Multi-tenant Retail Building - Ronald Van Auker with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Amend site specific condition #1 to include the addition of cut sheets of the mechanical units shall be provided to staff. Add site specific condition #7: The goose neck fixture cut sheet provided shall more clearly identify the actual model number and the gloss green color. Site specific condition #8: The glazing for the store front shall be clear glass as apposed to the smoked glass. Site specific condition #9: The applicant has indicated all roof drainage will be provided in internal down spouts and shall be built as such. Site specific condition #10: A new landscape plan shall be provided with greater height variation of plant material on the west side of the building. The plan will show the existing retaining wall on site and how it is incorporated into the plan. This plan shall be provided and approved by staff and one member of the Design Review Board. Site specific condition #11: A new site plan and landscape plan shall be provided exploring new options for the location of the trash enclosure, with the suggestion of potentially moving it further to the west. The landscape plan will also show better screening for the trash enclosure, this plan will be approved by staff and one member of the Design Review Board. Seconded by Zastrow. Discussion. The suggestion has been to reflect the design element provided over the other doors and windows on all of the other elevations, this revised elevation shall be provided to staff and one member of the Design Review Board for approval. F. ~aster Sien Plan for a Multi-tenant Retail Buildine - White Leasure Development: White Leasure Development, represented by Debbie Anderson with Idaho Electric Signs Inc., is requesting design review approval of a master sign plan for a multi-tenant retail building. The site is located on the north side of East State Street within Eagle Promenade, approximately lA-mile east of State Highway 55 at 2976 East State Street. The applicant is present. Debbie Anderson, 6528 Supply Way, Boise, Idaho reviews the application. Staff reviews the application. Board discussion. Further discussion with the applicant. McCullough moves to approve DR-32-04 - Master Sign Plan for a Multi-tenant Retail Building - White Leasure Development with the site specific and standard conditions with the following modifications to the site specific conditions of approval: Site specific condition #7: The sign will be required to be no more than 6 ft. above the center line of the road and the bottom sign panel shall be no more than 18 inches above the grade on which the sign is placed. A cross section shall be provided, including the road and the grade on which the sign is sitting. This cross section shall be reviewed and approved by staff and one member of the Design Review Board. The measurements shall be in relationship to the center line of State Street. Site specific condition #8: The 35 square feet of the sign shall be accepted as presented by the Design Review Board this evening. Strike site specific condition #3. Seconded by Grubb. Discussion. The site is located 420-feet north of State Street and approximately 1,000-feet east of Palmetto A venue. The applicant is present. Phil Hull, 462 E. Adams Architect, is requesting design review approval to construct a 3,200-square foot multi-tenant retail building. The site is located on the north side of East Riverside Drive approximately 230-feet east of Eagle Road within Eagle River Development. The applicant is present. SITE SPECIFIC CONDITIONS OF APPROVAL: 1. Developer agrees to this requirement. 2. A 6'-0" high vinyl fence is existing along the west property line. This fence was recently installed during the construction of the residential development to the west. Refer to the attached photograph of this existing fence (Attached EXHIBIT #1). 3. Keith Atkins has reviewed the existing trees on the site and provided me with the following information. A. The spruce tree in the south east corner of the property is good and should remain. B. The second spruce tree from the south east corner of the property is poor and need to be removed. C. The twelve inch silver maple near the existing south drive way is poor and needs to be removed. D. The easterly large silver maple along the south property line is poor and needs to be removed. E. The westerly large silver maple along the south property line is good and should remain. F. The small silver maple near the existing shed could be trimmed to one truck and kept if the demolition work does not cause damage to the root structure. G. The flowering tree along the south drive way is poor and should be removed. During a conversation over the phone today, Keith agreed to discuss this project with the staff. 4. The Developer agrees to provide a plan showing the existing tree protection as requested. 5. The Developer agrees to provide a revised landscape plan showing the requested tree size. 6. The existing submittal shows trash enclosure gates with a metal frame and solid wood panels. Refer to the submitted site plan and trash enclosure detail (Attached EXHIBIT#2). If this is not appropriate we will be work with the staff to design a gate which is acceptable. 7. The Developer agrees to install seven shade trees and sixty nine shrub in the two hundred and forty feet of frontage. An 8 '/Z' x 11' copy of the site plan and detail is attached. 8. The Developer agrees to install one additional landscaped island near the center of the front parking area. 9.
